Current transportation funding allocation methods are very complex due to limited budgets and conflicting interests. In order to maintain an efficient infrastructure transportation system, agencies must balance the allocation of funds required either to increase the roadway capacity or to preserve the existing roads in service. Depending on the target objectives and specific constraints, the funding allocation process is approached using different methods. The funding allocation process is usually addressed using expert judgment which involves subjective criteria, weighted formulas with pre-established priorities, or a combination of both. Since fresh water resources are finite and stressed, it is of the utmost importance to develop alternative water resources. Efforts to recover and treat impaired water are happening in arid areas around the world, where water resources are already scarce. Such efforts are particularly focused on high-recovery treatment systems, accomplished by reducing the amount of liquid discharge with the intent to eventually reach zero liquid discharge. A number of hot mix asphalt (HMA) types, such as permeable friction course (PFC), stone mastic asphalt (SMA), performance design mixes and conventional dense graded mixes are currently used to construct or overlay Texas roads. Jointed plain concrete pavements (JPCP) are the most commonly used type of rigid pavement systems and the accurate modeling of their thermo-mechanical responses is of primary importance in a mechanistic-empirical pavement design procedure. In JPCP, the temperature gradient and resulting slab shape play a crucial role in the magnitude of stresses and deflections caused by the superimposed traffic loads. Temperature gradients through the slab depth can produce thermal curling in slabs and can also produce slab expansion and contraction, which leads to the generation of frictional tractions between slabs and foundation. The objective of this study was to determine whether increasing ozone concentrations in 2012 and 2013 at the Santa Teresa air quality monitor in Doña Ana County, New Mexico were due to a local point source impacting this monitor only or part of a regional phenomenon that affects all the monitors within the Paso del Norte Region. In addition, the study focused on identifying local and regional/long-range source areas contributing transport ozone to the study area (southern Doña Ana County).

This handbook gives the basic principles and provides examples for the design, application, installation, and maintenance of the various types of traffic control devices used in temporary traffic control or for incident management. The guidelines presented are in accordance with the standards provided within the Indiana Manual for Uniform Traffic Control Devices (IMUTCD). This handbook is based upon one created by the Ohio Department of Transportation, Guidelines for Traffic Control in Work Zones. On RC beam members damaged by freeze–thaw cycles, the authors performed nonlinear finite-element analysis using distributed reinforcement and smeared cracking models, toward evaluating the structural properties of such RC beams. We then compared the analysis results to test results. The comparison found that the accuracy of analysis depends on the severity of concrete deterioration. It was clarified that the test values do not agree with the analysis values for RC beams that experience shear rigidity reduction from freezing damage to the compressive area or for RC beams that experience decreased rebar–concrete bonding strength from freezing damage to the tensile area. …

In this paper, rapid freezing and thawing test of air-entrained fly–ash concrete was carried out. Gas adsorption of concrete pores, mass loss, dynamic elastic modulus, and chloride diffusion coefficient of concrete after different freezing and thawing cycles was tested; scanning electron image was used to study the microscopic pore structure of the specimens. Results show that after certain freezing and thawing cycles, microscopic pores of the sample had a brittle failure, which results in sudden changes of cumulative desorption pore volume and cumulative desorption surface area obtained by Barrett, Joyner, and Halenda method. Using Acoustic Emission To Quantify Freeze–Thaw Damage Of Mortar Saturated With Nacl Solutions, Ye Qian, Yaghoob Farnam, Jason Weiss

Mortar samples were saturated with NaCl solutions of various concentrations and subjected to freeze– thaw cycles. Passive and active acoustic emission (AE) testing was conducted. The freezing temperature of the NaCl solutions in mortar corresponded with the sudden observation of passive AE events. The acoustic energy and damage parameter were calculated to evaluate the extent of freeze–thaw damage. The influence of the NaCl solution concentration and whether the solution freezes on freeze–thaw damage are discussed.

The degradation of concrete material under multiple freeze–thaw cycles is an important issue for structures in cold and wet regions. This paper proposed a physical and mechanical model to explain the deformation behavior observed in previous experiments, from internal pressure calculation to mesoscale simulation, and for both closed and open freeze–thaw tests. Three kinds of internal pressures are considered in this study: hydraulic pressure due to ice volume expansion, crystallization pressure, and cryosuction pressure due to liquid–ice interface. This paper proposes a framework for establishing quantitative measures and mathematically reproducible definitions of structural resiliency as it pertains to a structure's ability to minimize the potential for undesirable response to low-probability-high-consequence events. The resiliency assessment and design process follow a logical progression of steps starting with the characterization of hazards and continuing through analysis simulations, damage modeling, and loss assessment by balancing functional relationships between design tradeoffs and associated consequences. Temporary housing following a large-scale disaster has a positive effect on household welfare and community recovery. Following the 2010 and 2011 Canterbury earthquakes, a shortage of temporary accommodation created barriers for the outside construction workforce to engage in repairs and rebuild in Christchurch. This study investigates the impacts of housing shortages for the overall recovery and the strategies adopted by both households and the workforce in the building industry. Findings suggest that the interplay among the industry strategies and household strategies for securing housing determines the magnitude and scope of economy-wide inflation. Restoring infrastructure services to provide at least a basic level of essential services after a disaster helps wider economic recovery. Three concrete mix proportions were designed and prepared, respectively, such as fly ash concrete (abbreviated as “FAC”) with 30% fly ash replacement ratio of cement, fly ash, and slag concrete (abbreviated as “FSC”) with each of 20% fly ash and slag replacement ratio and ordinary Portland cement concrete (abbreviated as “OPC”) for the research of carbonation and chloride resistance of concrete under different initial hot water curing. Deposition of sediment (shoaling) in commercial waterways is a major obstacle to maintaining sustainable riverine transportation of bulk goods (primarily agricultural and mining commodities). The rate of aggradation of sediment in a waterway is directly related to both the rate of sediment erosion from upland and river bank sources (sediment yield) and the energy in the river to effectively transport the sediment through the waterway system (sediment transport). Landscape Vehicular Anti-Ram (LVAR) systems are a group of protective barriers, which are designed using natural materials (e.g., boulders) and have proven to both effectively protect sensitive structures against threats and be aesthetically pleasing. This paper presents two consecutive vehicular crash tests hitting the same single boulder embedded in AASHTO coarse aggregate fill. A LS-DYNA model was developed to simulate the field-scale tests, which were instrumented with high-speed cameras and pressure cells. Sharing research data and scholarship is of national importance due to the increased focus on maximizing return on the government’s investment in research programs. Recent policy changes have directly affected the management and accessibility of publically-funded research. On January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. On February 22, 2013, the Office of Science and Technology Policy of the President of the United States extended a similar requirement to all federal agencies with research and development budgets of more than $100 million. The use of superabsorbent polymers (SAPs) to produce internally cured concrete has been shown to be effective in reducing the potential for restrained shrinkage cracking of high performance concrete mixtures. However, not much is known regarding the freeze–thaw durability of concrete mixtures that incorporate SAPs for internal curing (IC). When SAP particles desorb (or partially desorb) the “water” (pore fluid) they contain for the purposes of IC, some believe that the void space created by these particles can provide enough empty voids to accommodate the additional volume caused by water expansion upon freezing. This poster highlights research completed by the Joint Transportation Research Program (JTRP) led by Darcy Bullock, Lyles School of Civil Engineering, Purdue University, for JTRP Project SPR-3528, "Alternatives to Raised Pavement Markers (RPMs)." The poster includes photos taken at a construction site on State Road 25 located near Shadeland, Indiana. The top photo demonstrates how the center line corrected a driver when snow covered to avoid oncoming traffic. Photo was taken on US 231 near Country Road 800 in Tippecanoe County.
