According to CFR 14 Part 107, an RPC is issued strictly on the results of the Federal Aviation Administration’s (FAA) knowledge test and background security check. This leaves commercial sUAS operators on their own to determine the training and proficiency required to fly safely and effectively. Regardless of the learning method, the question becomes, what knowledge and maneuvers should be learned, and to what proficiency level? This paper explores specific knowledge and skills which should be mandatory for all sUAS commercial pilots and recommends a probation period to gain experience before receiving an unrestricted RPC.

Acknowledging the SHELL human factors model, authors examine interfaces among components and assess problems created when the model is aligned with modern digitized flight deck systems. Complacency and overreliance on automated systems are evaluated, and cognitive load and potential for degraded situational awareness are examined. Authors present a SHELL overlay demonstrating where particular digitized functions and operations present challenges to operators and markedly influence effective SHELL interactions in highly complex flight deck systems. Introduction: General aviation missions related to furtherance of business potentially carry higher risk (operations in adverse weather, at night, for longer distances) than those undertaken for recreation. The study herein was undertaken to determine fatal accident rates, proportions, and risk factors/causes. Method: The National Transportation Safety Board aviation accident database was queried for accidents (1996–2015). Annual fleet times were from the general aviation annual activity survey. Statistical analyses used Poisson distributions, proportion testing, and Cohen’s Kappa tests. The UAS PILOTS CODE (UASPC) offers recommendations to advance flight safety, ground safety, airmanship, and professionalism.6 It presents a vision of excellence for UAS pilots and operators, and includes general guidance for all types of UAS. The UASPC offers broad guidance—a set of values—to help a pilot interpret and apply standards and regulations, and to confront real world challenges to avoid incidents and accidents. It is designed to help UAS pilots develop standard operating procedures (SOPs), effective risk management,7 safety management systems (SMS), and to encourage UAS pilots to consider themselves aviators and participants in the broader aviation community.

Flying over mountainous and/or high elevation terrain is challenging due to rapidly changeable visibility, gusty/rotor winds and downdrafts and the necessity of terrain avoidance. Herein, general aviation accident rates and mishap cause/factors were determined (2001–2014) for a geographical region characterized by such terrain.
Accidents in single piston engine-powered aircraft for states west of the US continental divide characterized by mountainous terrain and/or high elevation (MEHET) were identified from the NTSB database. “All too often, pilots tell me they don't need physiological training because they don't fly that high. The statement points out the general feelings of a large majority of the aviation population. I suppose then the burning question is ‘why do we still have aircraft accidents?’” (Boshers, 2015). To this day there are no statistics on how often general aviation pilots experience hypoxia during everyday operations. General aviation pilots (i.e. non-commercial operations) were chosen for this study because:

Unmanned aircraft activity is becoming more common within the National Airspace System (NAS) and is expected to dominate the NAS in the near future. Specific procedures for adopting unmanned aircraft into the National Airspace System (NAS).
A variation of the Military Grid Reference System was developed and digitally overlaid onto the radar display. To incorporate this grid system, a customized flight plan database was created for the storage of operator submitted flight plans. Learning and applying complex information at a fast rate can be challenging for students within an air traffic control - training program. Incorporating digital learning tools into an air traffic control training programs may increase student learning and success rates. Swivl is a digital learning capture tool designed to enhance student learning by allowing students to refer back to their individual classroom lab training session videos via an online portal. The United States general aviation fleet is aging with aircraft manufactured 35–39 years ago representing the most prevalent group. Since older aircraft are more prone to airframe corrosion, fatigue, and brittle electrical wiring, the present study was undertaken to determine whether malfunction-related accidents for general aviation aircraft manufactured between 1970 and 1984 were elevated relative to airplanes produced more recently (2000–2014).

In 2009, the Naval Aviation Survival Training Program (NASTP) Trainer Management Team (TMT) identified a need for a next-generation normobaric mask-on hypoxia trainer with enhanced capabilities due to the lack of positive air pressure provided by existing capabilities. The lack of a positive pressure-on-demand airflow delivery for current mask-on hypoxia training has been cited as a potential training gap wherein 44% of students experience air hunger (Artino, Folga, & Vacchiano, 2009). The Safety Management Annex (Annex 19), which became applicable in November 2013, consolidates safety management provisions previously contained in six other International Civil Aviation Organization (ICAO) Annexes, and will serve as a resource for overarching state safety management responsibilities. Through Annex 19, ICAO has required that its member states develop and implement safety management systems (SMS) to improve safety. Flight training accidents constitute 14% of general aviation accidents. Herein we determined the rates, injury severity, and phase of flight for primary student solo accidents/incidents (mishaps) in Cessna 172 aircraft. Mishaps over the period spanning 1994–2013 were identified from the NTSB database. Student population data were from the FAA. Statistics employed proportion tests, Poisson distribution, and Mann-Whitney tests. Across the study period, 598 mishaps were identified. While the mishap rate increased nearly two-fold between 1994/1997 and 2002/ 2005, a 35% decline was evident thereafter. Nevertheless, no statistical difference in mishap rates was evident between the initial and current periods. Over …

The use of small unmanned aircraft systems (sUAS) has increased significantly in the past year. Geographic fencing (geo-fencing) is software built into most medium-cost consumer sUAS. Obesity affects over 25% of Americans; however, prescribed FAA standard passenger weights for US airlines are based on data compiled 15 years ago. Since increased passenger weight degrades aircraft performance and may lead to a loss of control, the hypothesis herein is that passenger weight under-estimation for states with high obesity rates could potentially lead to a runway overrun or the inability to out climb rising terrain. In terms of the employed methodology, current person weights for the ten most obese states were determined using nationwide data adjusted for state ethnicity. The Federal Aviation Administration’s (FAA) Next Generation Air Transportation (NextGen) program is a long-term modernization and transformation of the current National Airspace System (NAS) into a more effective and coordinated decision-making system. NextGen provides a more reliable, secure, and dependable aviation capability for both users and operators ensuring more capacity, throughput, and safety. Obesity, affects a third of the US population and its corollary occupant weight adversely impacts safe flight operations. Increased aircraft weight results in longer takeoff/landing distances, degraded climb gradients and airframe failure may occur in turbulence. In this study, the rate, temporal changes, and lethality of accidents in piston-powered, general aviation aircraft related to exceeding the maximum aircraft weight/center of gravity (CG) limits were determined.
