This report summarizes Wisconsin results of a five year, Pooled Fund study involving the Wisconsin, Iowa, and Minnesota DOTs designed to 1) assess the public's perceptions of the departments’ pavement improvement strategies and 2) to develop customer-based thresholds of satisfaction with pavements on rural two lane highways in each state as related to the Departments’ physical indices, such as pavement ride and condition. The Wisconsin Winter Ride Survey was designed to determine the extent to which drivers were tolerant of the rougher ride of pavements on rural two-lane highways in the winter. Survey objectives, as such, were centered around this primary question of winter ride tolerance. A telephone survey was conducted by the Wisconsin Survey Research Laboratory (WSRL), which added questions to its quarterly Wisconsin Opinion Poll for the data collection period of January 15 to March 15, 1997. A similar survey focusing only on the topic of winter driving on rural highways was conducted in Minnesota during the same period. Random digit …

Transportation Research Center: Subgrade Deflection Studies

This report has presented the findings of Phase III of research conducted to aid in the development of subgrade deflection acceptance criteria for WisDOT. The reconfigured rolling wheel deflectomter (RWD), portable truck-mounted deflection measurement systems, and automated dynamic cone penetrometer (DCP) were utilized on subgrade construction projects throughout the 2000 construction season. Laboratory analysis of soil properties, including Proctor, CBR and unconfined compression tests, were also conducted.

The research findings have validated the concept of using deflection testing results to identify areas of poor in-place stability within constructed subgrades. It is recommended that pilot implementations of deflection acceptance testing be …

In this first part of a two-part paper, development of a method of dynamic system identification for timber beams is presented with an analytical verification of the method using a finite-element model. A method of global nondestructive evaluation for identifying local damage and decay in timber beams is investigated in this paper. Experimental modal analysis is used in conjunction with a previously developed damage localization algorithm. The damage localization algorithm utilizes changes in modal strain energy between the mode shapes of a calibrated model, representing the undamaged state of the beam of interest, and the experimentally obtained mode shapes for …

Recently published test data for bolted and nailed connections was evaluated to assess the structural reliability inherent in current allowable stress design procedures for connections in wood structures. Reliability indices were determined for timber connections using standard firstorder, second moment (FOSM) procedures. For the connections considered in this study, reliability indices range from 2.6 to5.1, generally providing higher levels of safety than the structural members in timber structures.

In a companion paper, a method of global nondestructive evaluation (NDE) for identifying local damage and decay in timber beams was developed and verified analytically using a finite-element model of a timber beam. The previously presented method of damage localization employs experimental modal analysis and an algorithm that monitors changes in modal strain energy between the mode shapes of a damaged beam with respect to the undamaged state of the beam. The principal objective of this investigation is to develop a pushover analysis procedure based on structural dynamics theory, which retains the conceptual simplicity and computational attractiveness of current procedures with invariant force distribution, but provides superior accuracy in estimating seismic demands on buildings.

The failure of a reinforced concrete member strengthened with fiberreinforced polymer (FRP) laminates may be caused by crushing of concrete, rupture of FRP laminates, or delamination of the FRP sheet. Therefore, the effectiveness and failure mode of FRP sheets applied to beams and columns is related to the degree of adhesion of the epoxy to the concrete surface. When a peeling or delamination failure can be avoided, a more effective engagement of the FRP sheet occurs, which results in more efficient use of the material. Photocatalysis was investigated as a pretreatment for hydrocarbon groundwater contamination at an abandoned oil field in Guadalupe, CA. A laboratory photoreactor, with a UV fluorescent lamp submerged in a suspension of TiO2 catalyst particles, was used to determine oxidation rates and the increase in biodegradability of the hydrocarbon mixture. Chemical oxidation demand (COD) and 5-day biological oxygen demand (BOD5) were measured as a function of exposure time using standard methods. During eight-hour photoreactor runs in a nitrogen atmosphere, the COD of diluent solutions in de-ionized water and diluent solutions in simulated groundwater both decreased by approximately 50%, …

The present report further investigates the multi-criteria decision making tool named Fuzzy Compromise Programming. Comparison of different fuzzy set ranking methods (required for processing fuzzy information) is performed. A complete sensitivity analysis concerning decision maker’s risk preferences was carried out for three water resources systems, and compromise solutions identified. Then, a weights sensitivity analysis was performed on one of the three systems to see whether the rankings would change in response to changing weights. It was found that this particular system was robust to the changes in weights.

On The Effectiveness Of State Anti-Corporate Farming Laws In The United States, Rick Welsh, Chantal Line Carpentier, Bryan Hubbell

Structural changes in US agriculture toward a more corporate-oriented and vertically aligned system have focused attention on the relative efficacy of the anti-corporate farming laws of nine Midwestern states. Using state-level data from a survey of agricultural lawyers and the U.S. Census of Agriculture, we find that the restrictiveness of the laws vary among states, and the relative restrictiveness of the laws have changed over time. Also, strengthening a law tends to limit acreage under non-family corporate ownership arrangements.

The seismic effectiveness of metallic dampers as vibration isolators and energy dissipation devices as well as the dynamic performance of high rocker bearings are investigated experimentally. The scope of the study includes optimizing the metallic dampers for maximum dissipation of energy, characterizing full-scale metallic dampers, and understanding the seismic behavior of a small-scale bridge with dampers. Three full-scale dampers, two of straight and one of linearly tapered rods, were fabricated and tested under a progressive cyclic load. Test results consistently show that the tangential stiffness of the metallic dampers does not degrade significantly as the number of loading cycles increases …

A research program was carried out at the University of California San Diego (UCSD) to study the seismic response of piles and their connections to the pier cap. As part of this research program, an experimental procedure for testing of piles under simulated seismic loading was developed. This experimental procedure was implemented in a research program to test the as-built piles of the San Diego Coronado Bay Bridge piles in order to validate the design criteria recommended by the design team for the seismic retrofit of the Coronado Bay Bridge.
