The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, Airline Quality Rating 2001, reflects monthly Airline Quality Rating scores for 2000. AQR scores for the calendar year 2000 are based on 15 elements that focus on airline performance areas important to air travel consumers.

Approximation Model Building For Reliability & Maintainability Characteristics Of Reusable Launch Vehicles, Resit Unal, W. Douglas Morris, Nancy H. White, Roger A. Lepsch, Richard W. Brown

This paper describes the development of parametric models for estimating operational reliability and maintainability characteristics for reusable launch vehicle concepts, based on vehicle size and technology support level. A reliability and maintainability analysis tool (RMAT) and response surface methods are utilized to build parametric approximation models for rapidly estimating operational reliability and maintainability characteristics such as mission completion reliability. These models that approximate RMAT, can then be utilized for fast analysis of operational requirements, for lifecycle cost estimating and for multidisciplinary design optimization.

Increased emphasis is being placed on improving the performance of space projects, within tighter budgets and shorter development times. This has led to a need for more efficient space system design methods. The research described here represents an effort to develop and evaluate such a method.
Systems engineering and concurrent engineering together provide the theoretical foundation for the method. The method, derived from both this theoretical foundation and ideas from experts in the space industry, emphasizes a total systems analysis approach, taking into account given mission requirements, and the mathematical modeling of interactions between system variables and between subsystems. Engineers must often make a quick "ballpark" cost estimate of a new plant, facility, or piece of equipment before the detailed design phase. One easy way to obtain such an estimate is to base the cost on a known cost for a similar plant, facility, or piece of equipment by using the ratio of the capacities or sizes of the known and proposed item raised to an exponent R. This predesign cost-estimating approach is especially useful for doing sensitivity analyses and feasibility studies for which a high degree of accuracy is not required.
