"The year 1943 will be remembered for a long time as a year of great floods in the Middle West. Floods were occurring in some section of Missouri from April to June. The period of highest stream flow in general occurred during the month of May, and it is the May flood to which this paper pertains. It is quite possible that the importance of this flood is not generally recognized. I. SCOPE OF THIS REPORT 24 symmetrical I-beams were tested in bending. They represent 12 different types of beams, with two beams of each type. The beams are formed from two identical channels, furnished with lips on both flanges, joined by bolting in the web. These tests complete the entire series of such I-beams, except for one type (two specimens) which arrived in damaged condition and are now being replaced by the manufacturer.

"Early in 1940 a project was undertaken for a complete survey of the Meramec River Basin. This project, of which the pollution study was a part, was one of the most extensive surveys made of an entire river basin and included detailed studies of soil erosion, land, use, pollution, rainfall, and recreation in the Meramec Basin. I. SCOPE OF THIS REPORT Tests were conducted on nine beams with unstiffened top flanges, viz., 14-2 1/4-1,2,3; 16-2 1/2-1,2,3; 16-3,1,2,3. Beam 14-2 1/4 - 2 was the first to be spot-welded in our shop. This beam warped badly in welding and, when tested, failed at a much lower load thant the other two beams of the same type, due to initial distortion. SCOPE OF THIS REPORT all the beams heretofore tested in this program were furnished with web stiffeners in order to aviod crushing of the web at the load points and at the supports. In practical application the use of such stiffeners at points of concentrated loads would not only be uneconomical but also would impair the versatility of the elements, since stiffeners would have to be spaced on each individual beam according to the particular location and loading. "In the early days farmers attempted to drain their land individually, but they soon found that water did not recognize property lines. One farmer would ditch his land only to find that the water from his neighbor's farm would wash over has land and fill up his ditches. Another would attempt to ditch his land, but would find that no outlet was available for his ditch unless he constructed it across the land of his neighbor. I. SCOPE OF THIS REPORT In the preceding 14th Progress Report a method was proposed to determine the forces acting in the welds in the web of I-beams composed of two channels. This method essentially has been based on the magnitude "e", the distance of the flexural center from the axis of the web. A formula for "e" was given which applies to symmetrical channels of uniform thickness. "In this investigation the author used beams made of Bakelite. They were of rectangular cross-section and centrally loaded. These beams were viewed in polarized light and the maximum fiber stresses observed in that manner were compared with those computed from the flexure formula.
