Although it has stood the test of time for over 30 years, Moore's Law addresses but a single aspect of microprocessor design. As a proxy for technology, the number of transistors in an integrated circuit represents a limited perspective on the technology as a whole. Anderson et al. proposed a set of metrics by which to measure a technology, and a means to measure its progress over time utilizing data envelopment analysis. This research investigated value and utility functions in multiobjective decision analysis to examine the relationship between them in a military decision making context. The impact of these differences was examined to improve implementation efficiency. The robustness of the decision model was examined with respect to the preference functions to reduce the time burden imposed on the decision maker. Data for decision making in a military context supports the distinction between value and utility functions. Relationships between value and utility functions and risk attitudes were found to be complex. Elicitation error was significantly smaller than the difference between value and utility …

Project managers of large software projects, and particularly those associated with Internet Business-to-Business (B2B) or Business-to-Customer (B2C) applications, are under pressure to capture market share by delivering reliable software with cost and timing constraints. An earlier delivery time may help the E-commerce software capture a larger market share. However, early delivery sometimes means lower quality. In addition, most of the time the scale of the software is so large that incremental multiple releases are warranted.

Two activities are proposed: the development of a systems engineering model and the refinement of the Argonne code AMUSE (Argonne Model for Universal Solvent Extraction). The detailed systems engineering model will be the start of an integrated approach to the analysis of the materials separations associated with the AAA Program. A second portion of the project will streamline and improve an integral part of the overall systems model, which is the software package AMUSE. This thesis was designed to detect the type of spatial ability most effected by auditory stimulation, as described in the Mozart effect. Previous research has shown enhancement of performance on the paper-folding and cutting subtest of the Stanford-Binet Intelligence Scale IV with failures to replicate in research using other measures. Seventy-five college students enrolled in introductory psychology classes were exposed to one of three types of auditory stimulation, followed by two measures of spatial ability. The Purdue Visualization of Developments test correlates with tests of spatial orientation and require analytical processing, while the Vandenberg and Kuse Mental Rotation Test is …

Semiconductor device test facilities differ not only by production volume and tester brands. The complexity of the devices and the characteristics of the testers affect the scheduling methodologies as well. Goals and strategies vary from one firm to another, leading to a variety of objectives and performance measures. Due to random yield lot size is variable and lot priorities are common. Multiple linear regression techniques have been traditionally used to construct predictive statistical models, relating one or more independent variables (inputs) to a dependent variable (output). Artificial neural networks can also be constructed and trained to learn these complex relationships, and have been shown to perform at least as well as linear regression on the same data sets. We consider the Weighted Constraint Satisfaction Problem which is an important problem in Artificial Intelligence. Given a set of variables, their domains and a set of constraints between variables, our goal is to obtain an assignment of the variables to domain values such that the weighted sum of satisfied constraints is maximized. In this paper, we present a new approach based on randomized rounding of semidefinite programming relaxation. Besides having provable worst-case bounds for domain sizes 2 and 3, our algorithm is simple and efficient in practice, and produces better solutions than some other polynomial-time algorithms such as greedy and …

The Task 20 project was prematurely closed by DOE on the basis of becoming critical data to the Yucca Mountain project. Task 20 indeed delivered the first, published hydrothermal-ventilation model, MULTIFLUX V1.0 and V1.1 to BSC during 2001 to support the AMR Rev01 report. The numerical model is designed to predict temperature and humidity distributions in and around the emplacement drifts and on the waste packages stored in a ventilated, high-level nuclear waste repository.

Fighter Pilots students undertake an intense 120-day training program. New classes of students enter the training program at regular interval. Students endured rigorous academic, simulator, and aircraft training throughout the program. Squadron schedulers ensure the multiple classes and students are scheduled for the activities. Simulator and aircraft training are scheduled individual for each student. Academic training are taught to the class. Aircraft utilization must also be considered. Aircraft Sortie training are also constrained by daylight hours. Additionally, students are limited to a maximum of three training events in a given day. Energy Savings Performance Contracts (ESPCs) originated to accomplish several objectives: (1) to meet energy efficiency goals mandated by executive orders and energy policies; (2) to improve federal government facilities using funds allocated for utility bills; and (3) to receive repayment of expenditures through energy savings reflected in reduced utility bills. In ESPC's, the contractor guarantees savings to the federal government agency. 10 CFR 436 limits the time necessary for payback. This research effort employs a System Dynamics methodology to model Air Force aircraft production break costs. The Air Force currently used the Anderlohr, Modified Anderlohr, and Retrograde methods for the estimation of aircraft production breaks. These methods offer little insight into the dynamic behavior of an aircraft production break. System Dynamics offers a unique way of capturing expert opinions in this area and dynamically presenting behaviors of an Air Force aircraft production line during a production break. At the 2000 World Radio Conference (WRC), a European initiative resulted in the approval of resolutions 605 and 606 (agenda item 1.15), which the United States opposed. These resolutions established provisional power flux density (PFD) limits on the L2 and L5 frequencies of the Global Positioning System. These limits will negatively affect the $1.2B GPS modernization. The United States will have to present its positions and rationale regarding the PFD limits to international meetings, including the 2003 World Radio Conference, to persuade the international community to adopt that U.S. view. This study explored the three primary housing alternatives along with their associated benefits and costs for military members at Robins Air Force Base. Using a case study methodology, qualitative and quantitative data were collected from contract documents, cost records, statements and testimonies to Congress, literature, census data, and interviews with civil engineering, contracting, financial management and legal professionals. This data was analyzed to determine which housing alternative seems to provide the best benefits at the lowest costs for military members and the government. Previous work at the Air Force Institute of Technology has developed a methodology for analyzing, designing, and developing multiagent systems, called Multiagent Systems Engineering (MaSE). MaSE currently does not address the information domain of the system, which is an integral part of designing proper system execution.
