The suitability and choice of different plant materials for roadside planting will be governed primarily by cost of establishment and maintenance, by the effectiveness in stabilizing the soil, and by safety and beauty achieved. It must be recognized that conditions often encountered in roadside planting situations are different from normal conditions found in fields and yards. Soils often consist of unclassified material and are not agricultural soils in the usual sense. Light-gage steel roof, wall, and floor systems may be used to transfer in-plane shear forces from one part of a framed structure to another, leading to reduced loads in parts of the structure. Such behavior is particularly noticeable in buildings that have rigid shear walls and are subjected to lateral loads such as those arising from wind or earthquakes. The transfer of shear force through such diaphragms is dependent on the shear strength and is particularly sensitive to shear stiffness. In the construction industry competitive bidding is particularly important since the vast majority of private and public work is obtained by bidding against other contractors. In fact, Clough (1)* points out that competitive bidding, "the contract method of construction," accounts for an estimated 95 percent of all public construction work. Basically, the bidding process consists of several competing contractors submitting closed bids to a client who selects the bid most desirable to him. A pile load test program was conducted at Newark Airport to determine the most economical piles to be utilized to support the structure in the Redevelopment of Newark Airport. The controlling criteria were the pre-determined design capacity of 50 to 100 tons for the piles and conformance to the Newark Building Code regarding the maximum allowable loads on the Airport's bearing strata and the allowable settlements for test loaded piles. The ultimate objective of this investigation is to gain sufficient knowledge of the fundamental mechanical behavior of these materials to support the establishment of a responsive flexible pavement design procedure.
