Executive Summary
This report documents an analysis of traffic crash data in Kentucky for the years of 2013-2017. A primary objective of this study was to determine average crash statistics for Kentucky highways. Rates were calculated for various types of highways and for counties and cities. Difference criteria were used for exposure.
Average and critical numbers and rates of crashes were calculated for various types of highways in rural and urban areas. Executive Summary
Fatalities resulting from traffic crashes in Kentucky increased from a low of 638 in 2013 to 834 in 2016 (a 31% increase), and there is not a full understanding of the underlying causes for this trend. This study analyzes fatal crashes using data from both Kentucky’s crash reports and the National Highway Traffic Safety Administration’s (NHTSA) Fatal Accident Reporting System (FARS) to identify countermeasures to combat increasing fatal crash rates. In addition, this study compares Kentucky’s crash reports to the fatal crash data in FARS to identify data inconsistencies and recommend procedures to eliminate these inconsistencies.

The objective of the survey summarized in this report was to establish a statewide safety belt usage rate in Kentucky for 2018. This rate can be compared to those determined from previous surveys. The 2018 statewide survey documents the continued increase in usage associated with the change in the law to allow primary enforcement and related education and enforcement.

This study used terrestrial laser scanner and open source processing algorithms to develop an approach to automate the evaluation of transportation infrastructure in public rights of way. We estimated compliance or noncompliance of specific roadway features with the design standards adopted by the US Access Board and required under the Americans with Disabilities Act (ADA) such as minimum sidewalk width, maximum cross slopes and presence/absence of pedestrian connectivity automatically with extracting roadway features from point cloud data (PCD). The purpose of this study was to replicate the findings of Van Houten et. al. (2013) demonstrating that a multifaceted program could increase the percentage of motorist’s yielding to pedestrians in crosswalks on a community basis in Gainesville, FL, and that these changes actually improved further over a four year follow-up period (Van Houten et. al. (2017). The current study replicated the original findings in a similar sized city in a different region of the US (Ann Arbor, MI). Stopping for pedestrians in Ann Arbor increased from a mean of 28.5% to 65.2% at the treatment sites, which also received …

With the dramatic increase of non-motorized transportation users, more people are concerned about the non-motorized traffic safety. Unfortunately, bicyclists and pedestrians are prone to more severe injuries when involved in a crash. For bicycle crashes, failing to yield/disregarding traffic control device, and lack of non-motorized facilities were identified to be the main causes of bicycle crashes in urban intersections. This research investigated the effectiveness of two bicycle crash countermeasures with bicycle signal treatments at urban signalized intersections. As an environmentally sustainable and short-distance travel mode, dockless bike-sharing not only assists in resolving the issue of urban traffic congestion, but additionally assists in minimizing pollution, satisfying the demand of the last mile problem, and improving societal health. Despite the positives that this new transportation mode provides, currently there are few effective measures in place to make the development of dockless bike-sharing providers more sustainable.

To characterize the cracking resistance of asphalt mixtures, semi-circular bend (SCB) test has been developed and subsequently accepted as a routine test in mixture design in Louisiana. However, SCB test requires specimens to be aged for five days in laboratory, which makes it not implementable in quality control (QC)/quality assurance (QA).

Pedestrians are some of the most vulnerable road users as they are not protected by safety devices, and must also share the road with vehicles traveling at dangerous speeds, particularly during road crossings. In 2011, the state of Oregon changed their traffic laws to be more accommodating to pedestrians by giving right of way to pedestrians using a crosswalk, regardless if whether the crosswalk is marked or unmarked. This paper estimates a panel logit model to evaluate the efficacy of the law in preventing pedestrian fatalities. Road defects such as potholes, humps, and road cracks have become one of the main concerns for road and traffic safety worldwide. Pavement defect detection is crucial to ensure road safety. However, current solutions to this problem are either too time-consuming or too expensive to be employed large-scale. We propose a novel approach which has the ability to autonomously detect potholes in real-time using cost-effective sensors. The Iowa Department of Transportation typically builds separation barriers between vehicle and pedestrian/bicycle facilities when sidewalks or trails are present on vehicular bridges. Currently, Iowa DOT employs a combination bridge rail that utilizes a concrete parapet that previously had been successfully evaluated to National Cooperative Highway Research Program (NCHRP) Report 350 Test Level 4 (TL-4) criteria for these situations. Adequate roadway lighting allows better driver visibility during nighttime conditions. Research studies show that lighted roadways on average experience 28 percent fewer vehicles crashes on all roadway types. Most state DOTs have historically used High-Pressure Sodium (HPS) lights for their roadside lighting programs due to their wide availability and relatively low purchase costs. However, the short lifespan of HPS results in frequent replacement, leading to high life cycle costs. Light-Emitting Diode (LED) lights consume less energy, demonstrate improved performance, and require less overall maintenance due to their longer lifespans. The use of aerial tramways is becoming common in cities as a way to provide reliable, safe, sustainable, and cost-effective mass transportation. The aerial tramway is especially effective in the most congested areas of major cities. The growth of Boise State University (BSU) and downtown Boise makes this location especially attractive for a tramway. Moreover, based on data collected for this analysis, it is clear that the BSU community is open to using the tramway instead of more traditional modes of transportation.

Cone penetration testing (CPT) is a well established geotechnical subsurface investigation technique commonly used for site characterization and soil classification. The CPT gives real time end resistance, side friction, and pore pressure readings. Axially loaded piles also share these two resistance mechanisms, suggesting the cone can be considered similar to a miniature pile. This study focused on evaluating eight CPT methods prediction of pile bearing capacity. The Nebraska Department of Roads (NDOR) conducts dynamic load tests (PDA) of driven pile to verify pile capacity for bridge foundations. 91 comparisons of CPT logs and PDA data were evaluated. Inland waterways face natural and man-made disruptions that may affect navigation and infrastructure operations leading to barge traffic disruptions and economic losses. This dissertation investigates inland waterway disruption responses to intelligently redirect disrupted barges to inland terminals and prioritize offloading while minimizing total cargo value loss. This problem is known in the literature as the cargo prioritization and terminal allocation problem (CPTAP). A previous study formulated the CPTAP as a non-linear integer programming (NLIP) model solved with a genetic algorithm (GA) approach. Asphalt concrete (AC) is created by mixing liquid asphalt binder with solid aggregates. When asphalt binder is mixed with aggregates, it creates a thin film (about 7-16 microns thick) around the aggregate surface. Fine aggregate (smaller than 0.075 mm size) get entrapped within the binder film or mixed with the binder, and create a phase called mastic. Both asphalt film and mastic play significant roles in aging of asphalt pavement. To this day, tests were performed mainly on the bulk liquid asphalt, but not on the film or mastic. Wider bike facilities intuitively accommodate a greater number of cyclists in the same amount of time, but specific queue discharge characteristics associated with varying widths and/or types of bike facilities have not been thoroughly documented.
The focus of this research analyzed queues of cyclists at four signalized intersections in Portland, OR with varying widths on the approach and downstream intersection legs. A total of 2,820 cyclists within 630 groups of queued cyclists were observed at five different intersection layouts in Portland, Oregon. Since the 1970s, tree crashes have been one of the most common and deadly fixed-object fatal crash types, resulting in more than 3,000 fatal crashes and 3,500 fatalities each year. While fatal tree crashes could be prevented by removing trees adjacent to the roadway, an extensive national tree removal project would be unnecessary, cost-prohibitive, and would experience significant political resistance.

This study investigates the transportation disadvantage that low-income, older adults face on an individual basis. To accomplish this, research team members custom designed an innovative “travel diary” app, MyAmble, which tracks planned, completed, failed/uncompleted trips, and unserved trips in its Trip Planner module. In addition to the typical transportation planning data (e.g. origin, destination, mode), MyAmble collects data related to the completed or failed/uncompleted trip’s impact on the participant’s mood and quality of life. Bicycling and bike-share have been growing in US cities as transportation alternatives. Despite impressions that bikeshare systems exist solely for tourism, recreation or privileged users, research has shown that bike-share is becoming a transportation mode used by a diverse set of users for various transportation needs. The Kentucky Transportation Cabinet (KYTC) currently uses several pipe culvert end treatments, including standard headwalls, slope and flared headwalls, sloped and parallel headwalls, and safety metal ends. These treatments, however, can pose a safety hazard to motorists and those performing landscaping work (e.g., mowing). Crash statistics from 2012 through 2016 for Kentucky reveal that 49 fatalities and 148 incapacitating injuries occurred in incidents where culverts/headwalls were coded as the first harmful event on the police report. This paper introduces a novel transit data analytics platform for public transit planning, assessing service quality and revealing service problems in high spatiotemporal resolution for public transit systems based on Automatic Passenger Counting (APC) and Automatic Vehicle Location (AVL) technologies. The platform offers a systematic way for users and decision makers to understand system performance from many aspects of service quality, including passenger waiting time, stop-skipping frequency, bus bunching level, bus travel time, on-time performance, and bus fullness. Reflective cracking inevitably occurs when asphaltic concrete (AC) is placed over an existing unfractured Portland cement concrete (PCC) pavement. However, manufacturers state their products will mitigate reflective cracking, therefore extending the pavement life cycle.
To evaluate the performance of each manufacturer’s product, an experimental test section consisting of a southbound and northbound segment was established on US 31W in Louisville, Kentucky. The funding for this project will help track the performance of each product from the construction phase through the long-term monitoring phase. Hall Construction performed all work.
