In March 2019, a bomb cyclone produced a historic blizzard as well as flooding that impacted many counties in Nebraska. Given that, did rural Nebraskans experience extreme weather events or natural disasters in 2019? To what extent were they harmed by these weather events? What personal impacts did they experience? How concerned are they about weather events? This paper provides a detailed analysis of these questions. While the availability of captioned television programming has increased, the quality of this captioning is not always acceptable to Deaf and Hard of Hearing (DHH) viewers, especially for live or unscripted content, broadcast from local television stations, especially in smaller markets. There is a need for formal metrics to evaluate captioning quality, to enable audits or quality assurance. Although some current caption metrics focus on comparing the textual accuracy (comparing the caption text and accurate transcription of what was spoken), there are other properties of captions that may affect quality or usability judgments. Centuries of tradition have produced institutional silos, reinforced by layers of policy and cultural differences between academic departments, between colleges, and between academic and non-academic units. Light wave propagation in a periodically stratified medium has many applications in physics, mathematics, and engineering. The subject is of interest to students, teachers, and researchers, as it presents a great opportunity to focus on principles of optics and to understand the basics of mathematical modeling. A complete theory of wave propagation can be derived using Born’s optics theory. We employed that theory to determine the reflectivity of a one-dimensional distributed Bragg reflector (DBR) and do simulations using MATLAB. Shape, size, building orientation and its interaction with the surrounding buildings can cause wind tunnel that affect the pedestrian comfort. This paper aims to select the optimum windbreaker height and thickness for reducing the effect of wind tunnels on pedestrian comfort, by selecting the building of Beirut Arab University (BAU)-Tripoli campus as a case study. They have time and space limitations that prevent students from getting the help they need and often garner poor attendance.
