Restricted access U-turn (RCUT) and J-turn intersections are fairly new to Indiana. In the state system, four constructed J-turns have been in service for at least a year. This presentation will report on their effectiveness in crash reduction as well as address common fears and misconceptions about traffic diversion and their use by trucks. We will also speak on the public reception of a J-turn in the LaPorte District.

Since 2016, the State of Indiana has awarded $400 million in Community Crossings Matching Grant (CCMG) funds to support local road and bridge projects throughout Indiana. Several projects have applied pavement recycling processes to rehabilitate and reconstruct urban and rural road-ways utilizing INDOT-developed specifications for full depth reclamation (FDR), cold in-place recycling (CIR), and cold central plant recycling (CCPR). This presentation covers how these construction processes were implemented with these grants to fix many pavements across the state.

This is the story of a very aggressive construction season in Marion County, Indiana, resulting from extreme winter damage on and around I-465: how we bundled the contracts into lettable packages, overcame a rainy May and June with schedule modifications, and accomplished so much while protecting the workers. This project involved the downtown section of SR 44, which was relinquished by INDOT to the City of Franklin. Reconstruction was funded through a relinquishment agreement, feder-al-aid funding applications, and local monies. It was a total reconstruction project of over $13 million, built in nine phases over a 4-year span. The project passes through the heart of downtown historic and business districts. This presentation will review all of the coordination and challenges of the project.

Keeping the variety of wheels a-turnin' . . . and a-turnin’ safely in Angola, Indiana, was key when designing the streetscape improvements to Maumee Street, a federal truck route running through the heart of the downtown district. Today, safety challenges have been addressed, and pedestrians stroll along the ADA-compliant sidewalks (originally designed more than a century ago to accommodate the loading and unloading of horse-drawn buggies) adjacent to vehicular traffic that includes a large volume of semi-trucks. As part of the new I-69 design in Morgan County, INDOT retained WSP USA to provide streambank stabilization design services for the White River. NDOT has used full-depth reclamation to re-habilitate low-volume roads on the state-maintained system. FDR improves the life and structural strength of the pavement at reasonable life-cycle cost. This presentation looks at the strength improvement by comparing before-and-after falling weight deflectometer (FWD) testing of pavement sections. In addition, it compares the life-cycle cost of an FDR to a traditional pavement treatment, such as recon-struction or replacement.

This project involved full-depth reconstruction of 22nd Street, from P Street to Main Street, for an approximate distance of 1 mile and entailed a two-lane roadway with curb and gutter, new sidewalks, a storm system, and water and sanitary line relocations. In addition to federal funds, due to Red Gold’s investment commit-ments in the area and subsequent potential economic development, the project was awarded up to $1.4M in an Indiana Economic Development Corporation (IEDC) grant. The current rating systems for unpaved roads lack stability and reliability and, therefore, provide little benefit as project- or network-level metrics. Since many of these systems are derived from paved-road assessment systems, they focus heavily on surface distresses rather than road width, drainage, and other features. This session presents the Inventory-Based Rating System as a stable and implementable method of condition assessment for unpaved roads, without the focus on surface distresses.
