This research provides justification for experimenting with system dynamics (SD) for performing Operation and Support Cost estimates. For the C-17 Globemaster III cargo aircraft, these costs could exceed $64 billion dollars. Also, many of our weapon systems are beginning to reach the end of their effective life span, and discussions about the impact of aging, on aircraft, has become a hot topic in the literature. System Dynamics is a modeling methodology developed in 1958, but never used extensively for cost estimating. One of the biggest considerations for an Aerospace Expeditionary Force (AEF), in terms of cost and airlift requirement, is the use of aircraft spares kits to support combat operations. To date, these kits are built on the assumption that there would be no resupply for the first 30 days of a contingency. However, with more efficient transportation and information resources available today, it seems logical that resupply would occur much more quickly. The Air Force has implemented various aircraft maintenance organizational structures. The implementation of the Objective Wing in the early 1990s was the latest occurrence of reorganization. This research looks at the effect of the type of aircraft maintenance organizational structure on aircraft maintenance performance. The type of organizational structure was defined by the functional centralization of the on-equipment maintenance. Aircraft maintenance performance was measured using TNMCM rates, fix rates, repeat/recur rates, man-hours per flying hour, and scheduling effectiveness rates. The purpose of this study is to investigate the effects of certain national economic indicators on enlisted aircraft maintenance personnel retention rates. To fulfill this purpose, this study builds a linear regression equation that can predict the retention rate using the civilian unemployment rate and the index of 11 leading economic indicators as the independent variables. Journal literature and economic texts were reviewed to identify the indicators as good predictors for changes in employee turnover. Despite the high Operational and Support costs incurred, the Brazilian Air Force's (BAF) declining budget has led to the establishment of conservative policies that favor short run solutions for a critical BAF airlift problem of operating an aging fleet. As a result of this policy, service life extensions of older airlift aircraft are the preferred solution. Using an equal airlift capacity approach to examine the Brazilian Air Force mobility system, this research performs a cost comparison analysis between two aircraft currently in operation at Brazilian's airlift command: C-130 Hercules and C-95 Bandeirante. This study examined the effects of converting a large USAF aircraft maintenance squadron from an 8- hour shift system to a 12-hour shift system. In 1996, the squadron converted its 24-hour operations from three 8-hour work shifts, to two 12-hour work shifts with compressed work weeks. The squadron maintained 12-hour shifts for 19 consecutive months. A comparison was made of organizational performance, worker health and safety measures before, during and after 12-hour shift implementation. Findings indicated that changing from 8- to 12-hour shifts resulted in a slight increase in aircraft Mission Capability rates. However, this benefit appears to have come …

This historical study details the U.S. Air Service's logistics operations at home and abroad in an attempt to determine the relationship between the process and more recently established logistic principles. The information in the study was collected through an extensive review of both first hand accounts and historical compilations of the nature of World War I aviation logistics. Information regarding the production of the De Haviland DH-4 and Liberty Engine serve as the primary case examples of the operation of the logistics system. This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. This thesis evaluates selected F-16 avionics Line Replaceable Units (LRUs) transiting the logistics pipeline in order to examine the existence of bottlenecks and explore potential solutions within the current Department of Defense (DoD) logistics reparable pipeline. A previous study reported that a reduction in the overall pipeline resupply time of at least one day equates to a savings of approximately $25.45 million (Hill et al, 1990:iii). Bottlenecks cause movement delays to the entities moving through the logistics reparable pipeline. The first purpose of this thesis was to study the effects of four factors on aircraft availability: the aerospace ground equipment (AGE) design configuration, the mean time between failure (MTBF) of AGE, the mean time to repair (MTTR) AGE, and the travel time to transport the AGE around the flightline. A simulation developed by Carrico (1996) that has its foundation based on the Logistics Composite Model (LCOM) was used. This study describes the prioritization schemes utilized in the Air Force logistics reparable pipeline. The reparable pipeline is defined and illustrated with flowcharts. A literature review examines previous research conducted on the reparable pipeline, including analytic and conceptual pipeline models, and pipeline management studies. In addition, the topic of prioritization as defined in the production/operations management academic discipline is reviewed. Prioritization schemes of the reparable pipeline are reported in tabular format in addition to descriptions of the various prioritization schemes. The purpose of this thesis was to undertake a systematic, scientific study of the accuracy of Air Force published fuel factors to estimate fuel costs at MAJCOM level by mission, design, and series (MDS) since the implementation of the Fuels Automated Management System (FAMS) under the current environment of decentralized aviation fuel (AVFUEL) funding. The research found that, at MAJCOM level, the use of USAF published AVFUEL factors in estimating out-year costs would have overstated costs in both fiscal year (FY) 1994 and FY 1995 by $2.5 M (FY 1994), by $.25 M (FY 1995), and may potentially understate costs …

These changes have intensified competition in both domestic and international air transport market. As the market becomes more competitive, the ultimate ability of a carrier to survive and prosper depends greatly on its cost competitiveness. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. In an effort to provide a timely and reasonably accurate methodology for determining C-130 intratheater airlift requirements, this research concentrated on a rough-cut capacity approach using a straight forward linear programming spreadsheet model. To provide more detailed analysis, a more sophisticated linear program was investigated. Specifically, the spreadsheet model calculated the minimum number of C-130s required to carry required cargo, passenger, and aeromedical loads based on user-defined daily requirements. Lean Logistics is an innovative proposal designed to reduce the costs associated with reparable inventory management. The purpose of this thesis is to determine whether a wartime lean logistics pipeline can maintain acceptable aircraft availability rates in response to induced variations of order and ship time (OST) and flying hours for deployed forces. The Dyna-MEIRIC Version 6.4 simulation program was used to evaluate nine different factor-level combinations. Current Air Force demand forecasting systems, DO41 and REALM, assume reparable demand is solely flying hour driven. The purpose of this study is to evaluate the relationship between demands, flying hours, and number of sorties at the work unit code level and improve reparable demand forecasting. A three phase methodology is used to analyze the demand, flying hour, and sortie relationship. The first phase uses multiple regression to determine a relationship at various work unit code levels. One of the proposals of Lean Logistics is the relocation of many inventory assets to Intermediate Supply Points (ISPs). This research investigates the effect of consolidating Two Level Maintenance designated reparable asset inventories. The effects of interest are the potential reduction in aggregate inventory requirement and resulting savings and the effect of delayed issue of the assets on mission capability. The metric selected to measure the effect on mission capability for this study is the Not Mission Capable-Supply (NMCS) rate. This thesis provides an in-depth discussion of the Government Performance and Results Act (GPRA) of 1993. The GPRA is a new law that mandates strategic management be conducted in all federal government agencies. Soon all federal government agencies will be directed to comply with the requirements of the law and implement strategic management within their organizations. This study selected Air Force Materiel Command Headquarters (AFMC) logistics organizations and subordinate units as the test organization. Interviews were conducted with headquarters AFMC logistics and strategic planning personnel, as well as 88th Logistics Group personnel to evaluate several issues within their organization: (1) …
