Executive Summary: The present report presents a review of the state-of-the-art technologies for the development of a low-cost, self-calibrating stream gaging station. The research was conducted by the Utah Water Research Laboratory with funding provided by the Utah Division of Water Resources through Project RP 110080, March 1998. The report presents a review of the current practices in stream gaging and how technologies such as remote data telemetry through the use of satellite, cellular phone communications, and radio telemetry can be used for the real-time transmission of data. Applications of simulation/optimization (S/0) software to develop contamination remediation strategies include formal remediation optimization using heads and gradients (hydraulics-based) and concentrations (risk-based) constraints. The six reported cases involve pump and treat systems, or pump, treat and re-inject systems, together termed PAT systems. We used S/0 modeling to perform hydraulic optimization for two of the sites and transport optimization for four. For four of the six sites, other parties used normal simulation (S) modeling alone to develop pumping strategies. Comparing the S/0 model-developed strategies with the S model-developed strategies showed S/0 modeling benefits ranging up to: (a) 25 percent reduction in …

Diverse water management simulation/optimization (S/O) experiences promoted the development of many S/O modeling approaches and models. Several of these are being incorporated within the Simulation/Optimization Modeling System (SOMOS). Non-modeler water scientists or engineers can apply one SOMOS module to optimize field-scale groundwater and conjunctive water management. Experienced groundwater modelers can apply other modules to optimally manage complex heterogeneous aquifer and stream-aquifer systems. SOMOS employs a variety of simulation models and approaches and optimization algorithms to optimize flow and contaminant management. Simulation/Optimization (S/0) models can greatly simplify the process of designing remediation systems for contaminated groundwater. We describe some technical aspects of using S/0 models and possible S/0 model formulations for groundwater remediation design. We: discuss some S/0 model optimization algorithms; illustrate simple optimization problem solution; describe two real-world S/0 model applications; and demonstrate S/0 model application under uncertainty.

We propose a wavelet image coding scheme using rate-distortion adaptive tree-structured residual vector quantization. Wavelet transform coefficient coding is based on the pyramid hierarchy (zero-tree), but rather than determining the zero-tree relation from the coarsest subband to the finest by hard thresholding, the prediction in our scheme is achieved by rate-distortion optimization with adaptive vector quantization on the wavelet coefficients from the finest subband to the coarsest. The proposed method involves only integer operations and can be implemented with very low computational complexity. The preliminary experiments have shown some encouraging results: a PSNR of 30.93 dB is obtained at 0.174 …

Full-search vector quantization (VQ) provides optimal results only with high memory and computational cost. We describe the computational and memory requirements of tree-structured VQ, residual VQ (RVQ), and tree-structured RVQ. We present multiple-rate, adaptive-search implementations of these VQ structures, and simulation results with video sequences. Tree-structured RVQ provides up to 1.5 db PSNR quality improvements over RVQ, as well as significant perceptual improvement. These algorithms maintain many of the benefits of full-search VQ, while providing trade-offs between computational, storage, and performance requirements.

Pressure loss coefficients were determined for large radius ells, large concentric pipe reducers, and expansions, as well as large pipe tees. The fittings tested were 12, 16, 20, and 24 inch forged steel weld. Forty individual fittings from four different manufacturers were tested to determine loss coefficient values. Each test fitting was examined at a specified range of pipe velocities to determine mean and variation of loss coefficients. Tees were also examined for mean and variation of loss coefficients over a range of flow distributions.

Several methods were undertaken to develop a rapid assessment methodology for predicting the relative magnitude of available habitat as measured by normalized weighted useable area, NWUA, based on limited watershed characteristics and/or limited field data observations. Data from 170 river sites primarily in Idaho, comprising 645 cross sections, were used. The three methodologies considered were generalized linear models (GLM), generalized additive models (GAM), and a newly developed comparative cross-section method (CCM). The GLM and GAM methods relied on a combination of field data and information readily obtained or derivable using geographic information systems (GIS). They also require the delineation of …

This research project was done on behalf of the Utah Department of Transportation (UDOT). Model piles were subjected to static lateral loading in homogeneous, undisturbed clay with a known undrained shear strength. The dimensions of length, diameter, height from soil to applied load, and a pile stiffness parameter as was determined by dimensional analysis to be consistent will common full-scale steel pipe piles commonly used by UDOT. Bending moment profiles of the model pile were obtained for Lateral loads using foil type strain gages. Pile head deflection and soil response (p-y curves) were determined from these measured pile moment profiles. …

"Estimating Life Loss for Dam Safety Risk Assessment" explores the need for a new life-loss model in dam safety risk assessment, historical foundations on which that model can be built, and issues that are critical for a successful life-loss model to address. After critiquing existing life-loss models, the work presents a summary of historical insights that were derived by characterizing flood events on the level of subpopulations at risk, using nearly 100 carefully defined variables. Building upon both conceptual and historical insights, the work culminates by presenting the conceptual basis for a new life-loss model that remains under development.

Phytoremediation of metal-contaminated soils requires an understanding of the interactions between metal-tolerant plant species and soil chemical properties controlling the bioavailability of metals. We conducted controlled laboratory studies to investigate the effects that river birch (Betula occidentalis Hook.) and smallwing sedge (Carex microptera Mack.) had on the fate and behavior of Pb in a contaminated soil (3000 mg Pb/kg) and tailings (13 000 mg Pb/kg) collected from an abandoned mining site in Utah. Significant Pb accumulation in aboveground tissue was observed in smallwing sedge (≥1000 mg/kg dry wt.) in both the soil and tailings, but Pb was primarily excluded by …

We present and apply a new simulation/optimization approach for single- and multiple-planning period problems in groundwater remediation. Instead of the traditional control locations for contaminant concentrations, we use an LQC norm as a global measure of aquifer contamination (CMAX). We use response-surface constraints to represent CMAX within the optimization model. We compare the performance of formal mixed integer nonlinear programming and a genetic algorithm for several optimization scenarios.

We present a methodology to account for the stochastic nature of hydraulic conductivity during the design of pump-and-treat systems for aquifer cleanup. The methodology (1) uses a genetic algorithm to find the global optimal solution and (2) incorporates a neural network to model the response surface within the genetic algorithm. We apply the methodology for a real example and different optimization scenarios. The employed optimization formulation requires few hydraulic conductivity realizations. The presented approach produces a trade-off curve between reliability and treatment facility size .

Recently developed methods to predict runoff from rainfall data are applied to a Bolivian watershed. Salt Lake City, after evaluating its projected water needs for the next 25 years, has proposed to route 300 MGD of water via pipeline from the Bear River to Salt Lake's culinary water system. According to Weber Basin Water Conservancy District officials, this water will be available between October and March (the irrigation off-season). We describe a method of using a Lagrange multiplier to make a locally optimal trade off between rate and distortion in the motion search for video sequences, while maintaining a constant bit rate channel. Simulation of this method shows that it gives up to 3.5 dB PSNR improvement in a high motion sequence. A locally rate-distortion (R-D) optimal mode selection mechanism is also described. This method also gives significant quality benefit over the nominal method. A careful topographical characterization is important for reliable interpretation of the role of implant surface roughness in bone incorporation. In this paper, the currently available measuring instruments and evaluation techniques are described and discussed first, than literature on the role of surface roughness for cell and bone tissue reactions in vitro and, with special emphasis, the in vivo studies are reviewed. Finally, the results from a series of the authors own animal studies evaluating screw-shaped implants with different surface roughnesses are summarized. Calcium-phosphate materials have been increasingly employed in orthopedic and dental applications in recent years and are now being developed for use in noninvasive surgery or as carriers for drug delivery systems. We developed an injectable bone substitute (IBS) for percutaneous orthopedic surgery which uses a biphasic calcium-phosphate (BCP) mixture composed of hydroxyapatite (60%) and ß-tricalcium phosphate (40%), together with a polymer (hydroxy-propyl-methyl-cellulose, HPMC) as a carrier. The best BCP/polymer ratio was determined to achieve the highest mineral phase in the composite and provide the rheological properties required for injectable material.

Three Pd-Cu-Ga dental alloys with very similar nominal compositions and dendritic as-cast microstructures were selected for study: Option (Ney Dental) and Spartan (Williams/lvoclar) contain a small amount of boron, while Spartan Plus (Williams/Ivoclar) is boron-free. Bars of each alloy were tested in tension for the as-cast and simulated porcelain-firing conditions, and values of mechanical properties were measured. Fracture surfaces and microstructures of axially sectioned and etched fracture specimens were observed with the scanning electron microscope (SEM). Except for the elastic modulus, significant differences were typically found in alloy properties. Heat treatment eliminated the dendritic microstructure, decreased strength and increased ductility. …

Specimens of a gallium-based dental alloy were prepared with different condensation techniques, with and without the removal of a surface layer, and after aging for 2 hours at 50°, 100° and 150°C. X-ray diffraction at times ranging from 10 minutes to 1 day showed the development of the four matrix phases (ß-Sn, CuGa2, Ga28Ag72, and In4Ag9) during the setting reaction. Scanning electron microscope (SEM) examination of specimens loaded to failure revealed brittle fracture, with greater porosity for hand-condensed specimens, and provided insight into crack propagation processes. We designed in vitro experiments to address the hypothesis that cement lines and laminae limitantes are structurally distinct as a result of cell contact, or absence of cell contact, during their elaboration. We subcultured young adult primary rat bone marrow cells in well inserts with polycarbonate membranes of 0.45 µm pore size, which allowed protein but not cell passage. The cells, extracellular matrix, lower side of the membrane and the surface of the polystyrene culture well were examined by scanning and transmission electron microscopy. Three Pd-Cu-Ga alloys with as-cast dendritic microstructures and very similar compositions, two containing less than 1 wt% boron and the third boron-free, were cast with normal bench-cooling or rapid-quenching into water. Quenched specimens were also heat treated at temperatures of 1000°, 1200°, 1500° and 1800°F that span the firing cycles for dental porcelain. Similar values of Vickers hardness were observed for all three alloys, suggesting little effect from boron on yield strength. It is well known that cell behaviors such as adhesion, proliferation and various synthesis are initiated from transmembrane signals. This study uses biomaterials as primary messengers of the cell activation pathways, and we have analyzed the effects of two biomaterials on highly metastatic tumor cells. B16F10 melanoma cells formed heterogeneous populations whose size varied with cell differentiation. In long-term organ cultures grown comparatively on AN 69 and Cuprophan (a biomembrane known to activate cells), we found that Cuprophan increased both adhesion and proliferation of small melanin-rich cells which represented differentiated melanocyte&. When blood contacts the surface of a material, several processes take place including the activation of coagulation and immune systems. The aim of this work is to study in vitro the biological reactions seen from the point of view of hemocompatibility and cytocompatibility of a new polymer suggested as an artificial surface for cardiovascular applications: Carbofilm® coated polyetherimide (C®PEI) in comparison to polyetherimide (PEI), the uncoated form.
