A comprehensive research investigation was conducted to evaluate the use of Stay-in-Place Metal Forms (SIPMFs) in construction of concrete bridge decks. The objectives of this research project were to establish the state-of-the-practice for use and performance of SIPMFs for bridge decks, to evaluate the field performance of bridge decks with and without SIPMFs, and to investigate the behavior of environmentally conditioned large-scale laboratory bridge deck specimens with and without SIPMFs. Controlled laboratory microcosms were used to research the phytoremediation potential of lupines (Lupinus chamissonis) for hydrocarbon-contaminated groundwater at a former oil field near Guadalupe, California. During oil production in the Guadalupe Oil Field, a kerosene-like hydrocarbon mixture was used as a diluent to improve the flow of the heavy crude oil. Leaking tanks and pipes resulted in diluent contamination in the soil and groundwater. Native plant species were planted at a pilot-scale field site to investigate the feasibility of using phytoremediation to remediate the groundwater contamination. Kentucky Transportation Center Research Report

The Kentucky Transportation Cabinet (KYTC) conducted an experimental project to investigate the use of accelerated maintenance painting on several overpass and elevated steel structures (74,000 ft2) in Louisville. Accelerated maintenance painting procedures specified for this project entailed limited access for the painting contractor coupled with incentives/disincentives to complete each phase of the work involving traffic closures on the underlying roadways. The approach was coupled with the use of abrasive blasting for surface preparation and the application of a rapid-cure 2-coat paint system to facilitate the work.

This study was initiated to take an in-depth look at the current time and material incentive/disincentive program associated with highway construction projects in Kentucky. The Kentucky Transportation Cabinet has an immense traffic data collection program that is an essential source for many other programs. The Division of Planning processes traffic volume counts annually. These counts are maintained in the Counts Database (CTS), which contains over 20,000 separate station locations and some traffic counts from as early as 1963.

The Division of Planning currently collects traffic volume counts for all non-interstate routes on a revolving three year basis. Years wherein actual counts are not performed are supplemented with estimates generated by a FORTRAN program. Estimates are projected using prior actual counts by weighted linear regression …

This report provides a model for estimating the impact of highway projects on the environment and cultural amenities. The model was developed by the University of Kentucky Center for Business and Economic Research and was supported by funding from the Academy for Community & Transportation Innovation, a venture between the University of Kentucky, The University of Louisville, and the Kentucky Transportation Cabinet. This model provides a tool that transportation officials can use to examine any project’s impact on historic or environmental amenities.

In areas of the country where the U.S. Department of Energy has classified the available wind resources as Class 3 or greater, the use of wind turbines to provide power to relatively small remediation systems such as groundwater circulation wells may be technically and economically feasible. Groundwater circulation wells are a good candidate technology to couple with renewable energy, because the remediation system removes contamination from the subject aquifer with no net loss of the groundwater resource, while the wind turbine does not create potentially harmful air emissions. Despite numerous investigations devoted to its scrutiny, injury causing mechanism associated with rear-end impact collision producing injury such as Whiplash Associated Disorder (WAD) has remained a mystery. Several criteria have been proposed to predict the injury causing mechanism, but none have been universally accepted. The challenge lies in determining a set of testing procedures representative of real-world collisions, wherein the results obtained are not only the same as human testing, but remain consistent with various subjects and impact conditions. A strong earthquake of magnitude 6.0 (Mw) struck the Central Coast of California at 10:15:24 AM PST (17:15:24 UTC) on Tuesday, September 28, 2004. The epicenter (Figure 1) was 11 km (7 mile) SSE of Parkfield, at a depth of approximately 8 km (5 mile). The main shock was followed by a strong aftershock of magnitude 5.0 roughly four minutes later. As expected, numerous smaller aftershocks continue to strike to epicentral region. IEEE 802.11 wireless networking equipment has made it possible to bridge the last mile for new broadband internet service providers. Inexpensive wireless networking equipment and high gain antennas enable high speed internet delivery at a fraction of the cost of installing or upgrading land lines for cable or DSL services. Understanding the space-time variability of runoff has important implications for climate because of the linkage of runoff and evapotranspiration and is a practical concern as well for the prediction of drought and floods. In contrast to many studies investigating the space-time variability of precipitation and temperature, there has been relatively little work evaluating climate teleconnections of runoff, in part because of the absence of data sets that lend themselves to commonly used techniques in climate analysis like principal components analysis. This study was initiated to provide a review of safety and health issues related to Kentucky Transportation Cabinet (KYTC) construction activities including both KYTC and contractor personnel. Work included a literature search, interviews with KYTC resident engineers, and both a survey of and subsequent meeting with district construction safety coordinators. Recommendations are provided for implementing changes to improve safety and health regulatory compliance for both KYTC and contractor personnel.

This report documents an analysis of traffic crash data in Kentucky for the years of 1999 through 2003. A primary objective of this study was to determine average crash statistics for Kentucky highways. Average and critical numbers and rates of crashes were calculated for various types of highways in rural and urban areas. These data can be used in Kentucky's procedure to identify locations that have abnormal rates or numbers of crashes.

In 1997 the Indiana Department of Transportation adopted the Superpave mixture design method and attendant specifications for hot-mix asphalt pavements. Prior to Superpave, the Indiana Department of Transportation aggregate frictional requirements were based on average daily traffic volumes and were divided into low, medium, and high volume categories. With the implementation of Superpave in Indiana, aggregate frictional requirements were reassigned to categories based on equivalent single axle load values. Assessing risks associated with the release of metals into the environment and managing remedial activities requires simulation tools that depict speciation and risk with accurate mechanistic models and well-defined transport parameters. Such tools need to address the following processes: (1) aqueous speciation, (2) distribution mechanisms, (3) transport, and (4) ecological risk. The primary objective of this research is to develop a simulation tool that accounts for these processes. Speciation in the aqueous phase can be assessed with geochemical equilibrium models, such as MINEQL+. Furthermore, metal distribution can be addressed mechanistically. Bridges composed of simple-span, precast, prestressed concrete girders made continuous via cast-in-place decks and diaphragms are continuous only for live loads and superimposed dead loads. The continuity diaphragms often crack due to time dependent effects in the girders. These cracks not only impair bridge ascetics and durability, but also reduce "degree of continuity". A related issue is that joint construction is time consuming and expensive due to reinforcement congestion. This dissertation presents a series of field tests, analytical studies, and laboratory experiments concerning the design and performance of this type of bridge.

Concrete masonry unit walls subjected to blast pressure were analyzed with the finite element method, with the goal of developing a computationally-efficient and accurate model. Wall behavior can be grouped into three modes of failure, which correspond to three ranges of blast pressures. Computational results were compared to high-speed video images and debris velocities obtained from experimental data. A parametric analysis was conducted to determine the sensitivity of computed results to critical modeling values. It was found that the model has the ability to replicate experimental results with good agreement. However, it was also found that, without knowledge of actual …
