Following is a summary of conclusions for future procedures and materials which should be considered as a method to provide effective lane delineation during wet-nighttime conditions.

  • Snowplowable raised pavement markers should continue to be used on interstates and parkways. The installation process must ensure the markers are not placed on or adjacent to the pavement joint.
  • Lenses in the steel casting raised pavement markers should be replaced on a three-year cycle. The condition of the castings …

An Overview Of U.S. Commuter Rail, Timothy J. Brock, Reginald R. Souleyrette May 2013

An Overview Of U.S. Commuter Rail, Timothy J. Brock, Reginald R. Souleyrette

Kentucky Transportation Center Research Report

Planners view commuter rail as a means of managing urban sprawl, stimulating economic development and reducing the environmental impacts of transportation. Commuter rail systems, which use shared rights-of-way to connect suburban hubs with downtown urban centers, are beginning to have a large impact on the way people and freight move through US cities. Currently, there are 26 commuter rail systems operating in 29 major U.S. metropolitan areas. However, there is confusion among the general public and disagreement among transportation organizations as to what constitutes a commuter rail system and how to classify some rail systems. This research establishes a complete …

Motor Carrier Tax Consolidation Study, Andrew Martin, Mark Bell, Jennifer Walton

Kentucky Transportation Center Research Report

This study analyzed the tax and fee structure for Kentucky motor carriers and details a possible policy scenario for eliminating the weight-distance tax. The report starts out analyzing detailed revenue and rate information for the motor fuel tax, motor fuel surtax, weight distance tax, IRP registration fees, and intrastate registration fees. Consolidation policies in Idaho and Ohio were reviewed, as well as a previous consolidation proposal in Kentucky. A new consolidation framework was developed, where IRP and intrastate plate fees were increased by 129 percent and the weight-distance tax was eliminated. Projections for weight-distance tax and IRP fees (both current …

Fluorescing Coatings For Improved Inspection During Bridge Maintenance Painting, Bobby W. Meade, Theodore Hopwood Ii, Sudhir Palle Oct 2012

Fluorescing Coatings For Improved Inspection During Bridge Maintenance Painting, Bobby W. Meade, Theodore Hopwood Ii, Sudhir Palle

Kentucky Transportation Center Research Report

Optically active pigments (OAPs) fluoresce under light exposures with wavelengths (nm) producing emissions in the visible spectra (380 to 740 nm). They are used as paint pigments to aid visual inspection of applied coatings for defects such as pin-holing and incomplete coverage. OAP coatings are widely used in various industries outside of bridge maintenance painting.

This study addressed the laboratory evaluation and field trial of an OAP coating for KYTC bridges. OAP coatings were evaluated for inspectability and accelerated weathering performance in a laboratory test program. After successful laboratory performance, OAP coatings were specified for a KYTC bridge painting project …

Kentucky Transportation Center Research Report

The objective of this study was to establish 2012 safety belt and child safety seat usage rates in Kentucky. The 2012 survey continues to document the results after enactment of the original “secondary enforcement” statewide mandatory safety belt law in 1994 and the subsequent change to “primary enforcement” which was enacted in 2006. Data were collected at 160 randomly selected sites in 18 counties across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, county and vehicle miles traveled.

Temporary Flood Barriers, Sarah M. Mccormack, Chris Vandyke, Ashley Suazo, Doug Kreis

Kentucky Transportation Center Research Report

This report investigates the use and effectiveness of temporary flood barriers (TFBs) to mitigate the impacts of flood waters on Kentucky’s roadways. TFBs are structures, usually filled with sand, which are constructed along the edges of roadways and thus serve as a buffer against rising waters. In doing so, they can protect the structural soundness of roads, and ensure that roads remain open to traffic during flood events. The report is divided into four main sections. The first chapter introduces the concept of TFBs and notes situations in which they have been effectively deployed. The second chapter surveys the different …

Developing And Implementing Strategies To Address “Freddie Freeroader”, David Q. Hunsucker, Mark S. Spellman, Mark Bell

Kentucky Transportation Center Research Report

Although the majority Kentucky’s citizens pay their fair share of motor vehicle registration taxes, there are indications that a number of citizens evade motor vehicle property and usage tax through a variety of means. Some individuals license their cars in states that have no, or very low, property taxes on motor vehicles; others abuse the use of temporary tags, or simply fail to renew the registration on their vehicles. As a result, Kentucky is losing income that would be used to repair the state’s roadways and fund local services such as schools, libraries, health departments, and police and fire services. …

Railroad Subgrade Support And Performance Indicators: A Review Of Available Laboratory And In-Situ Testing Methods, Michael T. Mchenry, Jerry G. Rose

Kentucky Transportation Center Research Report

The quality and support of the subgrade portion of a railroad trackbed are vital to the overall performance of the track structure. The subgrade is an integral component of the track structure and its performance properties must be considered in order to effectively assess its influence on subsequent track quality. European and Asian railways are particularly advanced in implementing subgrade performance indicators into their track designs and assessments. As train speed and tonnage increase in the U.S., the evaluation and influence of subgrade performance will become even more paramount. There are numerous means of measuring and predicting subgrade performance. Both …

Construction Training For The Current And Next Generation Of Technicians, Paul M. Goodrum, Dong Zhai

Kentucky Transportation Center Research Report

Technicians are a vital component to the success of any roadway projects. Unfortunately, the Kentucky Transportation Cabinet (KYTC) is experiencing significant shortages of technicians among all aspects of construction and maintenance. Training and developing the adequate numbers of qualified technicians is a substantial endeavor that requires a comprehensive examination of the adequacy of current training program versus the anticipated skill needs of technicians on future projects. Two questionnaires were developed to identify this gap. One is to investigate the skills and trainings that the Cabinet’s technicians possesses and received, and the second is to investigate the skills and/or knowledge which …

Experimental Coating On Interstate 264 In Jefferson County, Bobby W. Meade, Sudhir Palle, Theodore Hopwood Ii

Kentucky Transportation Center Research Report

A waterborne acrylic coating was applied over a washed and tool cleaned zinc/vinyl system as a maintenance overcoat. The coating has several positive characteristics in that it is “user friendly”, substrate tolerant, develops good adhesion quickly, and is environmentally friendly. There were some issues concerning quality of work in surface preparation and application and in the fact that on two locations bubbles developed in the newly applied coating. The cause of the bubbling has not been determined.
