Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Relationships Between Pacific And Atlantic Ocean Sea Surface Temperatures And U.S. Streamflow Variability, Glenn A. Tootle, Thomas C. Piechota

An evaluation of Pacific and Atlantic Ocean sea surface temperatures (SSTs) and continental U.S. streamflow was performed to identify coupled regions of SST and continental U.S. streamflow variability. Both SSTs and streamflow displayed temporal variability when applying the singular value decomposition (SVD) statistical method. Initially, an extended temporal evaluation was performed using the entire period of record (i.e., all years from 1951 to 2002). This was followed by an interdecadal-temporal evaluation for the Pacific (Atlantic) Ocean based on the phase of the Pacific Decadal Oscillation (PDO) (Atlantic Multidecadal Oscillation (AMO)). The diversity of microbial communities in wetlands has not been fully measured. These communities may offer tools to naturally remediate sites polluted with chlorinated compounds. Polmerase Chain Reaction (PCR) and Restriction Fragment Length Polymorphism (RFLP) are genomic techniques that are capable of rapidly characterizing bacteria communities and can provide valuable information about the diversity of microbial communities.

The use of wetlands to effectively remediate aquifers contaminated with chlorinated solvents is an emerging technique, which shows high promise. In order to better understand this process and test its legitimacy, a treatment wetland was constructed at Wright-Patterson AFB, Dayton, Ohio and, in a joint effort with Wright State University (WSU), has previously shown the effective removal of PCE. The purpose of this research was to characterize the soil bacterial community, pre-PCE injection, among three wetland plant species from the sedge family (Cyperaceae) within constructed wetland mesocosms and to identify any bacterial dominance. Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models. Research has shown higher levels of copper appear in drinking water conveyed through relatively new copper piping systems; older piping systems typically deliver lower copper levels in their drinking water. This research contributes field data from a real drinking water distribution system, providing a better understanding of this phenomenon, as it relates to treatment considerations and compliance with the Lead and Copper Rule. Copper pipes and copper levels were sampled from drinking water taps of 16 buildings with pipes ranging in age from less than 1 to 48 years. The purpose of this research was to quantify the benefits of groundwater contaminant source remediation by using a model to simulate how reduction of source mass was related to reduction of contaminant concentration at a receptor. Chlorinated hydrocarbons and their degradation products are among of the most common organic groundwater contaminates in the United States. These compounds attack the central nervous system in animals and can affect the photosynthesis of plants. These compounds are also resistant to degradation in the environment and, because of this, pose a risk to any ecosystem in which they are present. This study identified the dominant microbial species in a constructed treatment wetland at Wright-Patterson AFB, Dayton, Ohio using 16S rRNA gene sequence analysis. For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). Current exploratory boring operations in and around Manhattan, New York City are providing geologists and geotechnical engineers with a plethora of new and interesting geological information, which has not been previously reported. The rocks encountered, mostly medium to high-grade metamorphic rocks, with both mafic and felsic intrusives, are highly variable in competency and mechanical durability. One of the most frequently encountered rock types is a garnetiferous-muscovite-biotite schist which grades into schistose gneiss and displays a wide variety of structural, compositional, and textural attributes. A water quality model of Lake Whatcom, Washington was developed as part of a Total Maximum Daily Load Study for the Washington Department of Ecology. Lake Whatcom is a large natural lake which is listed on the 1998 Washington State 303(d) list of waterbodies which do not meet the criterion for dissolved oxygen. Located next to the city of Bellingham, it is approximately 10 miles long and has a surface area of approximately 5000 acres and a maximum depth of over 100 meters. Maintaining reliable on-farm water supplies is an on-going challenge for landholders throughout Western Australia. Improving reliability of dams by constructing a roaded catchment is one of the most cost-effective methods of improving the performance and reliability of a farm water supply.
A roaded catchment is a water-harvesting structure designed to increase the amount of run-off from the catchment above a dam. The 'roads' of a roaded catchment are parallel ridges of earth with batters (or side slopes) that cause run-off to be directed into troughs or channels. Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

An excavated tank is an earth structure on near level land used to impound water, in which a percentage of the storage capacity is below ground level. The ability to measure groundwater contaminant flux is increasingly being recognized as crucial in order to prioritize contaminated site cleanups, estimate the efficiency of remediation technologies, measure rates of natural attenuation, and apply proper source terms to model groundwater contaminant transport. An innovative mass flux measurement method using horizontal flow treatment wells (HFTWs) was developed recently to compensate for the disadvantages of other flux measurement methods that are being used. The hybrid discrete fracture network/equivalent porous medium (DFN/EPM) model was selected for analysis and application to simulate a contaminated site in this study. The DFN/EPM was selected because it appeared to have the potential to aid decision making by remedial project managers at contaminated DoD fractured aquifer sites. This model can use data that are typically available at a site while incorporating the important processes relevant to describing contaminant transport in a fractured medium. The model was applied to simulate the operation of a pump-and-treat remedial action at a trichloroethene-contaminated fractured aquifer at Pease AFB. The model was able to …
