Operating an unmanned aircraft system (UAS) for commercial purposes in the United States requires the pilot to pass the Federal Aviation Administration’s (FAA’s) knowledge exam to earn their UAS license. The exam does not include a practical component where flight proficiency is assessed. This represents a source of risk for contractors if flight proficiency is not evaluated in another way. The National Institute of Standards and Technology is a federal agency and has developed the Basic Maneuvering Test (BMT). It is the only nationally recognized UAS flight proficiency exam. This project involved the designing and building process of a sustainable, environmentally sound housing option designed for the people of Muhanga, Rwanda. This project was initially inspired by the Earthships built in New Mexico. During the design process the Earthships' design and materials used was evaluated, then altered to better suit Rwanda based on the available natural resources and needs of the people. Rwandans have endured a traumatic history and still experiences struggle today. An example of this is the anti-thatching campaign in 2011 that left thousands of people homeless as they were forced out of their unsafe homes. One …

Access to primary health care facilities is a key component of public health, and measuring that access is vital to understanding how to target interventions. Transportation is one dimension of access and measuring distance via multiple modes allows better understanding of how varied populations access health care, particularly those who do not have access to a personal vehicle. This work builds on the 2-Step Floating Catchment Area (2SFCA) method to include travel by car, bus, bicycle, and walking. Review of construction-related AM literature is used to identify the advantages, challenges, and current trends of the research. Using a scientometric analysis of 522 bibliographic records, this research systematically analyzed construction related AM research to determine the key research areas and trends. Results showed that starting in 2015, the field has been growing at an exponential rate. Recent AM research focused on materials and reinforcement topics, which matched the most notable challenges of AM, which are material rheology, reinforcement, and lacking construction standards. Asset managers must balance maintenance plans between preventive (PM) and corrective maintenance (CM). While PM plans have been a staple for decades, the benefits achieved have not been thoroughly examined at the asset specific level. This study focuses on the U.S. Air Force chiller portfolio to better understand the relationship between PM and CM, utilizing multiple stages of linear regression modeling and data from 14 US Air Force installations. PM and CM were found to be positively correlated, with PM accounting for relatively small portions of the variance experienced in CM. This study reveals the value of standardized data collection …

This research develops a multi-criteria decision analysis model to quantify project complexity and inform decision-makers in resource-constrained organizations with the Tyndall Program Management Office (PMO) as a case study. The complexity score is used as a risk metric to determine the appropriate number of skilled or novice project managers to effectively manage the PMO portfolio to mitigate cost and schedule overruns. Climate change is resulting in rising sea levels and increased rainfall, posing new challenges to stormwater management, particularly along coastlines. The airfield stormwater systems of Tyndall Air Force Base discharge directly into an interior bay of the Gulf of Mexico through tidal canals and ditches, creating a risk of system inundation from high tidewater conditions from sea-level rise (SLR). This study explores the performance and consequences of an inundated stormwater system from SLR during rainfall events using the EPA’s Stormwater Management Model (SWMM). Installations often award contracts using Lowest Price Technically Acceptable (LPTA) because of perceived cost and time savings. Engineering Change Orders (ECO) are technical requirements changes to existing contracts. To account for the potential increase in contract costs stemming from ECOs, current acquisition practice is to estimate a dollar value to hold in management reserve (MR) in case of ECO occurrence. Estimators often rely on rules-of-thumb when developing these estimates. Specifically, estimators use a 10% rule-of-thumb for estimating MR contract costs in the Development life cycle phase and a 5% rule-of-thumb for contracts in the Production or O&S life cycle phase. Atmospheric Water Generators (AWG) extract water from the air using one of three available technologies: refrigeration, sorption, and fog harvesting. A refrigeration device works like a dehumidifier and works best in conditions above 60% relative humidity. A sorption device utilizes a desiccant to extract the water vapor from the air and works in very low humidity levels. A fog harvesting device utilizes a mesh to capture the water vapor from the air and requires 100% relative humidity. The persistence, fate, and transport of per- and poly-fluoroalkyl substances, which have been shown to have adverse effects on human health, have been previously studied in environmental media such as soils and groundwater. This study investigates concrete, a medium that is rarely studied but frequently present in instances where PFAS originating from AFFF releases and spills have occurred. Used heavily throughout aviation firefighting, AFFF poses environmental hazards due to the length of PFAS degradation and toxicological implications, thus its classification as a forever chemical. This thesis aims to contribute to the future development of this technology by providing an in-depth literature review of how this technology physically operates and can be numerically modeled. Additionally, this thesis reviews literature of machine learning models that have been applied to gasification to make accurate predictions regarding the system. Hurricane frequency and magnitude intensification are expected over the remainder of the twenty-first century. Uncertainty in future projections requires that coastal communities approach adaptation decisions with caution. Traditional approaches are costly and inflexible. Soft policy adaptations are largely unenforceable. Hard, natural adaptations have emerged as an opportunity to partially mitigate the growing risk of extreme flooding, without the large investments required for traditional approaches, where natural infrastructure already exists. One of the current pressing problem for all DOTs is the corrosion-oriented deterioration of the existing metal culverts. These metal culverts typically are designed for a life of 50 years. However, corrosion is making them last no longer than 30years. Here we propose use of Glass Fiber Reinforced Polymers (GFRP) pipe section as a fit-in GFRP profile liner for complete repair and rehabilitation of the corroded metal culvert with an expected life of 75 years. Despite numerous studies demonstrating the effectiveness of Restricted Crossing U-Turn (RCUT) intersection design, its implementation remains uneven and close to zero in some large states such as California. This research provides a comprehensive framework to estimate the operational and safety performance of future RCUT designs in California. The framework is demonstrated for five intersections located on high-speed rural expressways in California using VISSIM microsimulation models to measure operational performance for each intersection including the base condition with the existing Two-Way Stop-Controlled (TWSC) intersection and two RCUT designs. Latex is one of the natural rubbers that is used to enhance the performance of asphalt pavement for the last few decades. The presence of latex, which is categorized as an elastomer, helps to improve pavement performance and durability. Conversely, higher viscosity of latex modified asphalt binder increases the production-temperatures of asphalt mixture, thus consuming higher energy during asphalt mixture’s production stage. Increased prevalence, lower cost, and reduced environmental impacts have granted natural gas status as a bridge fuel over the past decade in place of coal-fired heat and power generation across the United States. As a result, some coal facilities are retrofitting their systems to combust natural gas for heating and power. However, data and economic criteria surrounding these decisions are not widely available. Wright-Patterson Air Force Base (WPAFB) invested approximately $25 million, from 2014 to 2016, to retrofit two coal-fired steam-heat-generating plants with natural gas equipment. This study quantifies the uncertainties in the projected changes in potential longshore sediment transport (LST) rates along a non-straight coastline. Four main sources of uncertainty, including the choice of emission scenarios, Global Circulation Model-driven offshore wave datasets (GCM-Ws), LST models, and their non-linear interactions were addressed through two ensemble modelling frameworks. The first ensemble consisted of the offshore wave forcing conditions without any bias correction (i.e., wave parameters extracted from eight datasets of GCM-Ws for baseline period 1979–2005, and future period 2081–2100 under two emission scenarios), a hybrid wave transformation method, and eight LST models (i.e., four bulk formulae, four …
