In a recent project for the Kentucky Transportation Cabinet (KYTC), researchers were tasked with developing a method to objectively evaluate the access for large trucks between intermodal or other truck traffic generating sites and the National Highway System (NHS). The routes evaluated were the actual roadway segments used by large volumes of trucks traveling between the intermodal or other facilities and the NHS. This choice to evaluate specific heavily used roadway segments, as opposed to evaluating an entire highway or roadway corridor was based on the recommendation of the state-wide Intermodal Advisory Panel which advised the Cabinet on intermodal issues. …

A study to determine facrors influencing sustainability of smallholder irrigation schemes was carried our a! Buleya Malima, Southern Province, 7_nnzbia. These factors included technical and socio-economic factors. found Out that the technical factors were 26.5, 64.5 and 9.2 percent for application efficiency, tailwater ratio and deep percolation, respectively, indicating that farmers wasted water mainly through tailwater runoff.From socio-economic point of view, the study indicated that the scheme lacked (i) farmer participation in designing and planning operation of the scheme (ii) managerial ability and innovativeness to form their own viable organisation: and (iii) formal training in technical operations of irrigation, infrastructure …

The one-line numerical model GENESIS has been calibrated to evaluate its performance as a tool in providing insights into the physical components to manage the coastal environment. A numerical model named Old Dominion Watershed Simulation Model (ODWSM) is developed for simulating the rainfall/runoff process that occurs over watersheds. ODWSM's computational modules include the capability to simulate two-dimensional overland flow, spatially varied infiltration and depression storage, interception and channel flow for irregular and looped networks.
Overland flow computation is performed by writing the two-dimensional kinematic wave equations in an implicit finite difference form. Computational speed is gained by using an upwind differencing scheme and solving the equations in the direction of flow. Clinical and theoretical evidence indicate that electric fields have biological effects ranging from recoverable disturbance to mortality induction depending on the field parameters and time of exposure. In this thesis, the effect of electrical field in pulsed form on aquatic nuisance species is investigated. Pulse parameters in terms of amplitude, width, shape, and repetition rate that stimulate the species to desirable levels are to be defined. Applying the electrical pulses with appropriate parameters to stun aquatic nuisance species entering marine cooling systems will prevent it from attaching to pipe walls. A study on use Of dissolved oxygen probes (DOP) for measurement Of oxygen concentration in warer and wastewater treatment is presented. The principles Of operation, design considerations and selection criteria for Two types of probes, viz. galvanic and polarographic, are discussed Use of polarographic probes in n rhree-phase fluidized bed bioreactor and in laboratory experiments is presented and discussed. The effect of airflow rate and treatment time on dissolved oxygen concentration was found to be significant. To avoid cracking plates during cold bending, it is necessary to adopt a suitable minimum inside bend radius, which typically varies with plate thickness and grade. However, because of the addition of new plate grades over the years, it was suspected that current limits may not have been developed on a consistent basis. Therefore, the American Iron and Steel Institute (AISI) initiated a program to develop rational limits in 1998. This study was made to review information obtained in recent tests and develop suggested fabrication guidelines.

The right-angle welded joint is usefully and frequently used in the welded type for the steel structures. The present study is focused on the longitudinal elastic waves propagating through the right-angle welded joint of two rods. One uses the theory and numerical calculation to identify the consequence of the problems of reflection and transmission. The present study indicates that the incident longitudinal elastic waves are almost reflected in the horizontal rod while the values of 3% of the generated pulse are transmitted in the vertical rod.

The Environmental Protection Agency’s Landfill Air Estimation Model (LAEEM), combined with either the AP-42 or CAA landfill emission factors, provide a basis to predict air emissions, including hazardous air pollutants (HAPs), from municipal solid waste landfills. This paper presents alternative approaches for estimating HAP emissions from landfills. These approaches include analytical solutions and estimation techniques that account for convection, diffusion, and biodegradation of HAPs. Results from the modeling of a prototypical landfill are used as the basis for discussion with respect to LAEEM results.

A laboratory investigation on a scaled model of a landfill liner was conducted to provide data regarding the occurrence and extent of desiccation cracking of prototype liners. The crack intensity factor, CIF, was introduced as a descriptor of the extent of surficial cracking. CIF is defined as the ratio of the surface crack area A, to the total surface area of the clay liner, At. A computer aided image analysis program was used to determine CII’ values from scanned photographs of the desiccation process. By using soil quality as an example, sustainability research is taken beyond theory and into application.

The objectives of this study were to: a) summarize the characteristics of drivers in Kentucky involved in traffic crashes and b) evaluate and recommend improvements to Kentucky's driver license point system. Comparisons of driving record were made by driver age and sex. The relationship between violations and traffic crashes was analyzed. The change in driving record after various interventions was investigated. Based on a review of the point systems used in other states and the analysis of the driver's license file, a revised point system was recommended for use in Kentucky.

Making best use of water resources requires coordinating use of groundwater and surface waters--conjunctive use. Conjunctive water management is important on the regional (watershed or aquifer), water district and field scales. Goals might differ for the different administrative levels. A regionally optimal water management strategy is not necessarily optimal for water district managers and individual farmers. Interactions between levels are affected by laws, regulations, traditions and public pressure. To help each organizational level develop water management strategies that best achieve its goals, computer simulation/optimization (S/O) models are useful. A methodology to solve a transportation network design problem (TCNDP) with two classes of users (passenger cars and trucks) is developed. Given an existing highway system, with a capital investment budget constraint, the methodology selects the best links to be expanded by an extra lane by considering one of three types of traffic operations: exclusive for passenger cars, exclusive for trucks, and for both passenger cars and trucks such that the network total user equilibrium (UE) travel time is minimized.

One of the concerns facing the drinking water industry is the formation of disinfection by-products (DBPs) during the disinfection stage of treatment. Organic DBPs form during the oxidation of the natural organic matter (NOM) found in natural waters by the application of a disinfectant, such as chlorine.
NOM is composed of two aggregate materials, humic and non-humic substances. It is unknown which portions of NOM react with the oxidant to form DBPs. A comprehensive study of the strongly wind driven midlatitude buoyant plume from the Columbia River, located on the U.S. west coast, demonstrates that the plume has two basic structures during the fall/winter season, namely, a thin (~5~15 m), strongly stratified plume tending west to northwestward during periods of southward or light northward wind stress and a thicker (~10~40 m), weakly stratified plume tending northward and hugging the coast during periods of stronger northward stress. The plume and its velocity field respond nearly instantaneously to changes in wind speed or direction, and the wind fluctuations have timescales of 2-10 days. Frictional …

A relatively new approach for designing or retrofitting highway bridges in seismic zones involves isolating the superstructure from the substructure. Through experimental and analytical investigations, this study evaluates the effectiveness of isolating one particular bridge: a highly skewed, prestressed concrete, slab-on-girder bridge. Dynamic testing of the bridge was performed using the pullback, quick-release method. A three dimensional finite element model of the bridge was created. It was refined, or calibrated, to match experimentally determined natural frequencies and mode shapes. Time-history analyzes, using site-specific acceleration records, were conducted for the seismically isolated bridge model and an identical, non-isolated bridge model.

A bonded concrete overlay (BCO) is a concrete pavement rehabilitation method used to extend the life of an existing concrete pavement. The BCO should bond fully with the existing concrete, leading to a thicker composite pavement section, a much stiffer pavement, and a considerable decrease in pavement stresses. For one project, cost estimates for a BCO were half as much as for full-depth replacement of a pavement. In some cases BCOs have delaminated shortly after construction. The concrete canoe team has been selected in behalf of the Utah State University Student Chapter of the American Society of Civil Engineers to prepare an entry for the 1998 ASCE Rocky Mountain Regional Concrete Canoe Competition. This event is co-sponsored by the American Society of Civil Engineers and Master Builders, Inc., and has become a tradition at annual ASCE regional conferences nationwide.

Artificial neural network (ANN) is considered to be a universal function approximator, and genetic algorithm (GA) is considered to be a robust optimization technique. As such, ANN regression analysis and ANN-GA optimization techniques can be used to perform inverse groundwater modeling for parameter estimation. In this manuscript the applicability of these two techniques in solving an inverse problem related to a light-hydrocarbon-contaminated site is assessed. The critical parameters to be evaluated are grain-size distribution index α and saturated hydraulic conductivity of water Ksw, since these parameters control free-product volume predictions and flow.
