Wages, benefits and insurance plans for employee classifications common to road and street maintenance organizations are reported in this publication. The figures were obtained from a March 1988 questionnaire sent to all Indiana County Highway Departments and from the "Indiana Municipal Salaries, Wages and Fringe Benefits, 1988" published by the Indiana Association of Cities & Towns.

This guide is provided to explain the output generated by the computer programs and to suggest ways in which the results can be adapted to specific LOHUT proposals before a County Council. The 1988 LOHUT revenue projections are of special interest because of House Enrolled Act Number 1295. This act (IC 8-11-5) granted each county authority to bond for county roads or bridges, but only if a county has first adopted a LOHUT -- the excise surtax (IC 6-3.5-4) and wheel tax (IC 6-3.5-5).

The preparation of this model drainage ordinance was the result of numerous meetings by a committee composed of County Commissioners, County Engineers, County Surveyors, and representatives of the Indiana Department of Natural Resources, and Indiana Department of Highways. The goal of this group was to formulate a drainage ordinance that could be adapted by Indiana counties to satisfy the counties' needs for reasonable drainage control, the current state of engineering practice and reasonable engineering standards. The group began with the experience of counties in Indiana which had already adopted some form of drainage control policy. Through numerous modifications and additions, …
