INTRODUCTION In 1968 the American Iron and Steel Institute published the first edition of the "Specification for the Design of Light Gage Cold-Formed Stainless Steel Structural Members"(1)8, , based largely on research sponsored by AISI at Cornell University. (2) That Specification covers the design of members cold-formed from six common types of austenitic stainless steel in the annealed and strain flattened condition. Additional research has been underway at Cornell on austenitic Type 301 stainless steel in the 1/4 and 1/2 hard tempers, to determine the structural behavior of these higher strength materials(3), including the behavior of structural connections. A survey of light poles, water-tank stanchions, orthotropic deck bridges, marine tubular catwalks, davits and welded steel columns strongly suggests, contrary to some beliefs, that interior surfaces of closed steel sections rust but little in the atmosphere, even when not fully sealed. Only light rusting occurs because amounts of oxy'gen and water in entrapped air are limited and condensation necessary for rusting is infrequent. Computations based on the oxidation reaction taking into account inside surface, volume of entrapped air, relative humidity and air changes show that the loss of iron thickness due to such rusting is negligible. Ductility parameters defined in the second progress report were previously obtained by conducting tension coupon tests on specially produced A and S steels. In this report, tension coupon test results are presented for a 20 gage commercial low ductility steel, i.e. an ASTM Grade E steel, herein designated as steel B. Its behavior is compared with that of the specially rolled A and S steels to test the validity of conclusions arrived at in the second progress report. An urban development project involving residential and school buildings as an extension of Madras city is described. The analysis of the project is made using the systems approach as a problem of human settlements. The methods adopted for efficient utilisation of space at optimal cost by functional planning, use of prefabricated units and use of new constructional procedures is described. "This study was conducted to determine the fate of chemically-precipitated phosphorus during the overall wastewater treatment process under actual field conditions. Specific objectives were: to evaluate the removal of phosphorus with alum and sodium aluminate in a pilot plant activated sludge system, to determine the fate of the precipitated phosphorus incorporated into the microbial floc when placed in an anaerobic environment, and to observe the effect of aluminum on the digestion process. "The multi-stage test is a procedure by which a soil's shear strength parameters can be evaluated by the use of a single sample of the material. The object of the investigation is to evaluate to what extent multi-stage testing can be used on a cohesionless material. Three types of tests, using conventional and multi-stage procedures are evaluated. They are: direct shear/consolidated drained, triaxial compression/consolidated drained and triaxial compression/consolidated undrained shear tests. "Cyclical simple shear tests were performed on block samples of a remolded clay mixture of 3 parts kaolinite to 1 part of bentonite mixed at 110% water content. The samples had base sizes of 8x8, 4x4, and 2x2 inches square and heights of 1, 2, 4, and 8 inches. The simple shear tests were performed by using a predetermined sinusoidal displacement, at frequencies of 1, 2, and 5 hertz. First presented is the dynamic stiffness matrix method in which the masses are distributed along the constituent members. This method is composed of statics, stiffness and loading matrices. "An experimental laboratory study conducted to examine clogging within and penetration of fines into a single layer graded filter. Hydraulic gradient, filter gradation and flow direction were varied. Forty one tests gave over six hundred individual penetration depths. The magnitude of penetration in filters with considerable variation in gradation patterns correlated with an average hydraulic radius based on the volume of voids and an approximated total surface area. Factual study of existing conditions by means of physical vehicle counts indicate that operational efficiency can be increased as a method of reducing the parking shortage. "This thesis describes the laboratory evaluation of the benthal sludge oxygen uptake of a 6.7 acre waste stabilization pond which has served a city of 2,400 population for a period of seven years. Special emphasis is directed toward the explanation of laboratory techniques developed for this study to measure the oxygen uptake rate. The effects on oxygen consumption of temperature, nature of sludge, initial oxygen tension, and sludge consolidation are discussed. Benthal sludge samples were taken from three locations in the pond. "Wastewater stabilization lagoons have recently become a popular and efficient method of sewage stabilization in many parts of the country. The purpose of this investigation was to determine the effect of added solid-liquid interfacial area on the treatment capabilities of simulated wastewater stabilization lagoons. The simulated lagoons consisted of six -15 gallon aquariums which were operated in the laboratory. The solid-liquid interfacial area was increased in four of these lagoons by suspending plastic panels in the aquariums. "A field and laboratory investigation was carried out to collect background data for stream water quality in the New Lead Belt of Southeastern Missouri. The parameters measured were temperature, hydrogen ion concentration, hardness, alkalinity, turbidity and fluorides. A prolific algal and microbial growth was found in Bee Fork Creek which receives the mining and milling wastewater effluent from the Fletcher Mine. "The investigation was undertaken to determine shear strength and pore pressure parameters of a soil when subjected to sequential loading. This method is intended to similate the in-situ condition of stress application under certain field conditions. The testing procedure, a sequential triaxial shear test, is described. This test consists of successive stages of partial consolidation followed by undrained shear. Triaxial consolidation and shear strength characteristics of a sedimented remolded silty-clay are compared with the results from conventional tests on isotropically consolidated samples.
