This workbook provides government employees background information related to tort liability and risk management. Past experience with lawsuits against government entities are summarized. The reasons for the lawsuits and results are analyzed. The objective is to provide an understanding of the basis for past claims so the number of future claims and awards can be reduced. This will result in the ultimate objective of reducing highway crashes.

Based on the results of the data analysis and the review of the background material, recommendations are made for consideration. Many of the recommendations deal with various types of documentation.

The purpose of this report is to document the development of the Intersection Design Alternative Tool (IDAT) developed for the Kentucky Transportation Cabinet. IDAT provides an automated objective design and evaluation approach of 14 alternative intersection designs to assist in the conceptual design of at grade intersections. The tool evaluates intersection operations, safety performance, bicycle/pedestrian accommodation and has the ability to assist access management implementation.

The Kentucky Transportation Center, the Asphalt Institute, and the Kentucky Transportation Cabinet worked together in order to identify factors that affect asphalt pavement density, and to then evaluate their effect on long term pavement performance.

By determining which variables are most influential to pavement performance (i.e. roller pattern, temperature when rolled, etc.), and then monitoring the attention given to those variables, Kentucky would be able to increase the service life of asphalt roadways by at least 25%, therefore saving as much as $30 million annually on a resurfacing budget of $129.2 million (2007), while still maintaining the current roadway level …

This report primarily focuses on an attempt to document the level of driver distraction existing in Kentucky through an analysis of crash data and by conducting an observational survey of drivers. Additional research is cited as a means of comparing other studies with results from Kentucky, as well as establishing a definition of distracted driving. The status of laws related to use of cell phones in other states was summarized, and the recently passed legislation in Kentucky was noted by incorporation of the full text as an appendix.

Both Ground Penetrating Radar (GPR) surveys and Hydro-Geochemical Water Testing (HGWT) have been performed at the Cumberland Gap Tunnel to determine why the reinforced concrete pavement has settled in various areas throughout both tunnels. To date, approximately 7,300 total square feet of pavement surface has voids beneath it that range from 0.05 to 40 inches in depth. Both GPR and HGWT results indicate that approximately 0.75 to 1.5 cubic yards of limestone sub-base material leaves the tunnel in solution form on a monthly basis. Furthermore, HGWT results indicate that the ground water beneath the tunnels is calcium deficient. Thus allowing …

Nondestructive Testing Of Defective Astm A 514 Steel On The I ‐ 275 Combs‐Hehl Twin Bridges Over The Ohio River In Campbell County, Kentucky, Theodore Hopwood Ii, Sudhir Palle

Three defective ASTM A 514 steel splice plates were discovered on the I-275 Combs-Hehl twin bridges over the Ohio River. A follow-on in-depth field inspection of 1,356 A 514 steel plates on the bridges revealed 14 additional defective gusset and splice plates. The A 514 steel was improperly heat-treated resulting in a brittle crack-prone microstructure. Ultrasonic and impact hardness tests were used to identify the defective steel. Subsequently, the defective steel plates were either removed or lapped with additional steel plates.

Kentucky State Police Division of Commercial Vehicle Enforcement in cooperation with Federal Motor Carrier Safety Administration (FMCSA) has started a concentrated education and enforcement campaign in an effort to increase the safety and awareness of drivers around commercial vehicles. The University of Kentucky Transportation Center has evaluated this campaign and reported the effectiveness of this effort. A series of laboratory-based leaching tests has been developed to evaluate the chemical interaction between ash, water and different mine-site rock materials, as a basis for assessing the potential environmental impact of using coal ash as backfill in coal mines. Kentucky produced over 8 Mt of coal combustion products (CCPs) in 2006, with 30% of the CCPs being utilized, a significant increase from our 1996 and 2001 surveys. As much of the increase is related to increased utilization of flue-gas desulfurization (FGD) gypsum, the increased production of FGD gypsum coincident with the commissioning of new FGD units and the saturation of the (currently) weak market for new construction, the percentage of utilization may decrease by the time of the next planned survey (2011). The use of industrial wastes such as fly ash (FA) or rice husk ash (RHA), along with paper factory sludge (PFS), farmyard manure (FYM), and chemical fertilizers (CF), under integrated nutrient management, was studied in acid lateritic soil on rice. Application of combined fertilization sources increased growth, yield attributes, and yield (up to 92.3 and 9.7% over control and CF, respectively) of wet season rice. The uptake of N, P, K, Ca, Mg, Fe, Mn, Zn, Cu, and Co was increased under combined fertilization sources. Newly obtained results on mercury retention in fly ashes and activated carbons during coal combustion are compared with previous findings. The influence of different variables on mercury capture, including the composition and nature of the sorbents, the composition of the flue gas and the mercury species in gas phase is investigated. Coal-fired utility boilers are currently the largest single-known source of mercury emissions. According to the USEPA’s Information Collection Request (ICR), on average, only 40% of the mercury entering a coal-fired power plant is captured, while 60% is emitted into the atmosphere. This paper describes an evaluation of the mechanical performance of fly ash stabilized materials. Soft clay soil, asphaltic recycled pavement material (RPM), and road-surface gravel (RSG) were stabilized using Class C and off-specification fly ashes to create working platforms or stabilized base courses for construction of flexible and rigid pavements at six sites in Wisconsin and Minnesota. The feed coals, fly ashes and bottom ashes collected from seven different units in a major Brazilian PF power plant have been subjected to comprehensive mineralogical, geochemical, and petrographic studies, to investigate the links between feed coal and ash characteristics. Ashes from two of the units were collected while the coal was being co-fired with oil as part of the boiler start-up procedure, allowing the impact of oil co-firing on ash characteristics also to be evaluated. The effect of the curing in a carbonated ambient of the solids obtained after the stabilization/solidification (S/S) of metallurgical waste using geopolymerization technology is described in this paper. The electric arc furnace (EAF) dust to stabilize contains hazardous metals such as Pb, Cd, Cr, or Zn. Different geopolymeric agents such as potassium hydroxide, potassium silicate, metakaolin, and blast furnace slag have been used. A sample of coal fly ash from an Italian thermoelectric power plant was used in order to synthesize zeolite by hydrothermal activation after a pre-treatment fusion with NaOH. The experiments involved were performed at different temperatures of crystallization, ranging from 35 up to 60uC, with seawater and distilled water, separately, during hydrothermal process. A comparison between the results obtained from the use of the different kinds of water showed that at low temperature (35–40 uC) the synthesis yield of zeolite X is higher using seawater as crystallizing agent than using distilled water. Lane departure has been shown to be a major cause of serious traffic crashes. Installing a rumble strip on the shoulders of two lane roads provide drivers with an audible warning that they are leaving their lane of travel. Painting the edge line on the rumble strip has the possible benefit of providing more wet, nighttime delineation through the portion of the edge line painted on the sloped portion of the groove. The removal of arsenic toxicity from water is accomplished by a preliminary preoxidative step transforming the most toxic form, arsenite (As (III)), to the least toxic form, arsenate (As (V)). The potential of As (III) oxidation to As (V) was initially investigated in batch reactors using the chemoautotrophic Thiomonas arsenivorans strain b6 under varying initial As (III) and cell concentrations and at optimal pH and temperature conditions (pH 6.0 and temperature 30°C). The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. Kentucky Transportation Center Research Report

The Kentucky Transportation Cabinet’s Division of Maintenance is responsible for identifying and prioritizing locations in need of guardrail. A procedure used by the Kentucky Transportation Cabinet was originally developed by the Kentucky Transportation Center in 1989 and updated in 2002. Based on frequent usage by the Kentucky Transportation Cabinet of the guardrail location rating system database, the need was identified to update the existing database and incorporate improved reporting capabilities.
