Mission Dependency Index (MDI) is a metric developed to capture the relative criticality of infrastructure assets with respect to organizational missions. The USAF adapted the MDI metric from the United States Navy’s MDI methodology. Unlike the Navy’s MDI data collection process, the USAF adaptation of the MDI metric employs generic facility category codes (CATCODEs) to assign MDI values. This practice introduces uncertainty into the MDI assignment process with respect to specific missions and specific infrastructure assets. Water treatment capability is required for military operations, production of drinking water, and industrial wastewater treatment. The Advanced Oxidation Process (AOP) is one of many viable steps for treating water; however, it is important to understand the byproducts of the treatment process to avoid creating other constituents more severe than the first. Tartrazine (TAR) was oxidized with pulsed Ultra- Violet (UV) Light Emitting Diodes (LEDs) in combination with hydrogen peroxide (H2O2) in an AOP at the laboratory scale. The construction of expeditionary bases is central to Department of Defense’s (DoD) responses to contingency operations. Usually expected to be transitory, expeditionary bases are constructed with temporary materials that can be erected quickly. The Global War on Terrorism is entering its fifteenth year and bases within Central Command that were expected to be temporary have provided an enduring presence. The decision to transition a base from temporary to semi-permanent or permanent is difficult, as it requires substantial capital investment for facility construction. Polyfluoroalkyl Substances (PFAS), like perfluorooctanoic acid, have been used for the last 50 years in a wide variety of industrial processes and consumer-based products, including polymer additives, lubricants, fire retardants and suppressants, pesticides, and surfactants (Buck et al. 2015). The Department of Defense (DoD) has used PFAS-based Aqueous Film Forming Foam (AFFF) at fire training facilities and aircraft hangars. AFFF has contaminated approximately 600 sites classified as fire training facilities with PFAS (Huang, 2013).

Department of Defense personnel often deploy to austere environments where clean water is not readily available. Ultraviolet (UV) radiation through the use of light emitting diodes (LEDs) in a portable device offers a potential method for expedient water treatment. This research studied the application of one diode, low power, UV LEDs and nine diode, high power, UV LEDs within a portable steel reactor and Teflon reactors of three different wall thicknesses. In the United States, industrial and terrorist use of chemical, biological, radiological, and nuclear (CBRN) materials pose a risk to public safety. During the initial phase of typical CBRN incidents, emergency responders establish hazard zones based on standard distances from published guidelines and recommendations. This research investigates how standard hazard zones change in a real world environment that accounts for physical boundaries. Using a python simulation in ArcGIS®, new hazard zones were created by expanding standard hazard zones to follow nearby roads, railroads, and rivers. The United States Air Force (USAF) owns a total of 30.9 million linear feet (LF) of storm sewer pipes valued at approximately $2.3B in its vast portfolio of built infrastructure. Current inventory records reveal that 78% of the inventory (24.1 million LF) is over 50 years old and will soon exceed its estimated service life. Additionally, the USAF depends on contract support while its business processes undervalue in-service evaluations from long-term funding plans. Ultimately, this disconnect negatively impacts infrastructure performance and overall strategic success, and the USAF risks making uninformed decisions in a fiscally constrained environment.

Emissions were characterized and compared from the open burning of four compositions of Meals, Ready-To-Eat (MRE) and four types of MRE fiberboard packaging in response to inhalation concerns at military forward operating bases. Measurements of particulate matter (PM2.5, PM10) showed that MREs account for 70-90 percent of PM emissions when burned in unison with the current fiberboard container and liner and that PM2.5 constitutes a vast majority of the particulates emitted. Targeted replacement of MRE constituents may be more effective in reducing volatile organic compound (VOC) and polycyclic aromatic hydrocarbon (PAH) emissions than the variation of fiberboard packaging designs, while …

Pile foundations for bridges must often resist lateral loads produced by earthquakes and thermal expansion and contraction of the superstructure. Right-of-way constraints near bridge abutments are leading to an increased use of mechanically stabilized earth (MSE) walls below the abutment. Previous research has shown that lateral pile resistance can be greatly reduced when piles are placed close to MSE walls but design codes do not address this issue. Despite the crucial role they play in transferring loads from the superstructure to the foundation, steel column-to-footing connections have received little attention in research. Though shallow embedded connections are typically characterized as pinned, studies have shown that they exhibit significant rotational stiffness. The objective of this thesis is to quantify the rotational stiffness of such connections. A method named the continuum model is developed by which the rotational stiffness of embedded connections may be calculated. This study evaluates the accuracy of approach volumes and free flow approach speeds collected by the Wavetronix SmartSensor Advance sensor using the field data collected by JAMAR counter boards for free flow approach volumes and a TruCam LiDAR gun for approach speeds. The Advance sensor is primarily designed for dilemma zone reduction. It does not have the capability to differentiate between lanes, but the Advance sensor currently used has a detection range of up to 600 ft. and has the capability to track vehicles approaching the intersection. The objective of this research is to mitigate and prevent the alkali silica reactivity (ASR) in highway construction projects. ASR is a deleterious reaction initiated when the silica content of the aggregate reacts with alkali hydroxides in the mix in the presence of relatively high moisture content. The ASR results in the formation of an expansive white colored gel-like material which forms the destructive tensile stresses inside hardened concrete. In the US alone, 20% of citizens will be over the age of 65 by the year 2030, and the largest challenge facing this growing demographic is not a new disease but a simple motion - the fall. These events are the premier cause of fatal and nonfatal injuries. Electric utilities routinely use weathering steel (WS) in transmission line structures, capitalizing on corrosion resistance and associated cost savings. The formation of a protective iron-oxide patina on uncoated above-ground WS surfaces depends on the operating environment and exposure conditions. In fact, exposure to common aggressive environments, such as those found in sulfate-contaminated industrial areas and chloride-laden coastal areas, may dramatically hinder the corrosion resistance of WS transmission line structures.

The performance of an ultrafiltration (UF)-biochar process was evaluated in comparison with a UF membrane process for the removal of humic acid (HA). Bench-scale UF experiments were conducted to study the rejection and flux trends under various hydrodynamic, pH, conductivity, and pressure conditions. The resistance-in-series model was used to evaluate the processes and it showed that unlike stirred conditions, where low fouling resistance was observed, comparable trends were obtained for UF-biochar and UF alone for unstirred conditions. Thus, the processes were further evaluated under unstirred conditions. Additionally, total fouling resistance was decreased in the presence of biochar, indicating that HA …

Age-Related Liquefaction Resistance Of Pleistocene Coastal Plain Sands In South Carolina, Michael J. Hasek

Soils of Pleistocene age in the South Carolina Coastal Plain have experienced liquefaction due to historic and pre-historic earthquakes. Numerous field and laboratory studies have shown that aged soil deposits maintain a greater resistance to liquefaction than younger soil deposits. The currently available methods for assessing liquefaction potential are based on cases in which soils are of Holocene age or younger (< 10,000 yrs). The Pleistocene age soils that were tested and characterized varied in age from about 200,000 years old to 1,400,000 years old. Several sites were investigated using field methods that included the seismic cone penetration test, cone penetration test, standard penetration test, and flat plate dilatometer. Piezometers were installed at the sites. Undisturbed soil samples were retrieved from the subsurface and frozen ex situ to minimize sample disturbance during transportation and laboratory handling. The undisturbed samples were used for cyclic triaxial testing in the laboratory and were tested for shear wave velocity and compression wave velocity using in-cell transducers. Laboratory tests were performed to determine the specific gravity, grain size distribution, moisture content, unit weight, Atterberg limits, Unified Soil Classification, and visual-manual description. Optical petrography and scanning electron microscopy were used to determine the mineral content of the soils, to view grain characteristics, and to view microscopic features that were part of the soil aging process.
Laboratory index tests showed that Pleistocene soils consisted predominately of poorly-graded fine sands, silty sands, and clayey sands. Shear wave velocities from the cyclic triaxial test specimens were comparable to the in situ shear wave velocities measured using …

Carboneous materials such as carbon nanotube (CNT), granular activated carbon (GAC), and biochar are promising materials for the removal of organic contaminants from aqueous phase solutions. CNTs have astonishing mechanical strength, chemical and thermal stability and high surface area. While biochar, similar to GAC, having an extremely porous structure and high surface area, can be produced in more austere conditions with native materials. In this study, novel CNT-Hybrid structures (CNT-HS), hardwood pellet (HWP) Biochar and standard GAC (F-600 GAC) were used as adsorbents to treat water contaminated by a model nitroaromatic compound, 2,4-dinitrotoluene (DNT).
