An ideal Railway/Highway At-Grade Crossing Management program involves selecting costeffective practices when designing new crossings and rehabilitating existing crossings. This report outlines two strategies to enhance KYTC’s existing program. First, it describes a process that uses decision-option diagrams to optimize the assessment and implementation of engineering solutions in order to restore desired smoothness, minimize settlement in the postconstruction phase, and foster acceptable long-term performance of crossings following their rehabilitation. Decision-option diagrams rely on assessments that are site-specific and based on historical performance, the present observed performance and condition, and the measureable parameters specific to particular crossings. This report documents the long-term performance of 89 railway/highway at-grade crossings in Kentucky and adjacent states that contain asphalt underlayment underneath the ballast. Asphalt underlayment increases load carrying capacity for trains and highway vehicles while enhancing the support structure’s waterproofing and confinement. The asphalt underlayment crossings studied were installed at sites that had historically exhibited poor performance and short service lives. Most of the crossing sites evaluated were 10-15 years old; however, their ages ranged up to 30 years. All of the crossings investigated have shown excellent performance since the installation of asphalt underlayments. No crossing failures, such as excessive …

The inland waterway system of the U.S. is a vital network for transporting key goods and commodities from the point of production to manufacturers and consumers. Shipping materials via the inland waterways is arguably the most economical and environmentally friendly option (compared to hauling freight by trains or railways). Despite the advantages the inland waterways enjoys over competing modes, key infrastructure – such as locks and dams, which help to control water levels on a number of rivers and make navigation possible – is declining. The inland waterway system is a vital part of the nation’s multi-modal freight network. Although less visible than other modes, inland waterways allow shippers to transport bulk commodities in a relatively cheap and environmentally-friendly method. To ensure this transportation mode remains a feasible option and accommodates growth, it must continue to be safe, efficient, and functional. This synthesis provides comprehensive perspective on the financial prospects of the inland waterways system. It analyzes current funding levels, along with proposed funding changes and reforms.

A primary objective of this study was to determine average crash statistics for Kentucky highways. Rates were calculated for various types of highways and for counties and cities. This project involved an evaluation of the codes which relate to roadway contributing factors. This included a review of relevant codes used in other states. Crashes with related codes were summarized and analyzed. A sample of crash sites was inspected to evaluate the accuracy and consistency of the data being evaluated.

The results of the study are recommendations for a coding format to enable accurate and consistent data concerning the roadway as it affected the crash as well as examples of areas of training to improve the accuracy and consistency of the data.

This project evaluated the ability of concrete sealants to impede the ingress of chloride ions into concrete bridge decks. Laboratory testing evaluated 24 concrete-penetrating sealants and four film-forming products. The products were selected based on survey results from adjacent state transportation agencies. KTC assisted the KYTC in developing Special Notes for applying four experimental sealants to two bridges (B00056L & B00056R) located on Interstate 471, over 6th Street in New Port, Kentucky. The current contractor evaluation system in use within the Kentucky Transportation Cabinet is based on the contractor evaluation system developed as part of SPR 212-00 “Quality Based Prequalification of Contractors.” This system relies on average performance ratings from the completion of the Contractor’s Performance Report at the conclusion of every project or annually for multi-year projects. The contractor’s average performance rating is weighted based on the dollar value of work performed across all projects for the year. This report reviews the current state of available public transportation services in central Kentucky, with a focus on the Lexington-Fayette County commutershed. Within the region, this report identifies the major public transportation providers, describes the transit services available through them, and examines the potential opportunities of intercounty commuter public transportation services. Using intercounty commuting data obtained from the 2006-2008 Census Transportation Planning Products (CTPP), this report estimates the potential need and opportunity for additional transit services. Lastly, this report argues for the viability of vanpools as an efficient and cost-effective strategy for addressing the shortage of intercounty commuter transit services.

The purpose of this report is to document the activities of the research effort and present the findings of the work accomplished. Transition zone is the area in which it is communicated to drivers that the roadway environment is changing (i.e., from rural to built-up) and that their speed should change as well. This study evaluated treatments that could advise drivers to this. Based on the study findings, it is recommended to add additional speed warning sites to such transition zones.

A 1500 Mhz. ground coupled, ground penetrating radar antenna was used to identify both the horizontal alignment and the vertical displacement of the concrete tie-bars and the transverse joint dowel bar assembles on a Portland-Cement-Concrete-Pavement (PCCP) on US 60 in McCracken County, KY. Approximately 5 lanes miles of PCCP were evaluated using the 1500 Mhz. ground coupled antenna. Results indicate that only one transverse dowel basket out of an approximate total of 1,760 were within 4.17 inches of the pavement surface. Seven transverse dowel baskets were misaligned four inches or greater from the location of the sawed joint. These areas …

The Federal Highway Administration requires State Transportation Agencies to have a formal method to estimate contract time for highway construction projects. To meet this requirement many states use an integrated scheduling system to estimate project durations based on assumed productivity rates and generic job logic. The current work investigated the accuracy of two of these systems found that both systems accuracy in predicting the duration of Kentucky Transportation Cabinet projects was greater than +200%. In 2010, Kentucky implemented a Performance Registration Information Systems and Management (PRISM) based automated ramp screening system (PARSS) at the Boone County inspection station on southbound I-71. The purpose of the PARSS is to identify and screen every vehicle that enters the Boone County inspection station. The system provides automated screening of trucks based on the license plate number and the USDOT number displayed on the vehicle. The report details the pre-construction monitoring, planning and design, and construction of the retrofit measures on the US150 bridge over Beech Fork River in Nelson County, KY and Cartwright Creek bridge on the border of Washington-Nelson County, KY. All reinforced concrete girders of the five-span Beech Fork River bridge and three-span Cartwright Creek bridge of deck-girder construction had developed diagonal cracks near or at the transition of the variable-and-constant depth regions.

Bridge clearances can vary from lane-to-lane beneath overpasses, and can often be difficult to measure due to high traffic volumes. Therefore, a mobile LiDAR unit was utilized in this project to obtain the bridge clearance heights on the Western Kentucky Parkway. The LiDAR information was collected at 400,000 points-per-second at a driving speed of 30 mph. Hand measurements were also taken on each bridge to assist in quantifying the potential error between field measurements and LiDAR measurements. Kentucky’s Road Fund serves as the primary source of funds for the state’s roadway system. Motor fuels taxes and motor vehicle usage taxes are the two main components of Road Fund revenues. The objective of the survey summarized in this report was to establish a statewide safety belt usage rate in Kentucky for 2013. This rate can be compared to those determined from previous surveys. The 2013 statewide survey continues to document the increase in usage associated with the change in the law to allow primary enforcement and related evaluation and enforcement.
