Conventional safety analysis focuses on the accident environment at specific locations or a limited segment of highways or arterials, and attempts to identify the effects of accident contributing factors. The development of a safety index in the past was based on a statistical summary for county or statewide areas, using general indicators such as population, number of registered vehicles, vehicle miles traveled and so on. Data collected from different wastewater treatment processes have provided statistically significant evidence that many toxic organic contaminants on EPA's list of priority pollutants concentrate several orders of magnitude greater than influent concentrations in industrial and municipal wastewater sludges. Because of the reversibility of sorption processes, it is possible for sorbed organic compounds to desorb at a later time, hence making disposal of these sludges a potential problem. It is the state-of -the-art within Geotechnical Engineering to model soils as systems of particles rather than using the traditional continuum approach. Simulating these systems of particles for geotechnical boundary value problems results in systems which are of necessity large, motivating the application of massively parallel supercomputers. This thesis pursues such an approach.

In this thesis we employed advanced characterization techniques such as XRF, XRD, XPS, SEM, and EDS to provide detailed information about the chromium waste _ specifically chromium valence states (Cr(VI) and Cr(III)), and their chemical association with other phases in the waste matrix.

The removal of Cr(VI) was accomplished by leaching with aqueous solutions containing inorganic anions such as Cl-, SO42-, PO43- and others. Development of a fiber optic sensor for embedment in cementitious composites and measurement of displacements associated with the opening of microcracks is described. The sensor can be employed as a transducer for measurement of crack tip opening displacements during fracture tests. A polarization maintaining fiber is used as the sensing element, and transduction mechanism is similar to those of other polarimetric type based sensors. In this work, the use of micellar electrokinetic chromatography (MEKC) for the separation of five polycyclic aromatic hydrocarbon (PAH) compounds is investigated. All of the compounds studied are listed by the United States Environmental Protection Agency as priority pollutants.

In micellar electrokinetic chromatography, solutes partition between the aqueous phase and the micellar phase. This partition is based on the hydrophobicity of each compound. In some cases, organic modifiers are added to the electrophoretic solution to enhance the separation efficiency. In this investigation, studies were conducted to evaluate the biodegradation of nitrocellulose in anaerobic batch reactors with and without the supplemental carbon inducers, such as cellulose, cellobiose, and lactose. Results from the anaerobic study show that degradation of nitrocellulose alone is difficult and that nitrocellulose degradative enzymes could be induced by the three inducers tested. As high as 48.91% conversion could be obtained at Cellulose/Nitrocellulose ratio of 1 to I. Studies also indicated that type 20 and 50 celluloses would be more effective and optimum pH was about 6.4 in biodegradation of nitrocellulose. Biofiltration is a new technology for biological treatment of volatile organic compounds present in airstreams. It is a complex process and thus, engineering models which attempt to describe it are by necessity very involved and contain a large number of parameters.

In this study, two models describing biofiltration of airstreams carrying a single pollutant (VOC) were used in detailed parameter-sensitivity studies. Nondestructive bridge load testing has not been used extensively due to lack of expertise and perceived high cost. It can, however, play a key role when an existing bridge needs to be evaluated. An intermodal commuter network is an integration of passenger transportation systems, or modes, to a single comprehensive system that provides connections among the various modes, and improved travel choices to users. In the system examined in this dissertation, commuters access their final destination via auto, rail, and intermodal auto-to-rail modes. There are numerous highway paths by which a commuter can reach the final destination. Once on the highway, the commuter can switch to rail at stations along the rail route. A mathematical model that simulates the process of contaminant removal from a pneumatically induced fracture within a porous medium is presented. It includes: (1) model development; (2) parameter evaluation; (3) statistical sensitivity analysis; and (4) model validation.

Based on the dual porosity approach, a mathematical model for a fractured porous formation is developed for both two dimensional and axial symmetrical cases. The approach used was to examine in detail the current costs and potential for improvement at one New Jersey intermodal terminal. The analysis is conducted using a mathematical programming model to find an optimal scheduling plan for the drayage operation. Public Service Electric and Gas Company's Hudson Generating Station has historically had problems providing sufficient high quality water for its two once through, supercritical design boilers. The station requires over 60 million gallons annually to compensate for system losses.

The stations' ion exchange demineralizers proved to be costly to operate and overall inefficient in performance. Drawbacks include: short service cycles, periodic contamination of storage tanks due to premature breakthrough, prohibitively high chemical regenerant costs, excessive labor requirements, frequent resin replacement, and overall unreliable plant operations.

This thesis investigates conceptual integration of the Pneumatic Fracturing (PF) process with In Situ Vitrification (ISV) for remediation of contaminated soil. Integration will permit ISV melts to be initiated below the ground surface and extend the depth of the ISV process.

Bench scale experiments were conducted in 4.9 ft3 (0.14 m3) Plexiglas tanks filled with a test soil that was specifically blended to simulate the Hanford Formation in Richland, WA. In rail-truck intermodal transport, a highway truck-trailer or container is moved by truck from a shipper to a rail terminal in the shipper's vicinity, and by rail in line haul between rail terminals. Upon being unloaded at the destination rail terminal, the container is delivered to a receiver (consignee) by truck. In this thesis we studied the physics and chemistry of the adhesion of various classes of organic compounds to glass and stainless steel surfaces, by using diagnostic aqueous cleaning solutions and other techniques. We defined the thermodynamic requirements for aqueous cleaning based on extensive experimental and theoretical work. Novel cleaning diagrams are introduced, based on electrostatic interactions between organic compounds and solid surfaces, to facilitate the design of aqueous cleaning systems. Hot Mix Asphalt (HMA), a highway and airfield pavement material, is heterogeneous, granular, and composite. It is traditionally modeled as a homogeneous material using continuum mechanics or semi-empirical methods. As a result, the above models either neglect or over-simply component reactions, failing to predict field performance problems resulting from particle segregation. This research presents micromechanical modeling, a novel approach that accounts for the components.

This thesis is designed to investigate the effect of porosity on the mechanical properties (strength and modulus) of concrete, and to evaluate the effect of silica fume on the mechanical properties of the polystyrene foam bead lightweight concrete. In this research we made the lightweight concrete by using polystyrene foam beads as light weight aggregate and studied its mechanical properties in detail. Due to the near zero density and modulus of foam beads, we were able to consider it as "porosity". We could then control porosity in concrete by varying foam bead volume fraction.
