Traffic accidents in the U.S. have declined over the last two decades but continue to cost the country billions of U.S. dollars each year. Intersection accidents alone account for 23% of the 32,675 deaths that occurred by motor vehicle crashes in 2014. In light of this, the first part of this study sought to identify driver behavior and secondary tasks that influenced the occurrence of a crashes at controlled, uncontrolled and non-intersections with multiple logistic regression. Over-height vehicle collisions are a growing concern as commercial vehicles, as well as their cargo, become taller. Engineers recognize the dangers of over-weight vehicles traveling on our bridges and are able to adequately predict the behavior of a bridge subjected to increased live loads. However, bridges are becoming more vulnerable to collisions from over-height vehicles. Not only are the time and place of over-height vehicle collisions difficult to predict, but also the exact response of the bridge subjected to the lateral impact force is difficult to predict.

The broad goal of the research described in this thesis was to better understand the potential for biological toluene production to occur in groundwater at a Superfund Site located in southeast Louisiana. Previous literature reported that bacterial isolates under laboratory test conditions and undefined microbial communities in anaerobic sludge digesters and seasonally stratified lakes can produce toluene biogenically. Most of the research reported on this subject previously, however, has been on systems in Europe and little research has been reported previously on such phenomena in North America.

Proper bonding between pavement layers is essential to provide a monolithic pavement structure that allows distribution of loading over a larger area. Inadequate interface bonding may cause debonding or shear failure at the interface due to the accumulation of concentrated tensile stresses at the bottom of the overlay. Surface texturing and surface coating are examples of viable techniques developed for this purpose. Fourchon Beach, a 9-mile coastal headland located in Louisiana Gulf Coast, has been heavily impacted by the Deepwater Horizon (DWH) oil spill, which began on April 20th 2010. Once on the beach, the oil spill residues were moved, suspended and transported by subsequent washover events. These washover events occur during storm surges, hurricanes or other situations with high water levels; pushing oil residues from the subtidal and intertidal zone of the beach and then depositing them in the supratidal marshes and mudflat areas. Meandering river systems often experience a geomorphic phenomenon known as a neck cutoff. The White River of Arkansas has recently undergone several neck cut offs, which have provided a unique opportunity to collect field measurements of the first two years after the opening of the cutoff. In this study the field data was complemented with hydrodynamic simulations to assess the significance of different flow conditions. The findings suggest that flood events play a substantial role in the geomorphic adjustment of the river to the cutoff.

Small-scale HEC-RAS models were used to analyze discharges used to test the Louisiana State University and the Louisiana Coastal Protection & Restoration Authority Expanded Small Scale Physical Model (ESSPM) of the Mississippi River. The HEC-RAS models extend from River Mile 228.4 (Baton Rouge) to the Gulf of Mexico that includes the ESSPM reach which begins at River Mile 173.5 (Donaldsonville). The model scales are 1:6000 horizontally and 1:400 vertically. The studies conducted in this thesis evaluate the safety benefits of a blind spot warning (BSW) application and a do not pass warning (DNPW) application at low, medium, and high market penetrations (MP) of connected vehicles (CV) using a high-fidelity driving simulator. Using vehicle-to-vehicle (V2V) communication, CVs can exchange information to alert drivers of potential safety hazards and reduce potential crashes during lane change and overtaking maneuvers. Crude oil from Deepwater Horizon Macondo oil spill is currently present in Louisiana coastal surface sediments and its effects on the coastal ecosystem are still being realized. Deposition of 2- and 3-ring PAHs (alkylated naphthalenes and phenanthrenes) on the exterior of Spartina alterniflora and Avicennia germinans leaves have been demonstrated in marshes impacted by Macondo spill. Coastal deltaic floodplains provide an important ecosystem service by removing or retaining nitrate from enriched riverine water. Wetland plants, soils, and microbes within these floodplains use nitrate through uptake, burial, and denitrification, thereby reducing the impact of nitrate on algal blooms and hypoxia in the Gulf of Mexico. However, these processes depend on the physical, biological, and chemical conditions within the floodplain. Six years following the Deepwater Horizon oil spill, buried MC252 oil persists on a beach segment in Fourchon, LA due to the natural anaerobic conditions of tidal groundwater. A field trial of in situ aerobic bioremediation of buried oil began on July 2015. Oxygen was added to the subsurface using Waterloo emitters which deliver O2 through diffusion via pressurized tubing in fixed groundwater wells. The multi-well injection system provided sufficient oxygen concentration in the groundwater in the immediate area of the emitters, resulting in a shift in the composition of the diverse, halophilic, hydrocarbon-degrading microbial population. This report presents the reliability-based analysis of the calibration of resistance factors for the Load and Resistance Factor Design (LRFD) of axially loaded drilled shafts. AASHTO’s 2012 LRFD Bridge Design Specifications recommends various resistance factors for the design of deep foundations; however, since these values are not specific to any one region, they are very conservative. For Louisiana or Mississippi, the adoption of such recommended resistance factors could substantially increase foundation sizes.
