What Quality Management in Utah Mountain Streams: Several years of thorough monitoring of water quality parameters in Little Cottonwood Creek in Salt Lake County, Utah, measured the natural levels of the major water constituents, spotted significant (largely nonpoint) pollution sources, identified the pollutants deserving primary attention, and suggested the approaches to land and water management for pollution control in a mountain watershed used primarily for recreation purposes. Bacterial pollution is greater at night than during the day, on weekends than on week days, and in the summer than in the winter. Mineral content is of natural origin and largely explained …

The magnitude and extent of volatile organic emissions from hazardous waste land treatment systems were evaluated in laboratory and field studies using complex petroleum refining hazardous wastes. Laboratory experiments were conducted using two soils and a intert construction sand to investigate the emission flux rates of seven volatile constituents, i.e., benzene, toluene, ethylbenzene, p-, m-, o-xylene, and naphthalene, from API Separatory Sludge and Slop Oil Emulsion Solids wastes in column and flask laboratory units as a function of waste application rate, application method (surface versus subsurface), soil type and soil physical characteristics. Toxic metals are present in the environment and are known to be present in food. Selenium, which is considered an essential micronutrient, is recognized as a toxic metal at slightly higher concentrations. Arsenic is also recognized as a toxic metal. Selenium and Arsenic tend to accumulate in food, specifically fish and seafood.

Fifteen brands and types of tuna fish were analyzed for selenium using differential pulse cathodic stripping voltammetry. The cans with the high and low concentrations of selenium were analyzed for arsenic using differential pulse polarography. Draglines are presented in this paper as an alternative for mine reclamation in steep sloping areas. Some abandoned mines in steep sloping areas of Kentucky have unreclaimed slopes which pose safety problems, as well as environmental and aesthetic problems. In addition, many active mines in steep sloping areas of Kentucky have slopes which must be reclaimed in the near future. Current methods of slope reclamation in Kentucky typically involve traditional heavy equipment. The current methods are not cost efficient in some cases, and are not safe in some applications.

The primary objective of this research study was to develop a procedure for estimating equivalent axle loads for purposes of flexible-pavement design. Maximum use was made of historical data and well-accepted procedures were used in developing the prediction model. A series of computer programs was developed to summarize truck-weight and classification data such that traffic characteristics could be estimated from a matrix of data classified by geographic area, Federal highway system, volume, and extent of coal haulage. Recycling of asphalt pavements has become a common rehabilitation and maintenance process since the mid 1970s. The state of the art of designing and constructing pavements composed of recycled materials has now advanced to a point where recycling is considered as an alternative to conventional procedures for most paving projects. An in-depth evaluation of cold-mix recycling techniques was undertaken and the findings are presented in this report. An interactive method is presented for modifying a mtltiobjective water resources planning strategy by changing constraining conditions on regional objectives and local variables. The method is illustrated by modifying a conjunctive use. sustained groundwater withdrawal strategy for minimizing the cost of meeting regional water demand on the Arkansas Grand Prairie. The strategy was developed using a model in which the finite difference form of the two-dimensional groundwater flow equation is embedded in an optimization process. The behavior of asphalt-bound layers, unbound aggregate bases, and foundation soils (subgrades) may be affected by such variables as gradation, asphalt and (or) moisture contents, type of aggregate, density, method of compaction, temperature, magnitude and frequency of loading, duration of each load cycle, and other less significant variables. The complex interaction of all these variables yields a composite behavior for a particular pavement structure that could become manifest in some form of distress or even complete "failure."

The Kentucky Transportation Research Program (KTRP) was retained to perform an investigation for the Kentucky Department of Highways to assess damage that may be attributed to passage of the Model 992C over portions of the Jefferson Freeway. KTRP investigators conducted visual surveys, performed Road Rater deflection tests, did in-place California Bearing Ratio (CBR) testing on subgrade materials, obtained pavement cores, and conducted laboratory tests and analyses.

The purpose of this study was to document construction procedures, monitor field performance, and make recommendations concerning the effectiveness and future use of a foundation improvement procedure using stone columns for stabilization. This effort was executed by use of field inspections and photographs, instrumentation to monitor foundation and field responses and laboratory analyses of existing and possible conditions.

Instrumentation included earth pressure meters, a multipoint settlement gage, a horizontal slope inclinometer, a settlement platform and vertical slope inclinometers. Forecast models are investigated and developed for use in local water management to aid in determining short term water requirements and availability. The forecast models include precipitation occurrence and depth using a Markov chain model, temperature and solar radiation with a multivariate autoregressive model, and streamflow with autoregressive-moving average models. The precipitation, temperature, and solar radiation forecasts are used with a soil moisture model to determine water demands. A state space approach to the Muskingum-Cunge streamflow routing technique is developed. The forecast water demands and streamflow forecasts are used as inputs to this routing model. This report is an evaluation of increased police enforcement to reduce alcohol-related accidents in Lexington-Fayette County, Kentucky. Three types of data were coIlected as a means of evaluating the Traffic Alcohol Program; accident data, arrest and adjudication data, and cost-effectiveness data.

Results from before-and-after comparisons and time-series analysis show alcohol related accidents decreased significantly during the study period. When comparing two years before with three years during the increased enforcement, the percent reduction in alcohol-related accidents was 28.1 percent using standard before and after analysis and 29.1 percent using time-series analysis. The geotechical construction problem of rock fracturing caused by pile driving is investigated using a laboratory model. One inch diameter closed bottom steel pipes were driven into a simulated rock mass consisting of masonry bricks having an average compressive strength 3,200 psi. Both single pile and five pile model groups were tested. The single pile tests indicated that a threshold of penetration behavior occurred at a theorical hammer energy of 100 ft-lb and this was used for the group tests. Penetration rates were measured using an optical level.

Mixed liquor suspended solids (MLSS), oxygen uptake rate (OUR) and general dehydrogenase activity, as expressed by the reduction of the electron-acceptor Dye 3-(4',5'-dimethylthiazol-2-yl)-2, 4-diphenyltetra-zolium bromide (MTT), were compared for their ability to measure microbial activity in mixed aerobic cultures. A fourth parameter, specific enzyme activity, was dropped from consideration because of the difficulty of developing a satisfactory experimental technique. Measurement of the parameters was applied to the biodegradation of phenol and o-chlorophenol by activated sludge from a municipal sewage treatment plant, and by two commercially available bacterial preparations.

A computer model-based on VAX-ANSYS system was developed to model the behavior of multi-layer rock systems reinforced by pretensioned rock bolts. Three models were utilized for this study. The third model represents the friction between interlayers occuring due to the tensioned rock-bolts. Results obtained from this study compare favorably with those obtained from equations developed from model studies. An attempt has been made to study the effects of creep on the behavior of the rock-layer system.

Small transverse oscillation of an endless band supported by wheels couples the response of the free spans of the band to oscillation of the wheels. The coupling arises from the finite curvature of the free spans of the band when its bending stiffness is finite. Significant modeling error can occur if a single span of the band is modeled as a simply supported, axially moving beam. The coupling provides an opportunity to dissipate vibration energy. Experiments and finite element analyses support the coupling discussion presented. © 1985 Academic Press Inc.

Allowable Stress Design is the current method used to design cold-formed steel structural members and connections. In this design approach, factors of safety are used to compute the allowable design stresses which are compared to the actual maximum stresses that will occur in the member during the life of the structure. In recent years, the Load and Resistance Factor Design (LRFD) method has been developed for the design of hot-rolled steel shapes and the design of cold-formed steel structural members. The "Allowable Stress Design Method" has long been used for the design of cold-formed steel structural members. The "Load and Resistance Factor Design Method" has recently been developed from a research project sponsored by American Iron and Steel Institute. This report describes the demonstration and preliminary evaluation of the microprocessor-based acoustic emission weld monitor (AEWM) developed for the Federal Highway Administration by GARD Inc. of Niles, IL. The equipment was tested successfully on butt welds in several fabrication shops by the Kentucky Transportation Research Program (KTRP). Some problems were encountered in monitoring fillet welds.

The AEWM was demonstrated to personnel from 20 state agencies representing FHWA Regions 1, 3, 4, and 5. The demonstrations were performed at three different fabrication shops in Pennsylvania, Georgia, and Wisconsin.

The objectives of this report were to evaluate all available foil-back and removable tapes as well as construction zone raised pavement markers and to recommend materials that should be included on approved lists for use by the Kentucky Department of Highways. The tapes were placed on transverse test sections and as lane lines and the reflectivity, durability, and appearance were observed. The markers were observed at test sections as well as at construction sites.

Visual field inspections and soundings were performed on latex concrete overlays on 24 bridges on I 64 between Milepoint 150 and the West Virginia state line. The inspections were conducted in response to a request from the Kentucky Department of Highways to determine if cracking problems in the overlays were related to workmanship or materials.

The field inspections revealed that most of the overlay crack problems were related to 1) reflection cracking caused by pre-existing fractures in underlying concrete bridge decks and 2) “pull-in” cracks in the overlay, caused by belated tyning of the bridge deck.

Two objectives of the survey are summarized in this report. One was to establish 1985 safety belt and child safety seat usage rates in Kentucky and compare those to 1982, 1983, and 1984 rates. The other was to evaluate the effectiveness of public information campaigns as a means of increasing safety belt and safety seat usage rates.

Statewide usage rates in the 19 cities previously surveyed in 1982, 1983, and 1984 indicated that driver safety belt usage had increased to 9.2 percent in 1985 while the child safety seat and belt usage rate of 29.1 percent remained at the 1984 …
