Urban areas are increasingly exposed to natural hazards while accommodating a growing share of the global population, yet a consistent science-based framework for quantifying urban and community resilience remains lacking. This dissertation develops a physics-based analytical framework grounded in statistical mechanics and the quantitative theory of Brownian motion. A city is conceptualized as a complex medium in which citizens move analogously to Brownian particles within a viscoelastic environment, influenced by socioeconomic interactions and infrastructure functionality.

Iron-rich copper slag (CS) has significant potential as a precursor for the synthesis of sustainable acid-base cement (AB). However, the roles and transformation behaviors of the diverse iron phases in CS during hydration remain unclear. In this study, the preparation conditions, early hydration behavior, transformation processes of iron components, and environmental safety of CS-based iron phosphate cement (CS-IPC) were systematically investigated. Under optimized conditions, with a CS/ADP mass ratio of 3.0 and a grinding time of 1.5 h, CS-IPC exhibited an initial setting time of 27.6 min and a flowability of approximately 159 mm. Transportation systems are increasingly dependent on digital technologies, networked communications, and cyber-physical integration, making cybersecurity an important issue for operational continuity, resilience, and safety. Although cybersecurity risks in transportation are widely recognized, much of the existing research remains mode-specific and lacks a standardized quantitative framework for comparing risk across transportation systems. This study develops a quantitative, incident-based approach for assessing cybersecurity risk variability across four major transportation modes: Aviation, Maritime, Rail, and Road. The structural elements of a office building designed for the University of Mississippi civil engineering senior design project were designed and analyzed. The proposed building is a shared office building located on an empty parcel on Oxford Commons Boulevard. Using the 2018 International Building Code (IBC), the structural loads were determined to be the following: 20 psf roof live load, 20 psf dead load, 20 psf snow load, and 15.6 psf rain load. High-velocity flow at culvert outlets can lead to significant soil erosion and damage to downstream infrastructure, particularly in agricultural regions where land protection is critical. South Carolina has about 2,600 bridges that are supported by nearly 75,000 timber piles. They are increasingly vulnerable to biological decay, cracking and impact damages after decades of service. Current inspection methods used by the South Carolina Department of Transportation (SCDOT), such as hammer sounding and awl probing, are labor-intensive and expensive. This study investigated non-destructive evaluation (NDE) methods, including micro-resistance drilling and stress wave timing, as alternatives for assessing timber pile condition.

Belitic calcium sulfoaluminate (BCSA) cement, an alternative cement, is increasingly used in the United States for its fast-setting and rapid strength gain characteristics, particularly for rapid pavement construction and repair. In addition, BCSA exhibits some early age expansion when moist cured due to the formation of ettringite. Under restrained conditions, expansive cements can be used to generate chemical prestress in reinforced concrete or to offset prestress losses in prestressed concrete. This research utilized an existing SWMM modeling framework of the Ormond area within St. Charles Parish, Louisiana. A micro scale PCSWMM model was updated using GIS Derived values for CN, percent imperviousness, and subcatchment slope and compared to an macro-scale model. Models were compared under several storm events, which included the recent May 14, 2020 storm as well as 2-, 10-, and 100-year design storms. Peak flow, total inflow volume, and hydrograph characteristics were analyzed to assess response of each model.

The number of pedestrian deaths increased by 78% between 2009 and 2023, while other motor vehicle crash deaths increased by 13% in the same period [1]. To identify potential pedestrian safety measures, this study analyzed the effects of location-based demographics, pedestrian phasing type, and other physical infrastructure and behavior variables on the probability of pedestrian-vehicle conflicts at signalized intersections, which is a surrogate measure of crash risk. The South Carolina Department of Transportation manages approximately 2,300 “flat-slab” bridges statewide, with an average age of 58 years, according to the National Bridge Inventory (NBI 2024). Many of these structures were originally designed for H10 or H15 truck loadings, which are significantly below current design standards. As a result, numerous bridges have been load-posted, restricting freight movement, emergency response, and local connectivity. While full replacement provides a long-term solution, it is often cost-prohibitive and disruptive. To address the limitations of traditional planning-level cost estimating methods, such as reliance on statewide averages, heavy reliance on engineering judgment, and high levels of inaccuracy, this study developed two data-driven frameworks and corresponding tools. The first framework focused on resurfacing projects and used treatment-specific simple linear regression based on lane miles and geographic location. The second addressed a broader group of construction projects and used multiple linear regression with project length, route type, and right-of-way cost as key predictors. This dissertation compares the factors that drive the long-term functionality of small drinking water systems (serving fewer than 10,000 people) in developing and developed country contexts, with a focus on groundwater supplies. Using regression analysis in SAS and complementary fuzzy-set Qualitative Comparative Analysis (fsQCA) for developing countries, the study integrates two datasets: 23 Engineers Without Borders project surveys (90+ variables across 14 countries) and a multi-year National Park Service inspection dataset (approximately 1,561 systems; 7,460 recorded deficiencies, enriched with U.S. Census ZIP-code aggregates).
