The North American Energy-Water Nexus roundtable was held April 1, 2011, to promote the discussion of how energy and water issues converge in addressing international relations. The roundtable focused on water issues specific to the U.S.-Mexico and U.S.-Canada borders, including stakeholder-driven solutions for water policies and water technologies. The event was co-sponsored by the UNLV Urban Sustainability Initiative; Desert Research Institute; the Canadian Consulate of Los Angeles; and the government of Ontario, Canada.

This paper describes an ongoing collaboration between the Hope College student chapter of Engineers Without Borders – USA and the rural community of Nkuv in the Northwest Province of Cameroon related to improving drinking water quality using Manz biosand filters. The collaboration began in 2006 and focused on developing a community-based construction and distribution model for household water treatment units. Results from microbiology testing of the constructed filters indicate that this water treatment method is effective for improving water quality in rural areas. The results also highlight the need for ongoing assessment and adapting community education programs to provide necessary …

A case study was undertaken in order to evaluate the potential use of dynamic traffic assignment (DTA) tools by Oregon Department of Transportation (ODOT) and its partner agencies. The objectives of this study were to provide insight into the nature of DTA models, to inform the program selection process, and to develop realistic expectations for potential DTA work plans. The Federal Highway Administration (FHWA) has put a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. The main objective of this project is to evaluate the feasibility of re-identifying commercial trucks based on vehicle-attribute data automatically collected by sensors installed at traffic data collection stations. To support this work, archived data from weigh-in-motion (WIM) stations in Oregon are used for developing, calibrating, and testing vehicle re-identification algorithms. The vehicle re-identification methods developed in this research consist of two main stages. In the first stage, each vehicle from the downstream station is matched to the most “similar” upstream vehicle by using a Bayesian model. In the second stage, several methods are introduced to screen out those vehicles …

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

The physical structure of a city frequently defines how people interact with each other and their environment. This paper examines the use of personas as a user-centred design tool for the re-engineering of a city to promote sustainable behaviour and social inclusion of its citizens (the Eight Eyes of Dublin Project). The research was carried out through the adoption of personas and collaboration with design partners to identify barriers to sustainability, and resulted in recommendations for the future development of Dublin city, Ireland. The US highway system is the largest road network system in the world. MDOT administers about 9,722 route-miles, (28,000 lane-miles) of roadway networks in Michigan. Every year, hundreds of projects worth millions of dollars are let by the State Transportation Agency (STA).

Many rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicle. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces. The access and the use of advanced traveler information systems (ATISs) by drivers during normal commuting have been extensively assessed and analyzed. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. Asphalt emulsion has been used for base material stabilization in a few TxDOT districts. Results from these practices were quite different. The initial performance of two projects on US287 constructed around 2000 in the Amarillo District has been found to be satisfactory. However, the Yoakum District has reported problems with asphalt emulsion for base work in a project on FM 237. The preliminary conclusion from these trials has been that asphalt emulsion may not perform well in the high humidity/high rainfall areas like east Texas. Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. Across the state, region, and nation highway safety investigators have developed a wide variety of tools and techniques for highway safety investigation procedures. Analysis techniques can range from systematic evaluation approaches such as the Oregon Department of Transportation’s (ODOT’s) Safety Priority Index System (SPIS) down to specific localized safety assessment strategies. It is important to develop consistent methods for safety evaluations across Oregon to ensure that safety investigations are conducted in a similar manner. Buildings are a significant energy consumer and are responsible for an increasingly large percent of worldwide greenhouse gas emissions, currently between 30 and 40 percent. Energy efficiency presents unique opportunities for building owners to reduce their environmental footprint and add value through cost savings, tax deductions, and increased market value. An analysis of 183 samples of efficiency measures in seven technology categories found that 74% of efficiency investments had a positive net present value. Building automation system and chiller plant improvements had the highest mean energy and carbon dioxide savings per square foot. Additionally, building automation systems had, on average …

The creation of greater New York City in 1898 promised a solution to the problem of supplying Brooklyn and Queens with water. In the 1850s, the City of Brooklyn tapped ponds and streams on the south side of Queens County, and in the 1880s, dug wells for additional supply. This lowered the water table and caused problems for farmers and oystermen, many of whom sued the city for damages. Ultimately, salt water seeped into some wells from over-pumping. By 1896, Brooklyn’s system had reached its limit. Prevented by the state legislature from tapping the aquifer beneath Suffolk’s Pine Barrens, the …

This study contributes to the literature on national long-distance travel demand modeling by providing an analysis of households' annual destination choices and time allocation patterns for long-distance leisure travel purposes. An annual vacation destination choice and time allocation model is formulated to simultaneously predict the different destinations that a household visits and the time it spends on each of these visited destinations, in a year. The model takes the form of a Multiple Discrete-Continuous Extreme Value (MDCEV) structure (Bhat, 2005; Bhat, 2008). Secondary incidents comprise a relatively small but important portion of all incidents, and relatively little is known about their occurrence, characteristics, and associated delays. The Incremental Queue Accumulation (IQA) method is the new delay estimation method for signalized intersections adopted for the Highway Capacity Manual 2010. Using a signalized intersection and a remote data collection facility, the IQA method was evaluated for its accuracy and for potential challenges that practitioners may encounter as they use the new method. The results were compared with delays obtained by the delay estimation models included in the Highway Capacity Manual 2000. It was found that the IQA method was promising and theoretically more robust than the current delay estimation model, but field data collection could be challenging. © …

The safety analysis focuses on the impacts of different exit ramp types for freeway diverge areas and different factors contributing to the crashes that occur on the exit ramp sections. Roadside crashes account for a large portion of total fatal crashes that occur annually in the United States. About 30% of those fatalities are the result of single vehicle run-off-road crashes. A large proportion of these fatal crashes occur in rural roads when vehicles depart from the travel lane and collide with trees or other roadside safety hazards. Billions of dollars are being spent in the United States to restore rivers to a desired, yet often unknown, reference condition. In lieu of a known reference, practitioners typically assume the paradigm of a connected watercourse. Geological and ecological processes, however, create patchy and discontinuous fluvial systems. One of these processes, dam building by North American beavers (Castor canadensis), generated discontinuities throughout precolonial river systems of northern North America. Under modern conditions, beaver dams create dynamic sequences of ponds and wet meadows among free-flowing segments. Urban growth leads to new land-uses abutting arterials requiring driveways for their accessibility. Uncontrolled number and locations of such access points causes safety, mobility and accessibility problems. The solution to these problems is access management (AM) which controls the number and location of the access points. AM techniques are normally documented in the form of guidelines for engineers and planners to follow when implementing the techniques. However, AM guidelines may not cover every technique due to the fact that AM is still growing.
