In 1940, the Kentucky Department of Highways constructed an experimental concrete pavement which was one of a group of six built in co-operation with the Bureau of Public Roads by the States of Minnesota, California, Kentucky, Michigan, Missouri and Oregon. The purpose of these projects was to study and evaluate the performance of such pavements over a period of years with specific regard to types of joints and spacings. The Kentucky project, consisting of 6.27 miles, was constructed in Daviess County, beginning approximately 6 miles south of Owensboro on US Route 231 (formerly Ky. Route 71).

Prior to 1948, the criterion in Kentucky for designing the thickness of bituminous pavements was based upon a modified laboratory CBR and the 1942 curves developed by the California Department of Highways. In 1948, the Materials Research Laboratory reported: "An Investigation of Field and Laboratory Methods for Evaluating Sub-grade Support in the Design of Highway Flexible Pavement." Included in that report as a recommended method of thickness design for use in Kentucky was a set of curves based upon an empirical relationship between minimum laboratory CBR and observed pavement performance. Progress of Engineering Research: The growth initiated with the reorganization of the Engineering Experiment Station in 1957-58 has been stready and consistant through 1958-59. Every sign points to continued expansion through the coming year. This growth is shown in Table 1. The number of active projects this year has increased to nineteen, the funds allocated for Engineering research were $53,861 plus $17,826 to contract research, exclusive of approximately $75,000 in the Agricultural Experiment Station. "The Vierendeel Truss, or Rigid Frame Truss, was first introduced by Professor Arthur Vierendeel in Belgium at the beginning of the century. The Vierendeel Truss differs from the more common triangulated truss in that it contains no diagonal members. The members of the truss are joined rigidly together and each member is required to transmit bending, shear and direct stress.

Professor Vierendeel claimed that Vierendeel Trusses are 20 to 30 percent cheaper than the conventional type of truss. This statement has been challenged by many who believe that this type of truss is fundamentally inferior to the more conventional type. …

As is true in many new methods of design or construction, the properties of existing materials to be used sometimes fail to meet all the desirable characteristics, and certain modifications might be advantageous. This is certainly true of prestressed concrete design and construction, in which a lower modulus of elasticity accompanied by a minimum loss in strength would be desirable. "As a study of all types of stabilization would be very lengthy, it was decided to make the object of this research the determination of the effect of the addition of different percentages of calcium oxide (CaO) and calcium hydroxide Ca(OH)₂ on the physical characteristics of a silty swelling sodium montmorillionite clay. "The triangular pattern of protection, evacuation and flood plain zoning, as the only truly effective and comprehensive approach to proper flood control, is substantiated in practically all technical publications on this subject by economic and engineering leaders. Yet in actual practice, at the present time, flood plain zoning is not being actively applied by any federal flood control agency and by only one of the forty-nine states faced with this common problem.
