This paper presents a unit commitment algorithm which combines the Lagrangian relaxation (LR), sequential unit commitment (SUC), and optimal unit decommitment (UD) methods to solve a general hydro-thermal optimization (HTO) problem. We argue that this approach retains the advantages of the LR method while addressing the method''s observed weaknesses to improve overall algorithm performance and quality of solution. The proposed approach has been implemented in a version of PG&E''s HTO program, and test results are presented.

The Cassini spacecraft is on its journey to Saturn to perform a close-up study of the Saturnian system; its rings, moons, magneto-sphere, and the planet itself. Sequences of commands will be sent to the spacecraft by ground personnel to control every aspect of the mission. To validate and verify these command sequences, a bit-level, high-speed simulator (HSS) has been developed. To maximize performance, the HSS is implemented with multiple threads and runs on a multiprocessor system. A key component of the HSS is the scheduler, which controls the execution of the simulator. "The impact of the Malcolm Baldrige National Quality Award (MBNQA) Performance Excellence Criteria on corporate financial performance is examined. Three independent studies were performed to assess this relationship. The first included Malcolm Baldrige National Quality Award (MBNQA) winners. The second study involved 69 firms identified as Total Quality Management (TQM) firms and for the final study a sample of large American corporations who completed surveys which provided an estimate of the score the companies would have received on a MBNQA assessment were examined. The United States Military is faced with the decision of how to house its military members and their families. The three options available to house these families are: 1) utilize existing on-base housing; 2) build new on-base housing; or, 3) compensate a military family monetarily to find housing off-base. This research explores early life cycle software reliability prediction models or techniques to predict the reliability of software prior to writing code, and a method for increasing or improving the reliability of software products early in the development life cycle. Five prediction models and two development techniques are examined. Each model is statically analyzed in terms of availability of data early in the life cycle, ease of data collection, and whether data is currently collected. Determination Of A Flexibility Range For Cellular Manufacturing Systems Under Product Mix Variations, Hamid Seifoddini, Manocher Djassemi

One of the underlying assumptions in cellular manufacturing is that product mix is relatively stable over time. In this paper, a procedure for the sensitivity analysis of the performance of a cellular manufacturing system with respect to changes in the product mix is presented and a flexibility range representing the capability of the system in dealing with these changes is determined using simulation modelling. The simulation results in this study show that as the changes in the product mix increase the superiority of the performance of the cellular manufacturing system to the corresponding job shop system diminishes.

Optimization of scheduled arrival times to an appointment system is approached from the perspectives of both queueing and scheduling theory. The appointment system is modeled as a one-server, first-come-first-served, transient queue with independent, distinctly distributed service times and no-show rates. If a customer does show, it is assumed to be punctual. The cost of operating the appointment system is a convex combination of customers' waiting times and the server's overtime. While techniques for finding the optimal static and dynamic schedules of arrivals have been proposed by other researchers, they mainly have focused on identical customers and strictly punctual arrivals. Considering the principles of concurrent engineering, a Decision Support System (DSS) is developed to aid in the equipment selection of robotic manufacturing cells. The objective is to synchronously and simultaneously select proper equipment for the cell to provide efficient performance, subject to operational and budgetary constraints.
The DSS consists of several modules, including a data base that houses the specifications of equipment available in the market place, a first cut selection module, and an optimization engine. In its development, the optimization scheme utilizes analytical models and algorithms that capture different sources of variability in production, such as tolerances, clearances and …

International competition among metrology laboratories, as well as their customers, has intensified the incentive to seek either accreditation to ISO Guide 25 or ISO 9000 quality system registration for the laboratory. The debate continues as to which is more beneficial to the laboratory and its customers once the decision is made to pursue one or the other. This study addresses the advantages and limitations of each, and how best to prepare for complying with ISO standards. Post-production weight growth of tanks is an historic problem for the military. Tanks are difficult to transport because of their weight, and post-production modifications tend to cause this weight to increase over the lifecycle of the tank. In this thesis, a computer model is constructed which uses influence diagrams to model tank weight growth as a probabilistic process. Historical weight data for the MI Abrams tank program is used to derive probabilities for the model. The model is used to predict tank weight growth over both the short and long term with the goal of understanding more about how and …

2D-mesh and torus networks have often been proposed as the interconnection pattern for parallel computers. In addition, wormhole routing has increasingly been advocated as a method of reducing latency. Most analysis of wormhole routed networks, however, has focused on the torus and the broader class of k-ary n-cubes to which it belongs. This paper presents a performance model for the wormhole routed mesh, and it compares the performance of the mesh and torus based on theoretical and empirical analyses.

Almost every professional presentation includes some form of graphics. Many previous researchers have analyzed the relative effectiveness of graphical decision aids, such as pie charts or bar graphs. Very little research, however, has been conducted to determine the effects of extraneous graphics, such as pictures and logos, on decision making. This study employed an experiment to determine whether extraneous graphics hinder or enhance a decision maker's ability to obtain the pertinent information from a professional presentation. Current events and fiscal constraints have focused DoD planners' attention on reducing logistics costs and improving efficiency while maintaining effective combat operations support. Military leaders are seeking private industry best practices that may help the DoD achieve these goals. Two commercially successful business practices that may help the DoD achieve its goals are cross-docking and Activity-Based Costing (ABC). Cross-docking is a commercially proven approach to material distribution through a distribution center that can help reduce inventories, speed material flows, and cut related logistics activity costs. In today's world of declining defense budgets, there is an increasing need for South Korea to ensure they obtain the best dollar value when procuring defense articles. With the increasing financial situation, the purpose of this thesis is to research a surrogate third party firm and determine to what degree South Korea and other foreign military sales customers obtain the best value for their money for follow-on support item procurements. The DoD has begun outsourcing airlift in order to expedite high priority cargo movement. However, are commercial express carriers more expedient in the cargo delivery than the Air Force organic transportation system? Although anecdotal evidence suggests commercial carriers are faster, little empirical research has been conducted on this subject. This study compares the military's organic transportation system with Federal Express in the delivery of high priority cargo to Spangdahlem Air Base, Germany. Despite relentless efforts on developing new approaches, there are still large gaps between schedules generated through various planning systems, and schedules actually used in the shop floor environment. An effective schedule generation is a knowledge intensive activity requiring a comprehensive model of a factory and its environment at all times. There are four main difficulties that need to be addressed. First, job shop scheduling belongs to a class of NP-hard problems. Second, it is a highly constrained problem that changes from shop to shop. Third, scheduling decisions depend upon other decisions which are not isolated from other functions. Thus, it …

An Improved Analytical Model For Wormhole Routed Networks With Application To Butterfly Fat-Trees, Ronald I. Greenberg, Lee Guan

A performance model for wormhole routed interconnection networks is presented and applied to the butterfly fat-tree network. Experimental results agree very closely over a wide range of load rate. Novel aspects of the model, leading to accurate and simple performance predictions, include (1) use of multiple-server queues, and (2) a general method of correcting queuing results based on Poisson arrivals to apply to wormhole routing. These ideas can also be applied to other networks.

A value focused thinking approach is applied to information operations. A preliminary value hierarchy for information operations is constructed by extracting the values of senior military leadership from existing doctrine. To identify these key values for information operations, applicable existing doctrine was reviewed and summarized. Additionally, hierarchical representations of the values represented within each reviewed doctrine are developed. A value hierarchy requires that supporting objectives be mutually exclusive and collectively exhaustive. Within this analysis, these requirements are enforced, in part, by developed definitions which serve as tests to maintain mutual exclusivity. A one-quarter scale model tractor and loader were designed, fabricated, and used in an experiment to evaluate two tractor-loader configurations relative to stability using roll angle as the means of assessment. The nonconventional loader system consisted of a conventional loader attached to a steerable carrier which in turn was attached to the tractor by the front axle and drawbar of the tractor. The stabilizing axle for the non-conventional loader system was the front axle as opposed to the conventional system in which the stabilizing axle was the rear axle. This dissertation describes the development, refinement, and demonstration of an expert judgment elicitation methodology. The methodology has been developed by synthesizing the literature across several social science and scientific fields. The foremost consideration in the methodology development has been to incorporate elements that are based on reasonable expectations for the human capabilities of the user, the expert in this case.

To some people engineering management (EM) is a specialty within Industrial Engineering (IE), to others EM is broader than IE. Comparing the histories of the two disciplines shows a clear distinction. Both disciplines have their roots in the work of engineering pioneers at the turn of the century. Work in motion and time study, along with other efficiency driven techniques, was the beginning of IE. Both IE and EM can trace their roots to the era of scientific management and the work of the early pioneers. A noted change for IE occurred after World War II when many programs shifted …
