Many of the maintenance and construction projects undertaken by the Kentucky Transportation Cabinet (KYTC) span late spring to early fall (April–October), with this period’s long days, abundant sunshine, and relatively dry conditions being ideal for performing work and minimizing delays from inclement weather. But this compressed timeline for accomplishing work introduces other challenges. Specifically, many of KYTC’s maintenance and construction activities can potentially impact summer habitat of the Indiana bat, which is listed as an endangered species. Removing trees classified as Indiana bat habitat is allowed, however, to do so the Cabinet is required to pay a mitigation fee. The …

Recent federal legislation and the Federal Highway Administration (FHWA) have directed state transportation agencies to identify potential vulnerabilities associated with extreme weather events and climate change, develop a risk-based asset management plan, and incorporate findings into transportation planning, design, and maintenance practices. The Kentucky Transportation Center and Kentucky Transportation Cabinet developed and led district-level workshops to elicit local expert knowledge on asset vulnerabilities to natural hazards. Combining the results of these workshops with analysis of available data on assets and hazards, they then performed a natural hazard vulnerability assessment of the state’s National Highway System (NHS) for each of Kentucky’s …

Modern society faces serious problems with transportation systems, including but not limited to traffic congestion, safety, and pollution. Information communication technologies have gained increasing attention and importance in modern transportation systems. Automotive manufacturers are developing in-vehicle sensors and their applications in different areas including safety, traffic management, and infotainment. Government institutions are implementing roadside infrastructures such as cameras and sensors to collect data about environmental and traffic conditions. By seamlessly integrating vehicles and sensing devices, their sensing and communication capabilities can be leveraged to achieve smart and intelligent transportation systems. The objective of this study was to analyze enforcement and adjudication of common commercial vehicle tax, credentialing, and safety offenses. This study examined violations of the International Fuel Tax Agreement and the Kentucky Intrastate Tax, Kentucky’s weight distance tax, Unified Carrier Registration, Kentucky size and weight laws, and federal safety regulations from 2004 to 2013. Statistical analysis showed declining conviction rates, increasing dismissal rates, and a drop in collections of court costs and fines associated with these offenses. In addition, adjudication varied significantly from district court to district court, which is creating an equity issue for motor carriers and the …

The objective of this report is to determine the most effective method for bridge deck overlay construction and repair by assessing current practices; examining new products and technologies; and reviewing NCHRP (National Cooperative Highway Research Program) guidelines, state standard specifications, ASCE (American Society of Civil Engineers) infrastructure ratings, and original bridge core chloride penetration data. Based on the review, this report offers the following conclusions. Latex modified concrete (LMC) overlays perform well, provide a long service life, and are the most commonly used method of bridge deck rehabilitation. Inspired by evolutionary game theory, the biological game of replicator dynamics is investigated for vibration control of bridge structures subjected to earthquake excitations. Replicator dynamics can be interpreted economically as a model of imitation of successful individuals. This paper uses replicator dynamics to reduce vibrations while optimally allocating the control device forces. The control algorithm proposed is integrated with a patented neural dynamic optimization algorithm to find optimal growth rate values with the goal of achieving satisfactory structural performance with minimum energy consumption. A model is described for hybrid vibration control of smart highway bridge structures subjected to earthquake loading.

State transportation agencies (STAs) have increasingly turned to practical design and performance based practical design (PBPD) to inform project development and implementation — and to reduce project costs while optimizing systemwide benefits. PBPD is a design-up philosophy that encourages agencies to formulate projects to meet the purpose and need rather than adhering to ostensibly immutable design standards. This paper reviews practical design and PBPD concepts and initiatives and their application in a variety of contexts. It also summarizes best practices STAs can use to develop a PBPD program. Sewer systems have been recently recognized as potentially important exposure pathways to consider during vapor intrusion assessments; however, this pathway has not been well-characterized and there is need for additional information about the occurrence of volatile organic compounds (VOCs) in sewer systems. This paper reports the results of sewer gas sampling conducted in a sanitary sewer over the years of 2014–2017. Sewer gas samples were collected and analyzed using several different techniques, including TO-15 (grab), TO-17 (passive), Radiello® (passive) and a novel continuous monitoring technique, the Autonomous Rugged Optical Multigas Analyzer (AROMA). Despite significant cutbacks to the funding allocated to state departments of transportation (DOTs), demand for accessible and reliable transportation has increased even as existing transportation infrastructure has continued to age. Falling gasoline tax revenues resulting from increasing fuel efficiency and technological advancements have prevented state DOTs, including the Kentucky Transportation Cabinet (KYTC), from funding and financing much-needed transportation projects. Meanwhile, the Federal Highway Trust Fund, which provides funding to states and is tied to the federal gas tax, routinely receives cash infusions from the Federal General Fund to remain solvent—the federal gas tax has not been increased since 1993. Light Detection and Ranging (Lidar) technology is a useful tool that can assist transportation agencies during the design, construction, and maintenance phases of transportation projects. To demonstrate the utility of Lidar, this report discusses how Lidar data can be used while performing quality control and quality assurance (QC/QA) of pavement grades along road segments where safety concerns have been identified (e.g., increased crash rates due to water ponding on the roadway). Researchers modeled surface runoff using Lidar data for several roadways that had experienced significant crash increases during wet-weather events. The Coal Combustion Residual (CCR) and Effluent Limitations Guidelines (ELGs) rules pose significant technical and economic challenges for ash management and for treatment and discharge of flue gas desulfurization (FGD) wastewater at coal-fired power plants. Beneficial use is always a priority for ash, but only about half is being reused on a national basis, and the rest is destined for disposal. The U.S. Environmental Protection Agency identified biological treatment as the baseline treatment technology for FGD wastewater in the ELGs. Reinforced Concrete Box Culverts (RCBCs) are an integral part of the national and international transportation infrastructure. The National Bridge Inventory Standards (NBIS) requires that all bridges, which include culverts with spans ≥ 20 ft. (6.1 m), be load rated for safe load carrying capacity in accordance with the AASHTO Manual for Bridge Evaluation (MBE). In Kentucky, the Transportation Cabinet manages more than 15,500 bridges, of which almost 1,400 are bridge size culverts. Of the 1241 bridge size RCBCs that were being evaluated in Kentucky between 2015 and 2018, 846 were 2-cell culverts (or 68%). The objective in this study is …

This dissertation investigates unexplained vapor intrusion field data sets that have been observed at hazardous waste sites, including: 1) non-linear soil gas concentration trends between the VOC source (i.e. contaminated groundwater plume) and the ground surface; and, 2) alternative pathways that serve as entry points for vapors to infiltrate into buildings and serve to increase VOC exposure risks as compared to the classic vapor intrusion model, which primarily considered foundation cracks as the route for vapor entry. The goal of this research was to examine the potential predictive ability of socioeconomic and demographic data for drivers on Kentucky crash occurrence. Identifying unique background characteristics of at-fault drivers that contribute to crash rates and crash severity may lead to improved and more specific interventions to reduce the negative impacts of motor vehicle crashes. The driver-residence zip code was used as a spatial unit to connect five years of Kentucky crash data with socioeconomic factors from the U.S. Census, such as income, employment, education, age, and others, along with terrain and vehicle age. Heavy industries, such as mining, generate dust in quantities that present an occupational health hazard. Prolonged exposure to the respirable dust has been found to result in many irreversible occupational ailments in thousands of miners. In underground mining applications, a variety of scrubbing systems are used to remove dust near the zones of generation. However, the wire-mesh type fibrous screens in the flooded-bed dust scrubbers used on continuous miners, are prone to clogging due to the accumulation of dust particles. Coal combustion processes produce large volumes of fly ash. The compressibility of fly ash was studied using moist tamping and drypluviation methods to achieve different void ratios before subjecting the material to compressive oedometric Ko loading (i.e., zero lateral deformation throughout the test). The class F fly ash used in this research was produced at a Midwest U.S. power plant. The material was initially characterized with hydrometer and specific gravity tests, and maximum and minimum realizable void ratios were determined. The leaching potential of coal fly ash is often approximated with laboratory-based methods that expose columns of compacted material to synthetic precipitation. While this procedure can simulate aspects of the field condition, it remains difficult to replicate site-specific thermodynamic and kinetic constraints on geochemical processes. This article explores one aspect that contributes to the field/laboratory disparity, namely, the influence of flow rate and intermittency. Seven column-based leaching experiments were conducted with the same ash but with different flow rates and intermittency (i.e., infiltration pulsing), and results were evaluated in terms of aqueous sodium, calcium, and chromium concentrations in the effluent. …

In this article, the use of fly ash, a low-cost adsorbent, for the removal of a toxic cationic dye, methylene blue (MB), from aqueous solution has been investigated. Fly ash is a waste by-product generated from coal combustion. Contrary to many other reported investigations, the fly ash was not treated prior to the experiments for this investigation. Limestone screenings and high loss on ignition (LOI) fly ash are by-products that are stockpiling because of their unintentional production and the negative effects when utilized in portland cement concretes. The research objective was to investigate whether these by-products could produce controlled low strength materials (CLSMs) meeting the three types of Tennessee Department of Transportation (TDOT) 204.06 flowable fill specifications. TDOT defines these CLSMs as the following: general use, excavatable, and early strength. This dissertation addresses the relationship between roadway segment length and roadway attributes and their relationship to the efficacy of Safety Performance Function (SPF) models. This research focuses on three aspects of segmentation: segment length, roadway attributes, and combinations of the two. First, it is shown that choice of average roadway segment length can result in markedly different priority lists. This leads to an investigation of the effect of segment length on the development of SPFs and identifies average lengths that produce the best-fitting SPF. Several methods have been developed for use in estimating the water quality loads associated with urban and agricultural landuses and practices. These include the use of sophisticated computer models, typically based on using pollutant loading and runoff functions, regression equations, load export coefficients (LECs), and event mean concentrations (EMCs). Hazardous waste sites and aging wastewater infrastructure are common in the United States. There are hundreds of thousands of contaminated sites and more than a million miles of sewer pipes. Populations living close to hazardous waste sites often suffer from increased risk of adverse health effects due to exposure to contaminated environmental media. Vapor intrusion is one process by which nearby populations can be exposed to volatile organic compounds (VOCs). Current practices based on estimated volume and basic queuing theory to calculate delay resulting from non-recurrent congestion do not account for the day-to-day fluctuations in traffic. In an attempt to address this issue, probe GPS data are used to develop impact zone boundaries and calculate Vehicle Hours of Delay (VHD) for incidents stored in the Traffic Response and Incident Management Assisting the River City (TRIMARC) incident log in Louisville, KY. Karst bedrock conditions and deterioration of the lock and dam structures have resulted in significant leakage through, underneath, and around Lock and Dam No. 8 on the Kentucky River. During severe droughts, the water surface in Pool No. 8 has been observed to drop below the crest of the dam, resulting in water supply shortages and water quality issues for surrounding communities reliant on the pool. Presently, the primary purpose of Lock and Dam No. 8 is water supply. Tieback walls are typically design based on predetermined pressure distribution; however, these pressures were proposed based on performance of excavations. For retaining walls used in slope remediation, the application of these pressures might not be adequate; the construction procedure; therefore, a different response of the wall is expected. This document, presents the performance of two tieback walls installed in a shale stratum. Monitored responses is correlated with construction activities; these activates implied excavation and backfilling in both of the tieback walls.
