Research regarding the administration and collection of road fund revenues has focused on gaining an understanding of the motivations for tax evasion, methods of evasion, and estimates of the magnitude of evasion for individual states. To our knowledge, little attention has been focused on the impact road fund collection, assessment, audit, and enforcement processes have on tax evasion. The purpose of this study is to review the current road fund assessment, collection, audit, and enforcement processes and procedures and to develop recommendations to improve the efficiency and effectiveness of the process.

Although masonry and lime mortars had been used for centuries by earlier civilizations, the Romans were the first to extensively use naturally occurring volcanic earth to make hydraulic cement. The volcanic powder named “pulvis puteolanis,” found near the town of Puteoli near Naples (now Pozzouli), was used to build magnificent structures. The use of this hydraulic cement in masonry and concrete greatly expanded civil engineering possibilities. The Roman engineer Vitruvius, writing in The Ten Books on Architecture, described the careful materials selection, proportioning, and workmanship that was critical to the performance of Roman concrete. Kentucky’s 2000 public opinion is compared to data collected since 1997 to gauge Kentucky’s progress over the past years, and is compared to the NQI 2000 Survey done on the national level to show how Kentuckians’ opinions compare to those nationwide.

In recent years, the American Association of State Highway Transportation Officials (AASHTO) has recommended the use of resilient modulus for characterizing highway materials for pavement design. This recommendation evolved as of a result of a trend in pavement design of using mechanistic models, which are based on the theory of elasticity (layered elastic analysis) or linear and non-linear, finite elements (and finite difference methods), or a combination of both of those theoretical approaches. In this paper, the vibration of continuous bridges subjected to the passage of high-speed trains is studied. Only the bridges with uniform spans are considered and the train moving over a bridge is modeled as a series of moving loads. According to the resonant formula of simple beams to moving loads, the effect of multiple resonant peaks for continuous bridges subjected to high-speed trains can be determined by analogy method. The principal objective of this paper was provided a general idea for predicting the integrity of existing prestressed concrete bridge decks by using sonic method. The governing equation is a onedimensional wave equation with initial conditions. The method of Fourier transform was adopted for seeking D'Alembert's solution which is an analytical solution of the governing equation. Furthermore, the wave formulae such as displacement, velocity, force and stress waves were derived from the analytical solution. For the past several years, Marquette University has been conducting a research study for WisDOT on tining patterns to reduce the objectionable tire/pavement whine. During the research study, WisDOT issued Construction Notes to implement the interim results of the research rather than tine the pavement according to Subsection 415.5.9.6.3 of the Standard Specifications.

In the completed study, Marquette University has determined that a skewed, randomly spaced, transversely tined surface results in the lowest levels of pavement whine while retaining the favorable friction characteristics achieved under the current specifications. An original modeling framework (DYHAM) for assessment of climate variation and change impacts on the performance of complex flood protection system has been developed and tested using the Red River basin (Manitoba) as a case study. Modeling framework allows for evaluation of different climate change scenarios generated by the global climate models. Temperature and precipitation are used as the main factors affecting flood flow generation. System dynamics modeling approach proved to be of great value in the development of system performance assessment model.

A system integrator approach was used for the installation, operation, and maintenance of this system. The system integrator approach involved using Special Experimental Project No. 14 (SEP-14) procedures to procure the services of an equipment installation contractor.

Changeable message signs (CMS) are used to communicate accurate, timely, and pertinent information to travelers on Kentucky’s roadways. This information helps travelers avoid hazards or delays and respond properly to changing roadway conditions. In an ideal environment, the Kentucky Transportation Cabinet (KYTC) would be able to allocate CMS to various areas of the state based upon changing needs. The location of each sign would be monitored, and the message could be controlled and checked remotely.

Reference markers were installed on sections of interstates and freeways in Tennessee in 1999 and 2000. An evaluation was conducted to determine if the use of reference markers at spacings of 0.2-mile intervals could improve the effectiveness of emergency response and incident management processes. The evaluation included an.general observational survey, meetings with emergency response personnel, and an opinion survey of the application, placement, color, and overall benefits of the reference markers. The condition of the markers was found to be very good and there appeared to be only minor problems within the relatively short period of time since installation.

The fractionation of particles by size or by density has many applications in a variety of technologies. Decontamination and separation of fine sediments is useful in treating sediments. The application of acoustic standing wave fields for the fractionation and segregation of suspended particles was studied.

The above technology was implemented at the bench scale by building a Plexiglas chamber. Two ultrasound transducers were fixed to opposite sides of the chamber to generate the acoustic standing wave field. This dissertation extends transit productivity analysis by developing a new method of Data Envelopment Analysis (DEA), the linear programming approach to productivity analysis. The new model analyzes productivity of transit working under heterogeneous operating conditions. It is named Two-Farrell DEA for it applies DEA in two stages, DEA (1), that calculates the productivity frontiers at given operating conditions and DEA (2), that uses inputs adjusted by multipliers calculated in DEA (l). The model Two Farrell DEA calculated productivity benchmarks for each rail transit agency and estimated its potential for higher revenue or lower expense improvement. Hydrated oxides such as HAO,'HFO, goethite, and BA40 are prevalent in soils and sediments as discrete particles or as coatings. These microporous oxides have large surface areas and high affmity for metal ions, and hence they act as both a sink and a source for anthropogenically released metal contaminants. To better understand risks posed by metals in the environment and to develop effective waste management programs, mechanistic models are needed to accurately predict their fate in soils and sediments.
