The budget for the Airport Improvement Program (AIP) in FY21 is $3.35 billion. AIP's contractual guidelines and policies are outlined in Federal Aviation Administration (FAA) 5100.38D. Substantial contractual changes within AIP projects are likely to create risks that can greatly impact cost, time, and quality. To implement improved change management, identification and evaluation of contractual change are essential. Thus, there is a need to create an automated model to identify and evaluate contractual changes in AIP projects. This paper fills this knowledge gap. The longitudinal trajectory planning of connected and autonomous vehicle (CAV) has been widely studied in the literature to reduce travel time or fuel consumptions. The safety impact of CAV trajectory planning to the mixed traffic flow with both CAV and human-driven vehicle (HDV), however, is not well understood yet. This study presents a reinforcement learning modeling approach, named Monte Carlo tree search-based autonomous vehicle safety algorithm, or MCTS-AVS, to optimize the safety of mixed traffic flow, on a one-lane roadway with signalized intersection control. However, the propensity of self-consolidating concrete to autogenous shrinkage could reduce the effectiveness of the concrete confinement. Steel reinforced polymer (SRP) composites are a strengthening material that consist of continuous high-strength steel cords embedded in a polymeric matrix. SRP has demonstrated a high potential for providing additional flexural and shear strength in existing concrete structures when bonded to the concrete surface. However, premature debonding from the concrete substrate at low load levels is a major shortcoming of SRP composites. On average, 1200 tornadoes occur in the United States every year. Tornadoes occur predominantly in the Central and Southeastern United States, accounting for an annual $1 billion in economic losses, 1500 injuries, and 90 deaths. The Montauk Bridge deck was assessed based on the portable seismic property analyzer and ground penetrating radar data. Based on the analysis of the portable seismic property analyzer data, it was determined that over 65% of bridge conditions were rated serious to poor condition with an average compressive strength of less than 2500 psi; less than 35% of bridge deck conditions were rated fair to good with an average compressive strength over 2500 psi. Poisson’s ratio, besides its transverse-axial strain ratio definition, also plays a significant role in traditional elastic theory as an elastic constant. However, this elastic role of Poisson’s ratio faces a challenge when applied to quasi-elastic granular soils. A so-called “deformation ratio” is therefore introduced and measured in this paper for quasi-elastic granular soils. With the same definition of the transverse-axial strain ratio as Poisson’s ratio, the stress-state dependency of the deformation ratio and the break-down of conversion relationship of elastic constants are investigated under cyclic triaxial tests. In this work, several types of novel thermal energy storage (TES) materials and composites are explored, and a series of numerical simulation models and experimental protocols are developed to evaluate the potentials of these materials to be applied in concrete, pavement, and thermal energy storage systems.

In this study, the effect of ambient temperature during casting on fresh properties, hydration kinetics, and early‐age compressive strength of self-consolidating concrete (SCC) was evaluated. Concrete equivalent mortars (CEMs) with water‐to‐binder ratios of 0.41 and 0.45 were cast based on SCC mixture designs for building and infrastructure construction and precast applications. The CEMs were prepared at temperatures ranging from 8 to 36°C. Superplasticizer (SP) and air‐entraining agent (AEA) demand were evaluated for the CEM mixtures made with different supplementary cementing material (SCM) and limestone filler types.
