This research analyzed storm water best management practices (BMPs) that may a Base Civil Engineers/Environmental Managers in complying with National Pollutant Discharge Elimination System (NPDES) storm water discharge requirements for Air Force airfield pavements. As a result of recent storm water regulations issued by the Environmental Protection Agency, increased emphasis has been placed on preventing and controlling the discharge of pollutants into surface waters of the United States. This thesis serves as a guide for implementing landfill reclamation techniques on municipal solid waste or construction debris landfills owned, operated, or used by the DoD. The research describes historical and current methods for disposing of solid waste including open dumping, sanitary landfilling, and the development of state-of-the-art sanitary landfill cell technology. The thesis also identifies the factors which have led to the need for new methods of managing municipal solid waste. A cost-effectiveness prioritization methodology was developed using concepts from the cost-effectiveness technique. The new methodology called the Cost-Effectiveness methodology (CEM) allows the prioritization of mitigation projects across broad categories of hazardous sites as would be ranked among the offices of the Environmental Protection Agency. Two performance criteria were incorporated into the process--rank projects that save the most lives per dollar and enhance general applicability across different categories of risk. A metric was developed that represents the ratio of lives saved per dollar spent on mitigation alternatives of contaminated environmental sites. This research explores radially convergent contaminated transport in an aquifer towards an extraction well. This thesis presents the equations governing the transport of a contaminant during aquifer remediation by pulsed pumping. Contaminant transport is assumed to be affected by radial advection, dispersion, and sorption/desorption. Sorption is assumed to be either equilibrium or rate-limited, with the rate-limitation described by either a first-order law, or by Fickian diffusion of contaminant through layered, cylindrical, or spherical immobile water regions. The equations are derived using an arbitrary initial distribution of contaminant in both the mobile and immobile regions, and they are analytically solved in …

This study evaluated the TPH (total petroleum hydrocarbon) cleanup standard for petroleum contaminated soils (PCS). A survey of 13 state regulators was performed to characterize current standards and regulatory viewpoints on the use of a TPH versus a BTEX cleanup standard. The regulatory community considers the BTEX constituents the greatest threat to groundwater, yet expressed concern that the use of a compound specific standard, without an accompanying analysis for TPH, might result in residual soil contamination that may present risk. The Department of Defense (DoD) and the Air Force (AF) are committed to being national leaders in protecting and enhancing the environment and achieving environmental compliance. This commitment is exemplified by the Air Force Chief of Staff's goal of no notices of violation (NOVs). However, the number of AF NOVs from 1990-1992 rose from 103 to 178 an increase of 73 percent. A July 1992 AF Inspector General Report also concluded that Environmental Compliance Assessment and Management Program (ECAMP) findings were not being effectively utilized by the Major Commands (MAJCOM). Cleaning up hazardous and toxic wastes left from past activities has become one of the major goals of the Department of Defense. Within the Air Force, individual major commands (MAJCOMs) annually review numerous projects submitted under the Defense Environmental Restoration Program (DERP) and forward these projects to HQ USAF/CEVR for funding. Until recently, adequate resources have been available to fully fund all projects. However, within the last two years, funding shortfalls have been experienced, and projects have received only partial funding. One of the major environmental regulations that directly affects the Air Force is the Federal Water Pollution Control Act (FWPCA). The 1972 FWPCA amendments set forth a series of national goals regarding water quality. The main mechanism for achieving these goals was the National Pollutant Discharge Elimination System (NPDES). NPDES is a program requiring dischargers to limit the quantity of pollutants discharged into the receiving waters. This research effort predicts changes in future NPDES permit requirements, and evaluated the capabilities of Air Force wastewater treatment plants (WWTPs) in meeting those future requirements. This research develops a method to allow an installation environmental function to satisfy the assessment requirements of both the Air Force Pollution Prevention and the Environmental Compliance Assessment and Management Program with the implementation of one assessment process. The model developed is designed to achieve the goals of both programs while increasing the efficiency of implementation. The resulting assessment model formulated within this research is applied on a theoretical level to yield preliminary results. This research determines the applicability of using costs associated with chemical exposures in the workplace for financial justification of pollution prevention projects. Specifically, this thesis looks at costs incurred due to noncarcinogenic effects caused by chemical exposures. Average costs are determined through researching applicable statistical cost data. Acute effects are analyzed using an analysis of available statistical accident data from multiple sources. Expected values are then calculated based upon the projected cost of an accident and the probability of having an accident. Chronic effects are analyzed using an empirical analysis. However, little and incomplete information is available for power consumption in multiple-impeller systems. This thesis investigates the mechanism of pneumatic fracturing in geologic materials such as soil and rock. Pneumatic fracturing is a recently developed technique for increasing the permeability of geologic formations by the controlled injection of high pressure air. Present applications are focusing on the in situ remediation of contaminated soil and ground water, although pneumatic fracturing has other geotechnical uses such as pumping well enhancement.

The purpose of this thesis was to study the anticipated benefits of integrating pneumatic fracturing with in situ bioremediation. Since pneumatic fracturing increases subsurface air flow in low permeability formations, it has the potential to overcome many of the major limiting factors of microbial growth and activity. A new innovation called pneumatic bio-injection can further enhance in situ bioremediation by efficiently dispersing biological solutions, including microorganisms, into a formation.

It is estimated by the United States Environmental Protection Agency (USEPA) that there are 2 to 3.5 million underground storage tanks (USTs) throughout the nation and about 25% of these tanks are leaking. The leakage of petroleum or other organic material presents serious environmental problem due to the uncontrolled release of petroleum products to ground water. Many new techniques have developed to reuse these petroleum contaminated soils generated from sites containing leaking USTs. The objectives of this research were to quantify formaldehyde consumption due to plating and parasitic reactions and determine the magnitude and distribution of formaldehyde losses from the electroless copper plating process. Plating and rinse bath samples obtained from three electroless copper plating operations were analyzed for formaldehyde and copper in order to develop a mass balance analysis about the plating bath for periods of active production and no production. Fugitive air and stack releases of formaldehyde were estimated using emission factors developed from air sampling at the three facilities. Laboratory and field studies were conducted to characterize phosphorus in bottom sediments for retention/detention ponds. The laboratory studies, including batch and column experiments, were conducted to assess possible removal processes. Sediment core samples were collected from detention ponds receiving urban runoff. These cores were analyzed for phosphorus at different layers including accumulated top sediments and the lower parent soil beneath it at a depth of 1, 3, 5, 10 and greater than 10 cm. The phosphorus accumulation rate was found to decline with calculated overflow rates from an average storm. Also attenuation of phosphorus with sediment depth followed an exponential …

Throughout North America there is a growing interest in constructed wetlands, both as relatively inexpensive, low-maintenance systems for removing nutrients from wastewater, and as a means of using municipal wastewater to enhance wildlife habitat and create public use opportunities. Because wetlands appear to have good potential as a component in the overall management of scarce water resources, the Bureau of Reclamation (Reclamation) has undertaken several cooperative research and demonstration projects to evaluate their effectiveness in a variety of local environments. A novel heterogeneous catalytic-oxidation technology where activated carbon is used as a catalyst-adsorbent, ozone serves as the oxidant and UV light as activation agent, is developed in a lab scale study. We demonstrate this process for destruction of recalcitrant organics in water i.e: combined oxidation by ozone, UV light plus activated carbon. The investigation includes evalution of various operating conditions: ozone levels, activated carbon levels; time for complete destruction of the individual target pollutants, plus evalution of activity of the continuously recativated carbon surface in-situ. The Air Force's Pollution Prevention Program Mandates composting as an opportunity to reduce landfill disposal and save future environmental costs. This research considers composting technologies used in mixed municipal solid waste and yard waste applications. The activated sludge was cultivated in two pilot-scale activated sludge systems under three ratios of BOD to N, equal to 20:1, 70:1 and 300:1 in the influent wastewater. The aeration tank of the activated sludge system was constructed in two different configurations: one without compartments in the tank, the other consisting of six compartments. The activated sludge withdrawn from the last compartment of each system was tested in a one-liter graduate cylinder to measure its zone settling velocity.
