Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The current economic recession has slowed development pressures across the region and offers an opportunity to build on recent successes. The time is right to plan a coordinated New England conservation strategy that protects and links the region‘s natural assets. …

This research focuses on two issues in enhanced biological phosphorus removal (EBPR). The first issue encompasses the effect of the type of carbon sources (i.e. volatile fatty acids and non volatile fatty acids) on the microbiology of EBPR. The second issue deals with the influence of denitrification on EBPR. Few studies have been performed to investigate these two issues. The recent findings on these areas are summarized below to establish the knowledge gaps this dissertation attempted to address. Details on the specific findings can be found in the literature review portion of this proposal.

The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. We present a data-driven model, Support Vector Machine (SVM), for long lead time streamflow forecasting using oceanic-atmospheric oscillations. The SVM is based on statistical learning theory that uses a hypothesis space of linear functions based on Kernel approach and has been used to predict a quantity forward in time on the basis of training from past data. The strength of SVM lies in minimizing the empirical classification error and maximizing the geometric margin by solving inverse problem. The Ord River Irrigation Area (ORIA) has a 'flow through' irrigation system. That is, irrigation water is diverted from Lake Kununurra and any waste water from the irrigation system and farms flows directly back into the river downstream. This means that any sediment, nutrient or chemicals in tailwater from farms flows straight into the river.

The Ord Land and Water Management Plan 2000 specifies goals to improve surface water quality. The goals are to reduce the load of chemical and nutrient contamination and sediment in tailwater by 40 per cent.

The city of El Paso has the largest inland brackish desalination plant in the world. The Kay Bailey Hutchison (KBH) Desalting plant produces 15 million of permeate water every day. Due to the excellent quality of the water, the permeate water is blended with brackish water producing a final volume of 27.5 million gallons of water every day. With an average recovery rate of 80%, the KBH plant produces an average of 3 million gallons of concentrated brackish water that is disposed of via injection wells 23 miles from the plant.

Stochastic mixed-integer optimization is used to identify a portfolio of long- and short-term supply and conservation actions for a municipal water system to cost-effectively accommodate a distribution of water shortages. Alternative robust, grey-number, and best/worst case formulations systematically explore implications of uncertainties in action costs, life spans, water volumes gained or saved, shortage levels, and shortage probabilities. A detailed example for Amman, Jordan considers 23 potential actions. Results show: (1) remarkable consistency occurs across the different modeling approaches. (2) Conserving water—reducing leakage and targeting select customers to install water efficient appliances—plays an important and growing role over time. (3) A …

Congress has mandated under Section 303(d) of the Clean Water Act that Total Maximum Daily Loads (TMDL's) be established for impaired water bodies to further identify and regulate their waste assimilative capacity. To establish a TMDL, the sources of waste loading or pollutants must be identified, and a method of determining how each should be limited or removed must be developed. Using a water quality model is a typical method for determining these limits, and since new or changed limits will likely impact local businesses and government budgets, the model must be accurate. Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The purpose of this research was to develop a tool to predict the cost and performance of tailored granular activated carbon (T-GAC), an innovative technology to treat perchlorate-contaminated water. The purpose of this research was to investigate orthophosphate as a corrosion inhibitor for copper pipe in a high-alkalinity drinking water system. Specifically, this thesis sought to answer three research questions regarding the impact of orthophosphate treatment, the nature of the mechanism by which orthophosphate controls copper corrosion, and the value of equilibrium modeling in predicting orthophosphate’s effects. Chlorinated solvents, including perchloroethene (PCE) and trichlorethene (TCE), are among the most common groundwater contaminants found in the United States. Once released into the environment, chlorinated solvents are extremely persistent and often require costly and lengthy remedial actions. The use of constructed wetlands has shown promise as an effective and less costly alternative for the treatment of chlorinated solvent contaminated groundwater. Stormwater runoff occurs naturally after every storm event; however, traditional development practices have created many impervious surfaces, such as buildings, parking lots, and streets that increase runoff volume and flow rate. Conventional stormwater management practices focus on collecting runoff into centralized channels and conveying it as quickly as possible to local bodies of water. This type of conveyance system decreases the opportunity for stormwater to naturally infiltrate back into the ground. It also prevents contaminants from being naturally filtered out of stormwater flows. This memorandum discusses model calibration and enhancements made to the Lake Whatcom water quality model. Model development and initial calibration were documented in the report “Lake Whatcom Water Quality Model” (Berger and Wells, 2005). The Lake Whatcom water quality model has been converted from CE-QUAL-W2 version 3.2 to version 3.5 (Cole and Wells, 2006).
