The Rio Grande, from Elephant Butte Dam to El Paso, has been transformed from a free-flowing wild river into a highly engineered irrigation system. The Rio Grande Project, authorized by Congress in 1905, mandated the Bureau of Reclamation to store and deliver water exclusively to farmers. The river, maintained by the International Boundary and Water Commission, has been straightened and channelized between levees. The laws and policies governing the use of the waters of the Rio Grande are prohibitive to ecological restoration. Prior Appropriation doctrine allows for the exclusive use of these waters.

In a time of economic recession and drought, the Texas Water Development Board is reviewing alternatives to the current Texas Commission on Environmental Quality requirement of demonstration-scale pilot testing membrane desalination to decrease permitting costs and project construction delays. One alternative is to use engineering judgment with membrane manufacturer's software models to predict membrane performance and ensure that product water quality requirements will be met. To comply with state permitting requirements, the first few months of successful full-scale operation can be submitted in lieu of pilot demonstration.

In this research, five different coagulants were evaluated to determine their effectiveness at removing turbidity, color and dissolved organic carbon (DOC) from a surface water in Sarasota County, Florida. Bench-scale jar tests that simulated conventional coagulation, flocculation, and sedimentation processes were used. Iron-based coagulants (ferric chloride and ferric sulfate) and aluminum-based coagulants (aluminum sulfate, polyaluminum chloride (PACl) and aluminum chlorohydrate (ACH)) were used to treat a highly organic surface water supply (DOC ranging between 10 and 30 mg/L), known as the Cow Pen Slough, located within central Sarasota County, Florida. The City of Georgetown, Kentucky relies on a vast karst spring network as a drinking water source. This karst feature has several inputs from sinkholes and streams in the Cane Run Watershed: a watershed associated with a variety of land uses in the recharge area. The recharge area encompasses the area from North Lexington to Georgetown and is composed of urban, suburban, agricultural and industrial usage. To assess strategies aimed at minimizing the release of trace elements and the impact of disposal of coal waste materials on the environment, two long-term leaching experiments of up to five months duration were performed using waste materials from two plants cleaning high and low sulfur bituminous coal. The research presented in this dissertation provides the results of a comprehensive assessment of the water treatment requirements for the City of Sarasota. The City’s drinking water supply originates from two sources: (1) brackish groundwater from the Downtown well field, and (2) Floridan surficial groundwater from the City’s Verna well field. At the time the study was initiated, the City treated the brackish water supply using a reverse osmosis process that relied on sulfuric acid for pH adjustment as a pretreatment method. A modified two-element membrane pressure vessel assembly has been used to monitor process operational changes in a full-scale reverse osmosis (RO) water treatment plant (WTP). This study evaluated the effectiveness of the assembly as an on-line monitoring device intended to detect scale formation conditions when connected to an operating RO process train. Stormwater runoff from highways is a source of pollution to surface water bodies and groundwater. This project develops a bio-detention treatment and harvesting system that is incorporated into roadside swales. The bio-detention system uses Bold & Gold™, a type of biosorption activated media (BAM), to remove nutrients from simulated highway runoff and then store the water in underground vaults for infiltration, controlled discharge, and/or irrigation and other non-potable applications. In 2008, the State of Florida established a recycling goal of 75% to be achieved by 2020. In response to the Florida goal Orange County (OC), Florida has made the development and implementation of an efficient strategy for landfill diversion of its solid waste a top priority. The Florida Department of Environmental Protection (FDEP) estimated that 23 % of municipal solid waste was generated by construction and demolition (C&D) activities in 2009, with only 30 percent of C&D debris being recycled. Carbon Monoxide (CO) and Ozone (O3) are considered to be one of the most important atmospheric pollutants in the troposphere with both having significant effects on human health. Both are included in the U.S. E.P.A list of criteria pollutants. CO is primarily emitted in the source region whereas O3 can be formed near the source, during transport of the pollution plumes containing O3 precursors or in a receptor region as the plumes subside. The effect of zeolite amendment for enhanced sorption capacity on the consolidation behavior and hydraulic conductivity, k, of a typical soil-bentonite (SB) backfill for vertical cutoff walls was evaluated via laboratory testing. The consolidation behavior and k of test specimens containing fine sand, 5.8 % (dry wt.) sodium bentonite, and 0, 2, 5, or 10 % (dry wt.) of one of three types of zeolite (clinoptilolite, chabazite-lower bed, or chabazite-upper bed) were measured using fixed-ring oedometers, and k also was measured on separate specimens using a flexible-wall permeameter. Reverse osmosis (RO) desalination may be used for desalination of brackish and saline waters, but the product water may have low concentrations of hardness and alkalinity, which may corrode infrastructure. Adjustment of pH and addition hardness and alkalinity may be required to meet potable water guidelines. Upflow calcite contactors may be used instead of lime or caustic addition for post-treatment of RO permeate to deliver non-blended, stable, non-corrosive finished water.

The purpose of this research was to determine whether the city of El Paso will continue to be in attainment if the Environmental Protection Agency (EPA) revises the National Ambient Air Quality Standards (NAAQS) of 8-hour average ozone concentration from 0.075 parts per million (ppm) to 0.070 ppm. For the duration of El Paso's ozone season, June-September 2012, two 2B Technology Ozone 202 monitors were deployed at proposed locations, not previously monitored. Groundwater provides the majority of fresh water supply for municipal, agricultural and industrial uses, primarily because of little to no treatment it requires. Approximately 2.2 million cattle carcasses require disposal annually in the United States. Land burial is a convenient disposal method that has been widely used in animal production for disposal of both daily mortalities as well as during catastrophic mortality events. To date, greenhouse gas production after mortality burial has not been quantified, and this study represents the first attempt to quantify greenhouse gas emissions from land burial of animal carcasses. Background: Particulates incorporating DNA are promising vehicles for gene delivery, with the ability to protect DNA and provide for controlled, localized, and sustained release and transfection. Streams throughout the North Canadian River watershed in northwest Oklahoma, USA have elevated levels of nutrients and sediment. Soil and Water Assessment Tool (SWAT) was used to identify areas that likely contributed disproportionate amounts of Phosphorus (P) and sediment to Lake Overholser, the receiving reservoir at the watershed outlet. These sites were then targeted by the Oklahoma Conservation Commission (OCC) to implement conservation practices, such as conservation tillage and pasture planting as part of a US Environmental Protection Agency Section 319(h) project. In most states surface waters, (streams, lakes, and coastal waters) are owned by the public. On the other hand, ground water may be privately or publicly owned. Because all waters are linked through the hydrologic cycle, and the hydrologic cycle is not confined within any geographic or political boundary, the question of ownership is generally replaced by one of who has the right to manage, divert, use, or sell the water.

Modern spray rate controllers along with technologies such as automatic section control (ASC) provide benefits such as overlap reduction on agricultural sprayers. However, product (liquid) dynamics within the boom plumbing affect off-rate errors and application uniformity during rate changes and ASC actuation. Therefore, this study was conducted to compare nozzle flow stability and uniformity across the boom when using two different boom shut-off valves (2-way and metered 3-way) on an 18.3-m sprayer boom. Center pivots are the primary method of irrigation across the U.S. Great Plains. Center-pivot irrigation is also the fastest growing method of irrigation in the U.S. and around the world. Pivots have the potential to be very efficient and uniform if sprinkler devices are properly selected for local field conditions. New water application devices provide for selection that minimizes runoff and controls droplet sizes to reduce evaporation and drift losses. We present updates to models for computing runoff potential based on characteristics of sprinkler devices and soil textural classes.
