Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. Each upgrade’s “necessity” for a given mission area was obtained by conducting a survey of over 250 experienced F-15C pilots. The solution presented in …

With increasing terrorist attacks around the world, detection of hidden bombs like IEDs (Improvised Explosive devices) has become very important. The main aim of this thesis is to develop an automatic change detection system to detect changes in terrain. It is mainly used in military applications for protection of military convoys. Remote sensing techniques like NDVI (Normal Difference vegetative Index) when applied to phenological variations in aerial images, ascertained the seasonal rise and decline of photosynthetic activity in different seasons, resulting in different color tones of vegetation. The rise and fall of NDVI values decide the biological response, either the green up or brown down [1]. Vegetation in green up period appears with more vegetative vigor and during brown down period it has a dry appearance. Dynamics And Control Of Tethered Satellite Formations For The Purpose Of Space-Based Remote Sensing, Kurt A. Vogel

This dissertation assesses the utility of tethered satellite formations for the space-based remote sensing mission. Energy dissipation is found to have an adverse effect on foundational rigid body (Likins-Pringle) equilibria. It is shown that a continuously earth-facing equilibrium condition for a fixed-length tethered system does not exist since the spin rate required for the proper precession would not be high enough to maintain tether tension. The range of required spin rates for steady-spin motion is numerically defined here, but none of these conditions can meet the continuously earth-facing criteria. Quantitative Analysis Of A Turbulent Wind Tunnel With Obstructions For Use In Liquid Flame Spread Experiments, Beau M. Brantley

The research was done as part of an effort to develop alternative fire suppressant technologies for aircraft engine nacelles. The turbulent shear flow behind a surface mounted fence inside an open circuit wind tunnel was investigated experimentally. The tunnel test section was designed to be 2-D and exhibit flow qualities similar to those found in a typical engine nacelle. A 279 mm wide fuel pan was inserted approximately four fence heights downstream of the fence location. The fuel pan was filled using water to simulate fuel with a depth of 32 mm. Electromagnetic suspension of Magnetic Levitation Vehicles (Maglev) has been studied for many years as an alternative to wheel-on rail transportation systems. In this work, design and implementation of control systems for a Maglev laboratory experiment and a Maglev vehicle under development at Old Dominion University are described. Both plants are modeled and simulated with consideration of issues associated with system non-linearity, structural flexibility and electromagnetic force modeling. Discussion concerning different control strategies, namely centralized and decentralized approaches are compared and contrasted in this work. The purpose of this research was to develop a general, statistical model of order-to-delivery times for commercial satellite imagery. The research looked at the current four satellite providers with 3-meter or better imagers in the context of a generalized model of commercial imaging satellite operations. Existing methods use orbit analysis tools to determine the imaging time of a specified target based on defined satellite position and times, but can only develop shortest and longest times to an imaging opportunity. The purpose of this study was to analyze the performance effects of gender and regional dialect on air traffic control statement recall. Sixty-one student volunteers participated in the experiment. Thirty-one participants held a pilot’s license and 30 participants had no flight experience. Each participant listened to one CD with 60 ATC statements each representing a male and female voice and New England, Southern, and General American dialect. Participants were asked to recall exactly what they heard. If the participant could not understand what they heard, they requested a repeat. The primary goal of the present study was to investigate the effects of display integration in a simulated commercial aircraft cockpit equipped with a synthetic vision display. Combinations of display integration level (low/high), display view (synthetic vision view/traditional display), and workload (low/high) were presented to each participant. Sixteen commercial pilots flew multiple approaches under IMC conditions in a moderate fidelity fixed-base part-task simulator. Pilot performance data, visual activity, mental workload, and self-report situation awareness were measured.

Atmospheric water vapor measurements are essential for the understanding of Earth's weather and radiation budget, along with the water cycle. The remote sensing Differential Absorption Lidar (DIAL) technique is a commanding method used for water vapor measurements from aircraft, spaceborne, and ground-based platforms. The new unmanned aerial vehicle (UAV) water vapor DIAL system provides great feasibility due to the weight and size limitations. The system has significantly less weight, power consumption, and noise presence, thus making it great for UAV applications.

In this work goal programming is used to solve a minimum cost multicommodity network flow problem with multiple goals. A single telecommunication network with multiple commodities (e.g., voice, video, data, etc.) flowing over it is analyzed. This network consists of: linear objective function, linear cost arcs, fixed capacities, specific origin-destination pairs for each commodity. A multicommodity network flow problem with goals can be successfully modeled using linear goal programming techniques. When properly modeled, network flow techniques may be employed to exploit the pure network structure of a multicommodity network flow problem with goals.
