Several methods exist for quantifying the quality of service provided by a roadway from a bicyclist’s perspective; however, many of these models do not consider physically protected bike lanes and, of those that do, none is based on empirical data from the US. This is problematic as engineers, planners, and elected officials are increasingly looking to objective performance measures to help guide transportation project design and funding prioritization decisions. This paper addresses this gap by presenting a cumulative logistic model to predict user comfort on protected bike lanes developed from data collected during in-person video surveys. Traffic collisions cost Uganda millions of dollars each year. The purpose of this descriptive case study was to describe the strategies and processes needed to implement a road management system. Such a system would significantly reduce the fatalities and accidents in Uganda, improve the transportation within Kampala's business district, and increase business profitability. Three conceptual theories framed the research study: management theory, strategic management theory, and criminology theory. This study analyzes the public's role in the regional water planning process that took place in the State of Georgia from 2009 to 2011. Specifically, this dissertation analyzes the extent to which a 'consensus-based' water planning process occurred by 1) examining the public participation plans that governed how the public was to contribute to the plan and policy formation, and 2) analyzing the public comments that were submitted at public meetings and commenting periods. This study seeks to quantify runoff volume generation and peak flow rates from the urban Sand River Headwaters to determine the most effective placement of additional green infrastructure in Aiken, SC. ArcMap 10.1, HEC-GeoHMS, and HEC-HMS were used to delineate a total outlet watershed along with subwatershed(s) for urban stormwater infrastructure system by 'burning' the stormwater system at an artificial elevation below the existing topologically-based Digital Elevation Model (DEM). Even in areas with increased levels of bicycling, there remains a significant “gender gap” in bicycling in the United States, in contrast to many other countries with high rates of bicycling. The primary objective of this paper was to explore whether protected bike lanes could help reduce the gender gap. To do so, the authors used survey data from a comprehensive evaluation of protected bike lanes in five large U.S. cities (Austin, TX, Chicago, IL, Portland, OR, San Francisco, CA, and Washington, DC) that included survey responses of 1,111 intercepted bicyclists and 2,283 residents. The objective of this thesis was to investigate the factors that affect capacity-related driver behavior on modern roundabouts built on high-speed roads. The capacity of roundabouts is strongly affected by the behavior of drivers as represented by critical headway (critical gap) and follow-up headway (follow-up time). The effects of heavy vehicles (single-unit truck, bus, and semi-trailer) and area type (rural or urban) on roundabout capacity were investigated by comparing the critical headways for roundabouts located on high-speed and low-speed roads. Anecdotal evidence suggests that historically African American communities on the fringes of cities and towns in North Carolina have been systematically denied access to municipal drinking water service. This paper presents the first statistical analysis of the role of race in determining water access in these fringe areas, known as extraterritorial jurisdictions. Using publicly available property tax data, we quantified the percentage of residences with municipal water service in each census block in Wake County (the second-largest by population in North Carolina). Transportation and transit agencies have implemented advanced technologies like transit signal priority (TSP) and Sydney Coordinated Adaptive Traffic System (SCATS) to reduce travel times and improve reliability. However, due to the lack of detailed empirical data, the joint impact of these factors and improvement strategies on bus travel time has not been studied at the stop-to-stop segment level. It is very important to identify locations and time periods where police enforcement produces the greatest crash reductions. This report presents finding from research evaluating U.S. protected bicycle lanes (cycle tracks) in terms of their use, perception, benefits, and impacts. This research examines protected bicycle lanes in five cities: Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C., using video, surveys of intercepted bicyclists and nearby residents, and count data. A total of 168 hours were analyzed in this report where 16,393 bicyclists and 19,724 turning and merging vehicles were observed. Although there is a growing need to access accurate and reliable pedestrian and bicycle data, there is no statewide system to collect data or plan future data collection efforts in the state of Oregon. To address these issues this research conducted a comprehensive review of pedestrian and bicycle data collection methods and counting technologies. Oregon data sources were also compiled and AADT estimation techniques were reviewed and applied to Oregon data. A pilot study was conducted to test bicycle and pedestrian counting methods at signalized intersections with 2070 controllers.
