งานวิจัยนี้เป็นผลการศึกษาสภาพปัจจุบันของโครงข่ายการค้าและคมนาคมระหว่างภาคใต้ ตอนล่างของไทยกับจังหวัดสุมาตราเหนือของอินโดนีเซีย ข้อค้นพบที่สำคัญ คือ แม้ทั้งสองพื้นที่จะมี ความพร้อมด้านโครงสร้างพื้นฐานทางการขนส่ง ทั้งการเชื่อมโยงกันโดยตรงซึ่งอาศัยการขนส่งทาง ทะเลเป็นหลัก และการเชื่อมโยงโดยผ่านรัฐปีนังของประเทศมาเลเซีย แต่การใช้ประโยชน์โครงข่าย คมนาคมทั้งด้านการค้าและการท่องเที่ยวยังมีน้อยมาก ทั้งนี้เป็นผลมาจากพื้นที่ทั้งสองมีอุตสาหกรรม เบาบาง และเศรษฐกิจพึ่งพาภาคการเกษตรเป็นหลัก อีกทั้งมีผลผลิตทางเกษตรที่คล้ายคลึงกัน ส่งผล ให้ความต้องการสินค้าระหว่างกันนั้นมีน้อยมาก สำหรับภาคการท่องเที่ยว การเชื่อมโยงยังไม่เกิดขึ้น อย่างเป็นรูปธรรม ดังนั้นเพื่อให้สามารถใช้โครงข่ายการค้าและคมนาคมได้เต็มศักยภาพ ควรส่งเสริม ให้มีการลงทุนในภาคอุตสาหกรรมในพื้นที่ โดยเฉพาะพื้นที่แนวหลังของท่าเรือในจังหวัดตรังเพิ่มมาก ขึ้น โดยอุตสาหกรรมที่ควรได้รับการส่งเสริม ได้แก่ อุตสาหกรรมแปรรูปผลผลิตทางการเกษตร และ อุตสาหกรรมอาหารฮาลาล ด้านการท่องเที่ยวควรส่งเสริมให้เกิดความร่วมมือกันในการสร้างโครงข่าย การท่องเที่ยวร่วมกันระหว่างพื้นที่ทั้งสอง เพื่อสร้างความน่าสนใจในการดึงดูดนักท่องเที่ยวให้เข้ามา ท่องเที่ยวในพื้นที่มากขึ้น พร้อมกับปรับปรุงสิ่งอำนวยความสะดวกด้านการท่องเที่ยวควบคู่ไปด้วย

นโยบายภาครัฐและกฎหมายที่มีผลต่อการขนส่งชายฝั่งของไทย, สุนันทา เจริญปัญญายิ่ง

ประเทศไทยมีการขนส่งสินค้าทางชายฝั่งเฉลี่ยร้อยละ 6-8 ปัญหาและอุปสรรคของการขนส่ง สินค้าชายฝั่ง แบ่งได้ 3 กลุ่ม คือ 1) แผนพัฒนาและนโยบายของรัฐที่มีต่อการขนส่งชายฝั่งในระดับต่างๆ เพื่อเปลี่ยนรูปแบบการขนส่งสินค้าทางถนนสู่การขนส่งที่มีต้นทุนต่ำกว่าทั้งการขนส่งทางน้ำและทาง ราง งบประมาณในการพัฒนาการขนส่งชายฝั่งส่วนใหญ่ถูกใช้ในเรื่องของการขุดลอกร่องน้ำ และการ ศึกษาเพื่อก่อสร้างท่าเรือแห่งใหม่ ปัญหาด้านโครงสร้างพื้นฐานที่สำคัญคือ ท่าเรือชายฝั่งมีทำเลที่ตั้ง ของท่าเรือไม่เหมาะสม ส่วนใหญ่มีร่องน้ำเดินเรือลึกประมาณ 4-5 เมตร ทำให้เรือที่เข้าเทียบท่าเรือมี ขนาดไม่เกิน 28 เมตร เรือขนาดใหญ่ต้องรอช่วงน้ำขึ้นสูงสุด ทำให้การจราจรที่คับคั่ง เกิดอุบัติเหตุได้ ง่าย การใช้เรือขนาดเล็กขนถ่ายต่อไปยังเรือขนาดใหญ่ที่จอดทอดสมอรอด้านนอกทำให้เกิดการขนส่ง สองต่อ (Double Handling) ท่าเรือขาดพื้นที่แนวหลังนำเข้า - ส่งออกสินค้าผ่านท่าเรือ ขาดนิคม อุตสาหกรรมรองรับ และการคมนาคมที่เชื่อมต่อท่าเรือยังไม่เพียงพอ 2) ปัญหากฎระเบียบควบคุม ทั้งท่าเรือชายฝั่ง เรือชายฝั่ง และสินค้าชายฝั่ง 3) ปัญหาอื่น ๆ ได้แก่ การบริหารและจัดการท่าเรือ ชายฝั่งของกรมธนารักษ์ ขาดมาตรการส่งเสริมการขนส่งสินค้าชายฝั่ง ขาดคนประจำเรือชายฝั่ง ขาด ความชำนาญด้านการตลาด เป็นต้น การแก้ไขปัญหาระบบการขนส่งชายฝั่งทั้งระบบโดยควรกำหนด แผนพัฒนาการขนส่งสินค้าชายฝั่งที่ชัดเจนและต่อเนื่อง กำหนดงบประมาณเพื่อใช้ในการพัฒนาอย่าง เหมาะสมกับแผนปฏิบัติการ การประเมินผลแผนงานที่ไม่สามารถทำได้ตามเป้าหมาย การจัดตั้งคณะ กรรมการท่าเรือแห่งชาติ เพื่อทำหน้าที่ในการกำหนดนโยบายการดำเนินงานท่าเรือของประเทศให้ เป็นระบบ มีเอกภาพและประสิทธิภาพ ปรับปรุงโครงสร้างพื้นฐานและสิ่งอำนวยความสะดวกของ การขนส่งชายฝั่งให้มีประสิทธิภาพมากขึ้น ควรส่งเสริมความร่วมมือกันระหว่างหน่วยงานที่เกี่ยวข้อง เพื่อแก้ไขกฎระเบียบต่าง ๆ เพื่อลดขั้นตอนของการขนส่งสินค้าชายฝั่ง และกำหนดแนวทางส่งเสริม และมาตรการสนับสนุนเพื่อให้มีการใช้การขนส่งสินค้าชายฝั่งมากขึ้น และเร่งการเปิดใช้ท่าเรือชายฝั่ง สาธารณะเพื่อให้ทันกับปริมาณการขนส่งสินค้าทางชายฝั่งที่จะเพิ่มขึ้น

The purpose of this paper is to illustrate the significance of constructing the interregional input-output table for analyzing the linkage between regional economies of Thailand. Obviously, Thailand's economy is not homogenous internally, presenting variations across sectors and regions. Thus, the economic impact of economic policies will vary across different regions. ในปัจจุบันการจัดเส้นทางสายตรวจของเจ้าหน้าที่ตำรวจไม่มีแนวทางการวิเคราะห์อย่างเป็น ระบบ และไม่มีแนวคิดทางทฤษฎีประยุกต์ต่อการปฏิบัติงานจริง การวิจัยครั้งนี้จึงมีวัตถุประสงค์เพื่อ พัฒนากรอบแนวคิดการจัดเส้นทางสายตรวจรถจักรยานยนต์ของงานป้องกันและปราบปราม สถานี ตำรวจภูธรเสม็ด จังหวัดชลบุรี ซึ่งมีประชากรเป็นผู้บริหารที่รับผิดชอบในส่วนงานการวิเคราะห์จัด เส้นทางสายตรวจรถจักรยานยนต์ในพื้นที่รับผิดชอบ ได้แก่ ผู้กำกับการ, รองผู้กำกับการ และสารวัตร ป้องกันและปราบปราม การศึกษาครั้งนี้ใช้แบบสัมภาษณ์การจัดเส้นทางสายตรวจเป็นเครื่องมือการ เก็บรวบรวมข้อมูลประกอบกับการทบทวนวรรณกรรม และข้อมูลทุติยภูมิต่างๆ ที่เกี่ยวข้องวิเคราะห์ ข้อมูลโดยใช้เทคนิคการวิเคราะห์เชิงเนื้อหา (Content analysis) ผลการวิเคราะห์ข้อมูลได้เสนอกรอบ แนวคิดการจัดเส้นทางสายตรวจรถจักรยานยนต์กรณีศึกษาสถานีตำรวจภูธรเสม็ด จังหวัดชลบุรี ซึ่ง เป็นกรอบแนวคิดที่แสดงโครงสร้างการวางแผนการจัดการเส้นทางด้วยการประยุกต์แนวคิดปัญหา การเดินทางของพนักงานขาย (Traveling Salesman Problem) และวงจรการบริหารงานคุณภาพ (PDCA) เพื่อใช้เป็นแนวทางและเกิดประโยชน์ต่อการใช้จัดเส้นทางสายตรวจของเจ้าหน้าที่ตำรวจสาย ตรวจรถจักรยานยนต์อย่างเป็นระบบ ครอบคลุมจุดการตรวจในพื้นที่ที่รับผิดชอบ เพิ่มประสิทธิภาพ ด้านการบริหารจัดการเส้นทางสายตรวจ และสนับสนุนการลดจำนวนอาชญากรรมเขตพื้นที่รับผิดชอบ

This study involved the development of a model for evaluating the potential costs and benefits of ozone control by activated carbon filtration in single-family homes. The modeling effort included the prediction of indoor ozone with and without activated carbon filtration in the HVAC system. As one application, the model was used to predict benefit-to-cost ratios for single-family homes in 12 American cities in five different climate zones. Health benefits were evaluated using disability-adjusted life-years and included city-specific age demographics for each simulation. A contact mechanics model, based on the Hertzian elastic contact theory and cementation coating development at particulate scale, was established to predict the time-dependent small-strain stiffness of Class C fly ash-stabilized soils during curing. The cementation coating development model was developed at particulate level based on the Arrhenius law to predict the contact radius growth. A hyperbolic time-temperature relationship was proposed to capture the temperature change of fly ash-stabilized soils and links the pozzolanic reaction rate with curing time. Three civil engineering professors at the Oregon Institute of Technology (Oregon Tech) undertook a project during the 2014-15 academic year to develop a series of transportation-related graduate courses and to modernize Oregon Tech’s Traffic Engineering Laboratory. Courses were developed in the areas of transportation water resources, transportation structures and traffic engineering. Many industrial effluents contain concentrated Total Kjeldahl Nitrogen (TKN), which may might be also accompanied with ammonia, sulfur, iron, total solids, etc. Conventional wastewater treatment plants are unable to remove TKN, to a level acceptable for the ecosystem, thus, such wastewater has to be treated at the source; however, adequate methods have not been demonstrated yet. Eutrophication has been identified as one of the leading risks to surface water quality especially for lake water quality in Canada. The objective of the study is to evaluate the effectiveness of nonwoven geotextiles in reducing the nutrients and suspended solids to improve lake water quality. A small scale field experiment was conducted beside a lake by using nonwoven geotextiles as filter media. In this paper, degradation of sufolane in an acidic or near neutral pH using Fenton or modified Fenton catalysts was investigated. The catalysts included nitrilotriacetic acid (NTA) iron complex and several commercially available products marketed as neutral pH catalysts. The experiments were conducted both in lab synthetic water and sulfolane contaminated groundwater. Our results showed that more than 99% of sulfolane can be removed by the classic Fenton-like reagent in acidic condition. At near neutral pH, 60% of sulfolane reduction in groundwater was achieved by adding NTA/Fe(III)/H2O2. This research describes the full scale evaluation and testing of an integrated PCBs treatment system. Experiments were conducted on organic soil contaminated with PCBs. The result showed that a removal efficiency of 95% can be achieved using a three cycle isopropyl alcohol (IPA) extraction. It also showed that at least 80% of IPA can be recycled and reused for further extraction of PCBs. The concentrated PCB extracts can be photodechlorinated in an alkaline condition. The successful testing of this integrated PCB treatment system demonstrates this technology to be a promising solution to a very difficult problem.

Methane biofiltration (MBF) has been proposed as an effective and cost efficient method for mitigating methane emissions from anthropogenic sources. Dissolving pulp mill wastewater called prehydrolysis liquor (PHL) obtained from steam (at 150-1700C) treatment of wood had a total chemical oxygen demand (COD) of approximately 100 g/L contains mainly sugars, furfural, lignin, and acetic acid, poses a considerable wastewater disposal problem. Replacement of the current energy intensive disposal method (evaporation and use of recovery boiler) is a requirement of dissolving pulp industry. The study discussed here is an attempt at comparing three of the most important kinetic parameters in an enzyme catalysed aerobic system; overall reaction kinetic constant, hydrolysis rate constant and oxygen assimilation constant. The kinetic parameters are compared with each other as well as between uncatalyzed and enzyme catalyzed reactions. Theatrical reaction kinetic models were developed for the analysis. The City of Barrie’s municipal solid waste landfill is located in a depleted sand pit and is in close proximity to residential development. The landfill opened in the 1960s and was slated for closure in 2017. STAR (Self-sustaining Treatment for Active Remediation) is an emerging remediation technology that employs a self-sustaining smouldering reaction to destroy nonaqueous phase liquids (NAPLs) in the subsurface. The reaction front travels at rates of 0.5 to 5 m per day and subjects the soil to temperatures between 400°C and 1200°C (Pironi et al. 2011; Switzer et al. 2009). Wastewater reclamation is becoming an important alternative for sustainable water resources management and building climate change resiliency in many regions around the world. The purpose of this research was to investigate the polishing of secondary effluents and Combine Sewer Overflows (CSOs) by a laboratory scale Soil Aquifer Treatment (SAT) considering local sub-surface geology and wastewater characteristics. Results show that characteristic soils of southwestern Ontario can effectively polish secondary effluents in terms of BOD5 (64.9% to 100%), e-coli (100%) and total coliforms (100%). The former Michigan Avenue Landfill (the “Site”, now Canatara Park) was used by the City of Sarnia for disposal of municipal waste between approximately 1930 and 1967. Between approximately 1930 and 1944, oily waste was reportedly disposed of at the Site from one of the local refineries. This waste material was reportedly a by-product of a process that used clay to remove colour impurities during the production of automobile lubricating oil.

Stormwater management solutions are needed to increase resiliency within urban areas by: (1) maintaining the natural hydrologic cycle, (2) controlling erosion and flooding, and (3) protecting water quality (MOE, 2003). Large impervious areas from urban development results in the loss of vegetated surfaces which leads to an increase in direct runoff (e.g. Paul and Meyer, 2008).
