Climate change is predicted to be one of the greatest drivers of ecological change in the coming century. Increases in temperature over the last century have clearly been linked to shifts in species distributions. Given the magnitude of projected future climatic changes, we can expect even larger range shifts in the coming century. These changes will, in turn, alter ecological communities and the functioning of ecosystems. Despite the seriousness of predicted climate change, the uncertainty in climate-change projections makes it difficult for conservation managers and planners to proactively respond to climate stresses. Climate change is one of the more pressing issues that attract the attention of scientists and policy makers. Many scientists are developing necessary methodologies to better understand the impacts of climate change, and support the development of appropriate adaptation measures. The system dynamics-based energy sector described here adds a representation of energy supply and demand dynamics, and their associated carbon emissions, to a larger society-biosphere-climate model previously described in Davies and Simonovic (2008). The inclusion of an energy sector expands the earlier model considerably, and provides new avenues for its application to policy development.
Five interconnected components constitute the full energy sector: demand, resources, economics, production, and emissions. The energy demand component calculates changes over time in heatenergy and electric-energy demand as a result of economic activity, price-induced efficiency measures, and technological change. The main focus of this study is the update of rainfall IDF curves for the City of London under the conditions of changed climate. Predicted future climate change impacts for Southwestern Ontario include higher temperatures and increases in precipitation, leading to an intensification of the hydrologic cycle. One of the expected consequences of change is an increase in the magnitude and frequency of extreme events (e.g. high intensity rainfall, flash flooding, severe droughts, etc.). Kentucky State Police Division of Commercial Vehicle Enforcement in cooperation with Federal Motor Carrier Safety Administration (FMCSA) has started a concentrated education and enforcement campaign in an effort to increase the safety and awareness of drivers around commercial vehicles. The University of Kentucky Transportation Center has evaluated this campaign and reported the effectiveness of this effort.
The campaign was focused in two high volume, high crash interstate areas: one in northern Kentucky on I‐75, and one in the Louisville area on I‐65. Several blitzes (including a media and enforcement component) were conducted throughout the year. This evaluation measured the success …

Critical buildings such as hospitals and police stations must remain functional immediately following a major earthquake event. Due to earthquake effects, they often experience large strains, leading to progressive collapses. Therefore, monitoring and assessing the large strain condition of critical buildings is of paramount importance to post-earthquake responses and evacuations in earthquake-prone regions. In this study, a novel large strain sensor based on the long period fiber grating (LPFG) technology is proposed and developed. INDOT initiated a study to investigate Performance Based Contracting of maintenance operations. One of the main impetus for the study is that INDOT started a ten year road building program called Major Moves that will add over a 1900 lane miles to the current network. With this addition and coupled with a trend of reduction in maintenance personnel, INDOT is planning how maintenance will be performed. Procedures are tested and compared for processing Rayleigh surface wave data to obtain one-dimensional shear wave velocity profiles for a hypothetical site that contains a buried high-velocity layer (HVL). The main purpose of such an investigation would be to discriminate and characterize the HVL. When target dispersion curves are derived from synthetic time histories, for the most part, the HVL is better identified when profiles are inverted using only the fundamental mode of Rayleigh wave propagation, rather than a more compatible but more complex forward model. A rigorous system for rating construction contractor performance does not exist for the USAF as identified by the Air Force Civil Engineer (USAF CE), Major General Del Eulberg (Eulberg, 2007). The United States Army Corp of Engineers (USACE) uses DD Form 2626 for contractor performance evaluation and contractor selection. What if the Ohio River is disrupted or denied partially or completely as a transportation corridor? A disruption may be either a natural or man-made disaster or a planned outage on the river’s lock and dam structures. Recent history is full of water transport disruption events having significant economic effects on the waterside industries. To assess coal-based economic impacts, we developed a network flow model to represent waterside coal-fired power plants situated along the Ohio River, their respective coal supplying mines, and the various transportation modes that connect them. The feasibility of installing biocidal beads into a catch basin filter insert for simultaneous stormwater disinfection and contaminant removal was tested. The catch basin filter insert (DrainPac®) was tested for its sediment, oil and grease, and coliform bacteria removal efficiency in conjunction with bench-scale testing of biocidal polymer beads. DrainPac® catch basin filters are composed of a metal frame, polypropylene filter fabric, and a high-density polymer support basket, and are installed below storm drains. A 12 x 41 in. A large-scale mesocosm study was conducted to determine if vegetation with willow trees enhances biodegradation and to evaluate the mechanisms of natural biodegradation of weathered petroleum compounds under field conditions. The mesocosms were designed to model conditions at a former oil field where mid-range petroleum distillates were used as a diluent for pumping crude oil contaminated the soil and groundwater at the site with petroleum compounds. The 178,000-acre Grassland Ecological Area in California’s San Joaquin Valley is managed to provide overwintering habitat to waterfowl on the Pacific Flyway. The major management activity is the fall flooding and spring drawdown of wetlands, timed to optimize the availability of forage vegetation and invertebrates for ducks and shorebirds. Wetland drainage contains salt, boron, and trace elements that are, in part, derived from imported surface water but also concentrate during storage in the wetland impoundments. Satellite remote sensing observations have the potential for efficient and reliable mapping of spatial soil moisture distributions. However, soil moisture retrievals from active microwave remote sensing data are typically complex due to inherent difficulty in characterizing interactions among land surface parameters that contribute to the retrieval process. Forecasting seasonal runoff is an important challenge in the western U.S. because the timing and volume of summer (dry season) streamflow plays a critical role in managing water supply and delivery systems. Beginning in December of each year, observations of the snow pack begin to provide invaluable information on the amount of runoff expected in late spring and summer. This paper presents the results of a series of field experiments performed to study the development of shaft resistance on continuous flight auger piles installed in sand. The test piles were instrumented in order to separate the shaft and base resistance, and to allow the determination of the distribution of shaft resistance along the pile shaft. The tests highlighted the importance of accurate calculation of the shaft resistance for nondisplacement piles. At a typical maximum allowable pile head settlement of 25mm, more than 71% of the pile resistance was provided by shaft friction. Conventional methods of estimating shaft resistance were …

Regional water systems are a primary conduit of water supply for much of South Dakota’s rural and small community populations. As of 2006, greater than one-third of South Dakota’s population was served by water supplied from regional water systems, and when Lewis and Clark Rural Water delivers water to Sioux Falls, over one-half of South Dakota’s population will be served by regional water systems. Greater than 75% of incorporated communities with public water supplies are served by regional water systems, either as bulk communities or as individual customers. Bridges constitute a vital part of the transportation infrastructure system and they are vulnerable to extreme events such as natural disasters (i.e., hurricanes, earthquakes, floods, major storms), as well as hazards stemming from negligence and improper maintenance, collisions (vessels and vehicles), intentional acts of vandalism, and terrorist attacks. These structures must be protected but the current approach to risk is not rational. Kentucky Transportation Center Research Report
The Kentucky Transportation Cabinet conducted a large-scale zone maintenance painting operation on 13 elevated steel bridges along the I-64 Riverside Parkway in Louisville, KY in 2007. That work included abrasive blast-cleaning and painting of steel underlying open deck joints on 3.2 miles of steel structures. The painting was performed by spray application of one coat of a calcium sulfonate alkyd coating. The painting covered an area of 237,060 ft2 of steel cleaned and painted at a unit cost of $15.82/ft2.

We present a wavelet based adaptive scheme and investigate the efficiency of this scheme for solving nearly singular potential PDEs over irregularly shaped domains. For a problem defined over Ω ∈ ℜd, the boundary of an irregularly shaped domain, Γ, is defined as a boundary curve that is a product of a Heaviside function along the normal direction and a piecewise continuous tangential curve.
