It is predicted that strong earthquakes, larger than M 7.0, may occur within next 50 years in the New Madrid Seismic Zone (NMSZ), the location of three of the most powerful earthquakes in United States history. Large displacements may occur during strong earthquakes that can cause an embankment to fail or lose its function. The hyperbolic stress-strain model with Masing rules was modified to account for strength and stiffness reduction due to change in the effective confining pressure. The Byrne model was combined with a hyperbolic model to calculate the pore water pressure caused by seismic shaking. This modified hyperbolic …

The Transportation Equity Act for the 21st Century, or TEA-21, enacted in 1998, following the Intermodal SurfaceTransportation Equity Act (ISTEA) of 1991, defines the “public” as “citizens, affected public agencies, representatives of transportation agency employees, freight shippers, private providers of transportation, representatives of users of public transit, providers of freight transportation services and other interested parties.” More recently the Federal Highway Administration (FHWA) has expanded this definition to include underrepresented groups “such as low income or minority households and the elderly”. This report investigates the performance of bridge decks reinforced with stainless steel clad (SSC) and micro-composite multistructural formable steel (MMFX) rebars. The two-span Galloway Road Bridge on route CR5218 over North Elkhorn Creek in Scott County, KY, was reinforced with SSC rebars in one span and MMFX rebars in the second span. The reinforcements are intended to prolong the service life of the newly constructed bridge decks due to the expected corrosion-resistance capability. Moment-curvature analyses indicated that MMFX RC decks had 57% and 85% higher strengths than SSC RC decks in positive and negative moment regions, respectively. The areas under …

This paper describes a software tool developed for estimation of the field moisture content of subgrade materials. Subgrade behavior is directly related to its moisture content. Unfortunately, some approaches of estimating field moisture content are too complex to be used in routine design. In this paper, the authors attempt to provide an approach that is easy to use. The software presented here was developed using expert system approaches. It is capable of analyzing data entered by the users, and providing estimations to meet different scenarios. The maintenance of highway infrastructure constitutes a major expenditure in many countries. This cost can be reduced significantly by minimizing the repair or replacement of highway bridges. In the assessment of existing bridges, the strength estimate tends to be more accurate than that of traffic loading, due to the more variable nature of loading. Recent advances in the statistical analysis of highway bridge traffic loading have resulted in more accurate forecasts of the actual loading to which a bridge is subject. Public-Private Partnership (PPP) has now become established as a key element in the Irish Government’s strategy in the provision of school buildings. Specific guidelines have been implemented to define the public sector role in a PPP in Ireland and these guidelines represent a significant change in role from those in the traditional schools procurement process. Through a literature review, this paper maps the PPP process and establishes the new tasks that public sector employees must carry out in the adoption of PPP. The report documents the retrofit work carried out on the KY3297 Bridge over Little Sandy River in Carter County, Kentucky. Field investigation and evaluation revealed that the bridge superstructure was deficient in shear. The repair work was carried out using externally bonded carbon fiber reinforced polymer (CFRP) fabric system. The repair, using externally bonded fiber system, offers the following benefits: (1) the use of light construction equipment, hand kits and tools, (2) minimal traffic disruption as all lanes were open to traffic while work was being performed underneath the bridge, and (3) cost saving; the cost for the repair and …

Based on the proposed changes to the National Cooperative Highway Research Program (NCHRP) Report No. 350 guidelines, NCHRP Project 22-14(2) researchers deemed it appropriate to evaluate permanent safety shape barrier systems prior to finalizing the new crash testing procedures and guidelines. For this effort, the permanent New Jersey Safety Shape barrier was selected for evaluation. One full-scale vehicle crash test was performed on the longitudinal barrier system in accordance with the Test Level 4 (TL-4) requirements presented in the Update to NCHRP Report No. 350. For the permanent barrier testing program, a 10000S single unit truck was used.

Energy from oil and natural gas is essential, and will continue to be essential, to all facets of our daily lives. It fuels most of our transportation needs, heats our homes, schools, offices and shops, and even generates a share of our electricity. Oil and natural gas together supply approximately two-thirds of the U.S. energy needs.
Crude oil and natural gas are generally produced in regions located far from consumption centers. This means crude oil must be moved to refineries, and refined products and natural gas must be moved from producing regions to consumption centers.

The National Institute of Standards and Technology (NIST) strongly supports the drive toward safer pipelines, and joined with the Pipeline and Hazardous Materials Safety Administration (PHMSA) to advance this goal. NIST in collaboration with PHMSA and several pipeline industry trade organizations, organized and executed the Advanced Welding and Joining Technical Workshop on January 25 and 26, 2006 workshop in Boulder, Colorado.
Assistance in organizing the workshop came from an 18-person steering committee selected to represent the different interests in the pipeline industry. This committee helped to prepare the agenda, identify speakers, organize the working groups, and promote attendance.

Mechanical damage from third party intrusion and latent defects caused during pipeline construction remains a leading cause of major pipeline incidents. Historically, mechanical damage is the single largest cause of failures on pipelines (transporting both natural gas and hazardous liquids).

A plastic-damage model for plain concrete is developed in this work. The model uses two different yield criteria: one for plasticity and one for damage. In order to account both for compression and tension loadings, the damage criterion is divided into two parts: one for compression and a second for tension. The superscripts (+) and (-) in this work are used to represent tension and compression cases, respectively. The total stress is decomposed into tension and compressions components. Differential settlement often occurs between the bridge abutment and the embankment soil. It causes the approach slab to lose its contacts and supports from the soil and the slab will bend in a concave manner. Meanwhile, loads on the slab will also redistribute to the slab ends, which may result in faulting (or "bump") at the slab ends. Once a bump forms, repeating traffic vehicles can deteriorate the expansion joint in turn. In this case, the vehicle receives an initial disturbance before it reaches the bridge. The basic objectives of research presented in this report are characterizing and modeling short time increment (hourly) rainfall data from Indiana. Characteristics of hourly rainfall data from Indiana were investigated. Data from 74 stations were used in the study.
The homogeneity of Indiana hourly rainfall data was tested as a part of the study. Indiana hourly rainfall data is found to be statistically homogeneous. Several probability distributions were evaluated. Surprisingly, both the type I extreme value as well as the generalized extreme value distributions were found to be acceptable to characterize Indiana hourly rainfall data. The solid portion of waste disposal, known as Municipal Solid Waste (MSW) can be landfilled. Landfilling has proved to be a safe, sanitary and economical method of disposal. This thesis presents the development of a numerical water quality model using a general paradigm of reaction-based approaches. In a reaction-based approach, all conceptualized biogeochemical processes are transformed into a reaction network. Through the decomposition of species governing equations via Gauss-Jordan column reduction of the reaction network, (1) redundant fast reactions and irrelevant kinetic reactions are removed from the system, which alleviates the problem of unnecessary and erroneous formulation and parameterization of these reactions, and (2) fast reactions and slow reactions are decoupled, which enables robust numerical integrations. N-acetyl-l-cysteine (NAC) is a well-known antioxidant that is capable of facilitating glutathione (GSH) biosynthesis and replenishing intracellular GSH under oxidatively challenging circumstances. N-acetyl-cysteine-amide (NACA), the amide form of NAC, is a newly designed and synthesized thiol-containing compound which is believed to be more lipophilic and permeable through cell membranes than NAC. The metabolic and antioxidant effects of these compounds in vitro and in vivo are under investigation. The introduction of aquatic nuisance species (ANS) and bacterial pathogens from discharge of ballast water by sea-faring vessels is an ongoing problem that threatens ecosystems and human health. This study investigates the disinfecting capability of ferrate in a marine environment on several organisms listed in international standards for ballast water management. Organisms were grown in a saline solution and were treated with dosages of ferrate ranging from 0.25-5.0 mg/l. A ferrate dose of 5 mg/l resulted in almost complete kill for all organisms tested. Smaller dosages have also been very effective, particularly if all organic material from the nutrient broth …

Recent cooperative efforts between the University of Central Florida, the Florida Department of Environmental Protection, and the South Florida Water Management District explore the development of a two-dimensional, depth-integrated tidal model for the Loxahatchee River estuary (Southeastern Florida). Employing a large-domain approach (i.e., the Western North Atlantic Tidal model domain), two-dimensional tidal flows within the Loxahatchee River estuary are reproduced to provide: 1) recommendations for the domain extent of an integrated, surface/groundwater, three-dimensional model; 2) nearshore, harmonically decomposed, tidal elevation boundary conditions. In this research, statistical models of airport delay and single flight arrival delay were developed. The models use the Airline On-Time Performance Data from the Federal Aviation Administration (FAA) and the Surface Airways Weather Data from the National Climatic Data Center (NCDC). Multivariate regression, ANOVA, neural networks and logistic regression were used to detect the pattern of airport delay, aircraft arrival delay and schedule performance. These models are then integrated in the form of a system for aircraft delay analysis and airport delay assessment. The assessment of an airport¡¯s schedule performance is discussed. Use of pervious concrete pavement as a method of stormwater management has shown great promise in previous studies. Reduction in runoff, water quality improvements, and long-term economic benefits are but a few of its many advantages. pH control is a tool to improve some aspects of Enhanced Biological Phosphorus Removal (EBPR) process. Filipe et al (2001a, 2001b, and 2001c) found strong evidence that the stability of EBPR systems can be improved by increasing the pH of the anaerobic zone, thereby creating conditions where phosphorus-accumulating organisms (PAOs) are able to take up acetate faster than glycogen-accumulating organisms (GAOs). They explained this observation by comparing the growth rate of phosphorus-accumulating organisms (PAOs) and glycogen-accumulating organisms (GAOs) and found that pH has little effect on PAOs growth rate but adversely affects GAOs growth rate when it increases (at pH …
