Interstate widening projects are commonplace in Kentucky, and safety is of primary concern within the project work zone. Past experience with long work zones revealed two critical safety issues: driver confusion due to unclear pavement markings and a lack of continuous work zone signage for motorists indicating they are still within a work zone. This concern is heightened in transition and taper areas. The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. What gets measured, gets improved. With respect to the safety and health of Kentucky Transportation Cabinet (KYTC) employees, the primary metric used has been the OSHA recordable incident rate. This incident rate measures how often a Cabinet employee sustains an injury that demands more than basic first aid. This metric is important for understanding injury frequencies, but it does not assist with management of the safety, health, and overall well-being of KYTC personnel. The Kentucky Transportation Center research team examined law enforcement and adjudication of traffic offenses committed by commercial driver’s license holders. The objectives were to identify states that would provide the data, collect information about their court systems, analyze enforcement and/or adjudication data, and make some general observations about trends. Many state agencies were not able to provide their traffic offense data and therefore, the team focused primarily on data from Kentucky and Washington State.
The study focused on enforcement trends and adjudication of safety-related offenses. Overall, conviction rates remain higher than dismissal and amended rates. In recent years, dismissal and …

Winter weather can often pose difficulties for transportation agencies as they work to clear roads of snow and ice quickly so that motorists can travel safely and efficiently. Kentucky has made efforts to maximize efficiency within its winter maintenance program by focusing on optimized equipment usage and personnel time management. This study’s objective was to evaluate novel anti-icers and calculate how their performance compared to the current performance of brine and calcium chloride mixture. Determining soil properties involves extensive laboratory testing of samples at discrete timing and location. Non-destructive analysis methods, such as electrical and seismic, presents alternatives to means of gathering soil properties accompanied with increased flexibility due to spatial and temporal applications. This research examined the ability of seismic wave data to predict soil behavior such as stress-strain and pore pressures using a modified version of Duncan and Chang (1970). Friction angle predictions were also analyzed using shear wave velocity and a modified form of the Santos and Gomez-Correria (2001) equation. A Context Classification System based on context attributes of the area surrounding a roadway provides detailed information about the environment of a roadway corridor, while enabling practitioners to cater roadway projects to the community they are within. This study sought to create a system that would automatically classify roadway segments into the correct context, using data sources that are available nationwide. Water resources researchers have advanced our understanding of sediment transport in karst aquifers and cave systems in recent years. However, we find knowledge gaps for sediment transport in karst including knowledge of processes controlling sediment hysteresis patterns from sensor datasets, and knowledge of dominant sediment transport processes that lead to sediment transport formulas for prediction. To address these gaps, we analyze a new suspended sediment, electrical conductivity and water flowrate datasets from sinking streams and a phreatic cave system for an epigenetic karst basin in the inner bluegrass region of Kentucky USA.

The Kentucky Transportation Cabinet (KYTC) periodically surveys drivers to understand their perceptions of the agency’s maintenance activities. In 2020, Quadratics in conjunction with the Kentucky Transportation Center surveyed 2,400 licensed drivers throughout the state to gauge their perceptions of highway maintenance, identify areas of strength and weakness, and discern how drivers obtain information on traffic and weather conditions. Survey participants answered questions about five areas of highway maintenance — roadside features, pavement surfaces, shoulders, drainage, and signs/markings. Drivers reported being most satisfied with the maintenance of signs, guardrail, and striping. Pavement surfaces, potholes, and overall appearance garnered the lowest ratings. …

In January 2020, the Government of Belize enacted an Implementation Strategy and Action Plan to phase-out single-use plastics and to transition to products like bioplastics. This work investigated the environmental effects of using alternative waste management techniques to manage polylactic acid biopolymer (PLA) waste by using life cycle assessment (LCA). The following treatment options were compared: landfill, landfill expansion, cogeneration, and anaerobic digestion. Traffic data obtained through crowdsourcing are becoming more accessible to traffic agencies due to advancements in smartphone technology. Traffic managers aim to use this data to complement their conventional sources of data and provide additional context in their analysis. In this study, Waze incident alerts are integrated with GPS-Probe speed data and Kentucky State Police (KSP) crashes to assess their impact on traffic flow and safety on freeways in Kentucky. Knowledge of nitrate sources and pathways in karst basins remains incomplete and hinders management of nutrients that cause algae blooms and degrade municipal water supply. However, the increased availability of optical, ultraviolet nitrate sensors allows advancement of nitrate source and transfer for water managers. A concept model is hypothesized for nitrate transfer during hydrologic events and baseflow that considers the multiple porosity of karst. In the Midwestern U.S. seasonal hypoxia experienced in the Gulf of Mexico and harmful algal blooms in inland freshwater ponds, lakes, and rivers are partly fueled by dissolved orthophosphate loadings from disturbed landscapes. Efforts to reduce dissolved reactive phosphate (DRP) loadings have had varying levels of success and have led to insufficient water quality improvements. Numerous stream restoration projects have been implemented in Kentucky’s Inner Bluegrass region to offset anthropogenic impacts. These projects range from full channel realignments to volunteer-led riparian installations. To assess the ability of said projects to restore stream habitat and biota, full restoration (n=12) and riparian (n=6) sites were compared to reference (n=6) and disturbed (n=12) sites using RBP and SVAP protocols, macroinvertebrate samples, and geomorphology. Future carbon management during energy production will rely on carbon capture and sequestration technology and carbon sequestration methods for offsetting non-capturable losses. The present study quantifies carbon sequestration via reforestation using measurements and modeling for recent and legacy surface coal mining grasslands that are re-restored through tree planting. This paper focuses on a case study of legacy coal mining sites in the southern Appalachia the United States. This five million-hectare region has a surface mining footprint of approximately 12% of the land area, and the reclamation method was primarily grassland. KENTUCKY’S TRAFFIC COLLISION FACTS report is based on collision reports submitted to the Kentucky State Police Records Branch. As required by Kentucky Revised Statutes 189.635:
“Every law enforcement agency whose officers investigate a vehicle accident of which a report must be made...shall file a report of the accident...within ten days after investigation of the accident upon forms supplied by the bureau.”
The stated purpose of this requirement is to utilize data on traffic collisions for such purposes as will improve the traffic safety program in the Commonwealth.

Quality issues related to commercial driver license (CDL) data present ongoing challenges to state and federal transportation agencies. This study highlights several problems with CDL data, including a lack of standardization for state-specific traffic infractions; process and workflow difficulties that degrade the accuracy, validity, and timeliness of data; adjudication procedures that can potentially mask serious violations from CDL driver history records; inadequate recordkeeping in state law enforcement citation and court case management software applications; outdated mainframe systems in urgent need of upgrades; IT personnel who are not paid enough; and insufficient reporting requirements for federal agencies that issue traffic citations. …

This report documents an analysis of traffic crash data in Kentucky. A primary objective of this study was to determine average crash statistics for Kentucky highways. Where used, rates were calculated for various types of highways and for counties and cities. Difference criteria were used for exposure.
Average and critical numbers, SPFs, and rates of crashes were calculated for various types of highways in rural and urban areas. These use crashes identified on highways where Annual Average Daily Traffic (AADT) volumes were available. The data in this report may be used to help identify problem areas. …

The Kentucky Transportation Cabinet (KYTC) maintains over two hundred steel bridges constructed with types of steel which are unknown. Kentucky Transportation Center (KTC) researchers have developed a procedure for determining steel tensile properties (0.2% yield strength and ultimate tensile strength) which can be used to help identify unknown steels. The procedure involves extracting small coupons from the lower flanges of steel deck girder bridges. Coupons are then machined into sub-sized tensile testing specimens and suitable shapes for chemical analyses. Structural health monitoring has been utilized in numerous ways to investigate the performance and integrity of highway bridges. This paper highlights the use of six structural health monitoring systems, which were deployed to monitor distinct behaviors on six bridges in Kentucky. This manual describes the Crash Data Analysis Tool (CDAT), which can be used by KYTC staff and the agency’s work partners to securely access crash datasets. CDAT users can query and download data using flags stored during post-processing. Unlike KyOPS, however, CDAT’s location data are validated using geographic coordinates and several of county, route, and milepoint fields to ensure crashes are properly geocoded. CDAT grants access to data and information that can be used in conjunction with KYTC’s Data Driven Safety Analysis (DDSA) Implementation Guide to conduct highway safety analysis numerous KYTC processes. The Kentucky Transportation Cabinet (KYTC) has maintenance oversight responsibilities for approximately 1,100 steel bridges; it also helps local governments and other entities with maintenance painting on other steel bridges. Because maintaining steel bridges is costly, Cabinet officials asked Kentucky Transportation Center (KTC) researchers to identify materials and methods that will prolong their service lives. Steel bridges are uniquely vulnerable to deterioration resulting from exposure to atmospheric conditions (e.g. moisture, ultraviolet rays) and chlorides, the latter due to the application of deicing materials. A review is made of work on scale modeling in fire and presented from the experience of the author. Primarily, scale modeling in air is discussed but there is a brief discussion of a scale model with salt and fresh water for smoke movement. A complete set of dimensionless groups is presented for fire, then it is illustrated how selections were made for the partial scaling of specific fire scenarios.
