This study aimed to investigate crash rates across four distinct periods—evacuation, re-entry, emergency, and non-emergency—during Hurricanes Matthew (2016), Irma (2017), and Michael (2018). A notable gap in existing research pertains to understanding crash rates during these critical phases of hurricane events. By addressing this gap, this research contributes to a deeper comprehension of evacuation transportation safety. The methodology employed ArcMap to construct an interactive map for data collection, encompassing key variables such as the number of crashes, traffic volumes, duration of each period under analysis, and roadway segment lengths for each hurricane. TRC Policy Brief: Rural areas often lack adequate pedestrian infrastructure, resulting in elevated safety risks for pedestrians. The combination of higher speed limits and reduced driver awareness amplifies the potential for pedestrian collisions when crossing the roadway.

This study addresses uncertainty about the effectiveness of rectangular rapid flashing beacons (RRFBs) and LED-embedded signs (LESs) as potential safety interventions. RRFBs and LESs are both pedestrian crossing treatments that allow pedestrians to activate lights to alert drivers of their intent to cross. For the past eleven years (2011 - 2021) in Michigan, 76 percent of all fatal pedestrian crashes occurred at night. Over the same period, about 36 percent of pedestrian nighttime crashes were fatal or incapacitating (KA), while only 25 percent of daytime pedestrian crashes were fatal or incapacitating (KA). Previous studies suggest that, overall, poor neighborhoods and racial minorities are associated with more pedestrian crashes. Traffic safety may be analyzed with the use of surrogate safety measures, measures of safety that do not incorporate collision data but rather rely on the concept of traffic conflicts. Use of these measures provides several benefits over use of more traditional analysis methods with historical crash data. Surrogate measures eliminate the need to wait for crashes to occur to conduct a safety analysis. The amount of time required for enough crash data to accumulate can be significant, delaying safety analyses. Every year, over 60,000 work zone crashes are reported in the United States (FHWA 2016). Such work zone crashes have resulted in over 4,400 fatal and 200,000 non-fatal injuries in the last 5 years (FHWA 2016, BLS 2014). In 2019, South Carolina ranked fourth in the nation in pedestrian fatalities per 100,000 population. There has been a 68% increase in total pedestrian crashes in SC from 2011 to 2018. Despite numerous studies demonstrating the effectiveness of Restricted Crossing U-Turn (RCUT) intersection design, its implementation remains uneven and close to zero in some large states such as California. This research provides a comprehensive framework to estimate the operational and safety performance of future RCUT designs in California. The framework is demonstrated for five intersections located on high-speed rural expressways in California using VISSIM microsimulation models to measure operational performance for each intersection including the base condition with the existing Two-Way Stop-Controlled (TWSC) intersection and two RCUT designs. While designers are more comfortable with exceptions and variances than they were 10 or 20 years ago, some hesitancy remains, especially among the Cabinet’s consultants. “Every law enforcement agency whose officers investigate a vehicle accident of which a report must be made...shall file a report of the accident...within ten days after investigation of the accident upon forms supplied by the bureau.”

The stated purpose of this requirement is to utilize data on traffic collisions for such purposes as will improve the traffic safety program in the Commonwealth.

Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs.

Adaptive ramp metering (ARM) is a widely popular intelligent transportation system (ITS) tool that boasts the ability to reduce congestion and streamline traffic flow during peak hour periods while maintaining a lower implementation cost than traditional methods such as freeway widening. This thesis explores the effectiveness of ARM implementation on an 18 mile segment of the Interstate 80 (I-80) corridor in the Bay Area residing in northern California.
