This thesis focuses on means of forecasting Saudi Arabian military expenditures and the effect of such expenditures on the United States. Saudi Arabia is one of the largest purchasers of American arms and will continue to be for many years. Saudi Arabia has experienced several recent changes in economic and government policy. Using exponential smoothing techniques and linear regression, we isolated several trends in Saudi Arabian military expenditures. Using two linear regression models, military expenditures were then forecast with excellent results. The first model considered the assumption that Gulf War spending would continue. In wide area computer data communications, many networks have evolved by satisfying increased user demands in the most expedient manner. In some cases, new users’ demands are satisfied by installing a new link, rather than sharing the links that are already in place. This research investigates the differences in performance between using a dedicated link for each source destination pair (nonshared bandwidth) and using a single link to be used by all source destination pairs (shared bandwidth). This research performs analysis on the Air Force Materiel Command's Exercise Support Program's Weighting Scheme so that decision makers can create a more efficient and effective Resource Allocation - Integrated Process Team (RA-IPT) manpower allocation process. A linear programming (LP) model was derived from the Exercise Support Program (ESP) to assign manpower reductions throughout the Mission Element Board (MEB) organizational level in AFMC. Parametric analysis was performed on the LP model by simultaneously changing multiple objective function coefficients with the use of various direction vectors. Traditionally, medical surveillance of liver disease generally involves a battery of tests. This research used multivariate analysis techniques to reduce the number of measures required to identify liver dysfunction and found using a Transferase Index (a combination of three tests; ALT, AST, and GGT) provided the most satisfying assessment, but the single best indicator, ALT, may be sufficient. Transferase Index and ALT criterion were both applied to SPC control charts. This thesis examined the effect of parameter bounding, a reduced data set, and data enrichment techniques on a response surface methodology (RSM) approach to groundwater model calibration. The four phases of the study included a calibration using a very dense data matrix, a calibration using a sparse calibration matrix, an evaluation of several data enrichment techniques, and a calibration using a data matrix enlarged with the use of the best enrichment technique. Program Management concerns the long-term planning, coordination, and control of major technological, engineering, scientific, and/or developmental activities. In general, programs tend to be exceptionally large, consisting of several parallel or sequential projects or groups of projects. While many of the approaches developed for projects have been used in program management, there are critical differences between programs and projects. A dual convex programming approach to solving linear programs with inequality constraints through entropic perturbation is derived. The amount of perturbation required depends on the desired accuracy of the optimum. The dual program contains only non-positivity constraints. An ϵ-optimal solution to the linear program can be obtained effortlessly from the optimal solution of the dual program. Since cross-entropy minimization subject to linear inequality constraints is a special case of the perturbed linear program, the duality result becomes readily applicable. Many standard constrained optimization techniques can be specialized to solve the dual program. Such specializations, made possible by the simplicity of …

This paper provides some suggestions for incorporating MATLAB's Signal Processing Toolbox into a DSP course. Often, in a DSP course, students have difficulties understanding abstract and non-intuitive concepts and seeing their relevance to the practical part of their curriculum. The tools offered by MATLAB's Signal Processing Toolbox, can help to make these concepts more tangible and provide a perspective for students. Some basic tools relevant to an undergraduate DSP course will be introduced, including examples of tool use and graphic results. A published creep-fatigue life prediction model is modified in this paper and assessed with data on Inconel 718 under different test conditions. It has been shown that the method developed within the viscosity concepts correlates the low-cycle fatigue data well. This paper reports the modification over the previous model.

The Genetic Algorithm (GA) and Simulated Annealing (SA), two techniques for global optimization, were applied to a reduced (simplified) form of the phase problem (RPP) in computational crystallography. Results were compared with those of "enhanced pair flipping" (EPF), a more elaborate problem-specific algorithm incorporating local and global searches. Not surprisingly, EPF did better than the GA or SA approaches, but the existence of GA and SA techniques more advanced than those used in this study suggest that these techniques still hold promise for phase problem applications. The RPP is, furthermore, an excellent test problem for such global optimization methods.

In recent years, many attempts have been made to predict the behavior of bonds, currencies, stocks, or stock markets. The Standard and Poors 500 Index is modeled using different neural network classification architectures. Most previous experiments used multilayer perceptrons for stock market forecasting. A multilayer perceptron architecture and a probabilistic neural network are used to predict the incline, decline, or steadiness of the index. The results of trading with the advice given by the network is then compared with the maximum possible performance and the performance of the index. The importance of the inspection process has been magnified by the requirements of the modern manufacturing environment. In electronics mass-production manufacturing facilities, an attempt is often made to achieve 100% quality assurance of all parts, subassemblies, and finished goods. A variety of approaches for automated visual inspection of printed circuits have been reported over the past two decades. In this survey, algorithms and techniques for the automated inspection of printed circuit boards are examined. This paper examines: (1) The automated mapping/facilities management and geographic information system (AM/FM/GIS), which are called computer-assisted spatial information systems (CASIS) in this paper, software selection process; (2) develops a knowledge-based, multiattribute, multiobjective, consensus building model (CBM); and (3) establishes the validity for using the exogenously developed CBM for the selection of CASIS software. Model formulation is based on analyzing how well the attributes of the software meet user requirements in four areas: functionality, technical capability, vendor characteristics, and costs. Expert knowledge was gathered from several domain practitioners regarding the ability of GIS software functions to fulfill a user's needs. …

We consider the shift assignment problem in manpower scheduling, and show that a restricted version of it is NP-hard by a reduction from 3SAT. We then present polynomial algorithms to solve special cases of the problem and show how they can be deployed to solve more complex versions of the shift assignment problem. Our work formally defines the computational intractibility of manpower shift scheduling and thus justifies existing works in developing manpower scheduling systems using combinatorial and heuristic techniques.

We consider the Weighted Constraint Satisfaction Problem (W-CSP) which is a fundamental problem in Artificial Intelligence and a generalization of important combinatorial problems such as MAX CUT and MAX SAT. In this paper, we prove non-approximability properties of W-CSP and give improved approximations of W-CSP via randomized rounding of linear programming and semidefinite programming relaxations. Our algorithms are simple to implement and experiments show that they are run-time efficient.

One approach to simulating a single-server tandem queuing system is to explicitly model each of the production stages. In this paper, we apply queueing theory, a recursive algorithm, and composite random number sampling to develop an equivalent aggregate representation consisting of only a single production stage. Preliminary test results indicate that the aggregation works well for estimating the mean and variability of the total cycle time.

The purpose of this thesis is to address the challenges of validating simulation models, especially those challenges facing military simulation analysts. Three distinct issues are of concern to the military simulation analyst: (1) What type of validation effort do the academic experts recommend? (2) What does the military policy say is necessary for a proper validation effort? (3) What can a simulation practitioner realistically accomplish given time and resource constraints? The minimization of operations and support resources of reusable launch vehicles is a complex task, involving discrete optimization and the simulation domain. Genetic algorithms, offering a robust search strategy suitable for integer variables and the simulation domain, can be applied to minimize these resources. This research developed an enhanced genetic algorithm for problems with a linear objective function, the most common class of discrete optimization problems. The dynamic scale genetic algorithm developed here incorporates concepts of implicit enumeration to enhance search. Manpower scheduling is concerned with the construction of a workers' schedule which meets demands while satisfying given constraints. We consider a manpower scheduling Problem, called the Change Shift Assignment Problem(CSAP). In previous work, we proved that CSAP is NP-hard and presented greedy methods to solve some restricted versions. In this paper, we present combinatorial algorithms to solve more general and realistic versions of CSAP which are unlikely solvable by greedy methods. This study involved the investigation of three specific, commercially available, post inoculants for ductile iron and their effect on the magnesium fading rate and chill reducing tendency in a low volume production environment. Although fading effects of ductile iron have been extensively investigated, in general, they apply to high volume production operations. Unfortunately, for the smaller foundry operations, many of the process solutions proposed for the prevention of the fading effects are not applicable or practical. This study was undertaken to determine if hydrous metal oxide adsorption, an important treatment method used to remove adsorbates from aqueous solution, could be enhanced through ultrasonic irradiation. A model system based on preformed hydrous ferric oxide as the adsorbent and copper as the adsorbate was investigated. Brief exposure of the preformed hydrous ferric oxide floe to intense ultrasonic radiation (ca. 13 Watts/cm2 ) in the presence of copper species effectively disrupted the flocculated particles permitting the copper adsorbate to access adsorption sites previously isolated within the floe. Low temperature treatment, as a method of improving mechanical properties of metals, has been studied and used for well over 60 years. Until recently these treatments have been limited to hardness and wear improvements of high alloy irons and steels. The purpose of this research is to determine the effects of refrigeration and cryogenic treatments on the mechanical properties, including hardness and tensile strength of austempered ductile iron.
