In this report a methodology is described for determining the optimal allocation of water supplies in the State of Utah to minimize the cost of meeting an assumed set of water requirements. A linear programming model was formulated to represent the ten interconnected hydrologic study areas of the state. The comprehensive model considers virtually all uses, areas, sources, transfers and costs of water. The model has 204 constraints and 3378 variables and was solved by the simplex method. This is a report of the world accomplished and results obtained under a 2-year contract. The primary objective of the Wasatch Weather Modification Project is to assess the effectiveness of selected procedures for increasing the water supply in the Wasatch Mountains by cloud seeding. As part of this overall objective, an airborne seeding experiment has been conducted for two winter seasons. Preliminary results of this experiment indicate a positive seeding effect within and on the periphery of the designated target area. Perturbations on the earth’s magnetic field may coincide with the existence of groundwater. Theoretical calculations are made showing how and to what extent this effect may exist. The suggestion is also made that water dowsers may get a dowsing reaction as a result of entering a change in magnetic gradient. Tests were conducted to determine the statistical significance of dowsing reactions obtained by separate individuals dowsing in a common test area. Approximately 150 people participated in the experiment over a period of one year. Chi-square tests showed considerable statistical significance. A computerized data quality check and data edit program has been developed to aid in the processing of telemetered precipitation data. The logic considerations and program development are discussed and results are displayed. This effort has resulted in successful editing of large amounts of precipitation data gathered by automated remote data acquisition techniques. The application of this processing routine has resulted in reducing data editing costs to about three percent of that required to do the work manually.

Extending the utility of an existing water supply in any river basin suggests a management-planning approach under three general guiding principles: (1) minimize depletions wherever possible (thereby maintaining a greater manageable quantity with subsequent potential to satisfy more uses); (2) generally preserve, protect, and improve water quality (thereby retaining its itility for use by a wider variety of potential users); and (3) make carefully considered allocations (thereby assuring multiples duty, more optimal sequencing, and shifts in use to conform to current and projected soil preferences). Recommendations for woody plant materials to be used in direct seeding are given on the basis of the plant's ability to regenerate from roots and natural seedings. Species are recommended for each of the relief and drainage subdivisions of the study area, southeastern Kentucky. Plant information on recommended native species has been summarized to provide basic data relevant to or needed by the highway landscape designer in selecting native plant combinations to be used in direct seeding.

This study represents the first phase of an investigation to develop an operational simulation model of the point snowmelt process based on a time increment of one day or less. Mathematical relationships for various phenomena involved in the snowmelt process were proposed and tested. These relationships were combined into a model which is applicable to any geographic locations by determining appropriate constants for certain relationships. The model was synthesized on a hybrid computer and calibrated using field data from the Central Sierra Snow Laboratory. It was then tested with data from other well instrumented locations. "Pigmented bacteria have been of interest to the microbiologist for several years. The pigmented organisms in sewage have been known to gain predominance, but no investigations have been made to determine whether the pigment assists the organism in gaining predominance. During this study a number of bacteria which produced a water soluble pigment were isolated from sewage. These bacteria were grown in shaken flasks using tryptone Glucose extract broth as a medium. A straight line plot of void ratio versus logarithm of time was established in secondary consolidation for long term loading periods up to one month. Temperature changes within the range of 5ºC. to 45ºC. were studied in the secondary consolidation phase at different stress levels and different carbon contents of the soil. A hybrid computer program is developed to predict the water and salt outflow from a river basin in which irrigation is the major water user. A chemical model which predicts the quality of water percolated through a soil profile is combined with a general hydrologic model into form the system simulation model. The chemical model considers the reactions that occur in the soil, including the exchange of calcium, magnesium, and sodium cations on the soil complex, and the dissolution and precipitation of gypsum and lime. Introduction: Quantitative data on nutrient levels in sewage from homes which are using heavy-duty detergents and which have been restrcited from using such detergents is necessary before rational decisions on the removal of phosphorus from detergetn can be made. The Great Salt Lake Desert, located in the southwest corner of the State of Utah"is a very dry region with sparse population and relatively small scattered areas of development. Since only a meager amount of hydrologic data has been collected and compiled for this relatively undeveloped area, the inventory presented herein is but a general appraisal of hydrologic conditions. Because of the small amount of development that has taken place and the general lack of hydrologic data, a water budget analysis is included for the Tooele Valley only.

"The purpose of this research study was to investigate methods for the disposal of activated sludge containing metal-precipitated phosphorus. To accomplish this objective, chemically-treated activated sludge or a mixture of the secondary sludge with primary sludge were thickened and dewatered by vacuum filtration and centrifugation. The putrescibility of the dewatered secondary sludge was also evaluated, and since anaerobic digestion is the usual method of sludge treatment, a digestion study was conducted. Secondary sludge for these studies was produced in five 38-gpd (144-1/day) activated sludge pilot plants operated at the Rolla Southeast Treatment Plant. "A simulation model is developed to aid in the analysis of small dams to reduce the possibility of inadequate spillway designs. Basic assumptions concerning the geometric aspects of the natural reservoir are made to develop the model which is based upon describing the timing and magnitude of a design flood passing through a reservoir. "Most domestic sewage treatment plants today practice anaerobic digestion of sludge. The purpose of this investigation was to determine if thorough mechanical mixing of concentrated sludge would improve its digestion. The simulated digesters consisted of six 1 gallon anaerobic reactors which were operated in the laboratory for 78 days. The contents of three digesters were continually mixed and their responses were compared with those of the similarly loaded remaining three unmixed units. Raw sludge with solids concentrations of 7.5, 15 and 30 per cent was digested for detention periods of 30, 15 and 7.5 days at 33º C. Various analyses …

"The dewatering characteristics of anaerobically digested primary and activated sludge were investigated under eight selected combinations of laboratory controlled air temperature and relative humidity using three open, drained model beds, as well as a closed, drained and an open, nondrained bed. The evaporation rate from a free water surface was also determined. Moisture content, drainage, evaporative weight loss, and sludge surface recession were measured and recorded periodically throughout the two week period of each of the eight experiments. Emphasis was placed on the evaluation of the treatment efficiency and the performance difficulties encountered in the treatment of each waste. Two types of waste were studied, one a high strength acidic industrial chemical waste and the other a petroleum refinery waste. "Abstract (1) Methods of iterative solution for the partial-differential equations that govern the transient flow of gases in pipelines are obtained by using the method of characteristics and linear finite-difference techniques. Solutions are developed for 1) a constant gas compressibility factor throughout transient conditions, and 2) a variable gas compressibility factor at constant temperature dependent upon pressures encountered during transient flow. "Previous investigations concerned with artificially sedimented soils and a review of the literature on soil structure are summarized. These studies show that many of the physical properties of a soil depend upon its structure and that the structure of a sedimented soil depends principally upon the salt content of the pore water.
