Qualitative Findings From The Practice Of Outsourcing By The Aviation Technical Services Industry In Northern Europe: Comparison With Literature, Jukka Holkeri

Journal of Aviation Technology and Engineering

The outsourcing of maintenance and other technical services is a trend in both military and civil aviation. This article uses input from real outsourcing cases in Northern Europe to verify previous literature findings and to introduce new viewpoints to fill an identified research gap.

Interviews of deeply involved individuals from six cases were selected and analyzed using the Delphi method. The findings were synthesized using a framework that articulates contexts, observed outcomes, and generative mechanisms.

Regardless of the type of maintenance performed on aircraft, instructions are to be used to provide the aviation technicians completing the maintenance activities with guidance on, and an outline of, the maintenance items to be performed and completed. However, the use of instructions does not guarantee the correct and proper completion of the maintenance activities as the instructions may be erroneous and/or maintenance personnel can misunderstand, misinterpret, or improperly follow the procedures outlined. The maintenance cost of a commercial aircraft comprises airframe, components, and engines. The most expensive of them are engines, which may represent up to 60% of an aircraft cost, and therefore will have a significant impact on any airline finance. © 2020 by the authors. Licensee MDPI, Basel, Switzerland. Aircraft maintenance includes all the tasks needed to ensure an aircraft’s continuing airworthiness. Accidents that result from these maintenance activities can be used to assess safety. This research seeks to undertake a preliminary investigation of accidents that have maintenance contributions. An exploratory design was utilized, which commenced with a content analysis of the accidents with maintenance contributions (n = 35) in the official ICAO accident data set (N = 1277), followed by a quantitative ex-post facto study. The United States general aviation fleet is aging with aircraft manufactured 35–39 years ago representing the most prevalent group. Since older aircraft are more prone to airframe corrosion, fatigue, and brittle electrical wiring, the present study was undertaken to determine whether malfunction-related accidents for general aviation aircraft manufactured between 1970 and 1984 were elevated relative to airplanes produced more recently (2000–2014).

The NTSB aviation accident database was used to identify piston-powered airplane accidents occurring over the 2005–2014 period. Aircraft manufacture year and fleet activity data were from the FAA. Statistical analyses employed contingency tables and Poisson distributions.
