A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Amargosa Desert, Nevada regional groundwater studies show that the surface runoff infiltration occurring in the arroyos following runoff producing storms, and this infiltration is considered to be a major source of groundwater recharge. Groundwater infiltration through alluvium was investigated in the Amargosa Desert using borehole drill cuttings, groundwater chemistry, and applying a novel method for collecting runoff water. The sampling process included sediment, precipitation, and runoff water. In total, 176 runoff, 182 sediment, and 45 precipitation samples were collected between January, 2009 and January, 2011.Water chemistry, chloride concentrations, and stable isotopes of water collected from specially designed runoff samplers, placed …

Soil-aquifer treatment (SAT) has been proposed as a method for reusing treated municipal wastewater. SAT is characterized by alternating cycles of aerobic and anaerobic conditions in the subsurface, in response to alternating cycles of flooding and drainage of a surface impoundment. It is not yet known how these alternating redox conditions affect the removal of potentially harmful endocrine-disrupting compounds (EDCs) from treated effluent.

A good understanding of the interrelations between land cover alteration and changes in hydrologic conditions (e.g., soil moisture) as well as soil physicochemical properties (e.g., fine soil particles and nutrients) is crucial for maintaining the fragile hydrologic and environmental conditions of semiarid land, such as the Horqin Sandy Land in China, but is lacking in existing literature. The projected increase in the production and consumption of animal products is likely to put further pressure on the globe’s freshwater resources. The size and characteristics of the water footprint vary across animal types and production systems. The current study provides a comprehensive account of the global green, blue and grey water footprints of different sorts of farm animals and animal products, distinguishing between different production systems and considering the conditions in all countries of the world separately. Billions of dollars are being spent in the United States to restore rivers to a desired, yet often unknown, reference condition. In lieu of a known reference, practitioners typically assume the paradigm of a connected watercourse. Geological and ecological processes, however, create patchy and discontinuous fluvial systems. One of these processes, dam building by North American beavers (Castor canadensis), generated discontinuities throughout precolonial river systems of northern North America. Under modern conditions, beaver dams create dynamic sequences of ponds and wet meadows among free-flowing segments. One beaver impoundment alone can exceed 1000 meters along the river, flood the valley laterally, …

Streams in the arid southwest are typically ephemeral, and stream gages are not commonly available. Consequently, runoff data from storm events is not available, and flood control facility design or other water resource related decisions are based on synthetic hydrographs. In the Mojave Desert region of Southern Nevada, the duration of storm used to develop these synthetic hydrographs is the 6 hour storm. The 6 hour storm is used to simulate high intensity summer storms. Sensitivity analysis is critically needed to better understand the microwave emission model for soil moisture retrieval using passive microwave remote sensing data. The vegetation b-factor along with vegetation water content and surface characteristics has significant impact in model prediction. This study evaluates the sensitivity of the b-factor, which is function of vegetation type. The analysis is carried out using Passive and Active L and S-band airborne sensor (PALS) and measured field soil moisture from Southern Great Plains experiment (SGP99). The results show that the relative sensitivity of the b-factor is 86% in wet soil condition and 88% in high vegetated …

This dissertation investigated the impacts of climate change to the hydroclimatology and river and reservoir management operations within the Colorado River Basin. Preliminary research indicated observed warming trends throughout the Colorado River Basin and corresponding seasonal trends to the magnitude and timing of runoff in the Colorado River Basin. Subsequent research investigated the changing character of precipitation and corresponding impacts to streamflow over the Colorado River Basin. Analysis of snowpack telemetry (SNOTEL) stations over the American West and Colorado River Basin indicated decreasing trends in annual snowpack, often at least at the 95% confidence interval. In Pakistan, on-demand availability of groundwater has transformed the concept of low and uncertain crop yields into more assured crop production. Increased crop yields have resulted in food security and improved rural livelihoods. However, this growth has also led to problems of overdraft, falling water tables, and degradation of groundwater quality, and yields generally remain well below potential levels. The volume of wastewater generated by domestic, industrial, and commercial sources has increased with population, urbanization, improved living conditions, and economic development. In the long run, nuclear waste packages will fail gradually due to localized and general corrosion and radionuclides will be transported to the accessible environment by ground water.

Two main failure scenarios are expected for the waste packages: Flow-through model and bathtub model; in the flow-through model water flows through the waste container, while in the bathtub model water pools inside the waste package. The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.
