Flooding at the Great Slat Lake could become a major disaster through the high cost of coping with the rising level, sudden collapse of protective levees, failure of pumping to the West Desert to induce increased evaporation, or, fiscally, by a rapid drop in the lake level just after a large protective decision making in the private sector, provide for the design of hydrologically safe levees, and optimize pumping schemes for moving water within a partitioned lake. Doing so will require crossing major theoretical frontiers in the study of basin scale hydrology in an arid climate and for forecasting extreme …

The Division of Water Resources is conducting a study of further water development in the Virgin River Basin. This report examines the effects of groundwater development as a part of the overall study. The study area includes about 1000 square miles in the Central Virgin River Basin east of the Hurricane Fault. The deeply incised Virgin River has cut a youthful drainage network with deep canyons and steep escarpments and drains out of southwest Utah across Arizona to Lake Mead in Nevada. The primary objective of this work was to develop algorithms for directly determining design characteristics for effectively enhancing, modifying or adding to existing water distribution systems. This is accomplished by modifying the basic hydraulic network equations to explicitly determine required design parameters to just meet specified conditions. Initially work was completed on directly determining pipeline diameters and directly determining pipeline and network resistance characteristics. This work was published in technical journals and established the feasibility of the approach but did not demonstrate the scope and versitility of the proposed approach. The conference chairman was University of Colorado School of Law professor Lawrence J. MacDonnell.
During the past ten years Congress has made the regulation of hazardous waste a priority. This conference focuses on the Resource Conservation and Recovery Act, as amended in 1984, and the Comprehensive Environmental Response, Compensation and Liability Act.
This conference attracted about 100 registrants from 16 states plus the District of Columbia. John G. Welles, Regional Director for EPA Region 8, presented a luncheon address.

Summary: The quality of water that develops in the proposed reservoirs of the Upper Bear River Storage Project will determine the possible uses of the water. Previous studies of water quality in the Bear River and its tributaries have reported water quality problems relating to nitrate ion, sanitary indicator bacteria, suspended solids, and phosphorus concentrations. Most point sources of water pollution inthe basin have been eliminated or improved in quality, but nonpoint sources of pollution continue to degrade the quality of the Bear River. Concentrations of phosphours have been sufficiently high to encourage dense algal growth and create eutrophic conditions …

Salinity poses a serious and continuing problem to the full utilization of water resources in many river basins of western U.S. A variety of management measures have been employed to mitigate the damaging effects of salinity on agricultural crops as well as on municipal and industrial uses of water. The Colorado River Basin Salinity Control Act illustrates the logic of addressing the problem on a basin wide basis under a strategy that give priority to those localized sources of salinity that contribute disproportionately large amounts of salt to the system. What Quality Management in Utah Mountain Streams: Several years of thorough monitoring of water quality parameters in Little Cottonwood Creek in Salt Lake County, Utah, measured the natural levels of the major water constituents, spotted significant (largely nonpoint) pollution sources, identified the pollutants deserving primary attention, and suggested the approaches to land and water management for pollution control in a mountain watershed used primarily for recreation purposes. Bacterial pollution is greater at night than during the day, on weekends than on week days, and in the summer than in the winter. Mineral content is of natural origin and largely explained …

The magnitude and extent of volatile organic emissions from hazardous waste land treatment systems were evaluated in laboratory and field studies using complex petroleum refining hazardous wastes. Laboratory experiments were conducted using two soils and a intert construction sand to investigate the emission flux rates of seven volatile constituents, i.e., benzene, toluene, ethylbenzene, p-, m-, o-xylene, and naphthalene, from API Separatory Sludge and Slop Oil Emulsion Solids wastes in column and flask laboratory units as a function of waste application rate, application method (surface versus subsurface), soil type and soil physical characteristics. Alum jar tests were performed on raw portable waters of varying TOC. Parameters monitored include alum dose, pH and mixing conditions. Finished waters were analyzed for residual aluminum, residual TOC and hardness in order to investigate the effects of TOC on aluminum residual as would be encountered by alum coagulation and lime softening process in practice.
Three-dimensional graphs of residual aluminum, residual TOC and pH were constructed to illustrate the relationship among these measured parameters for the different sources. Statistical analyses were conducted to verify aluminum-organic complexation at reduced alum dosages for varying TOCs; initial TOC, reaction pH and dose …
