Sections of the new Alexandria-Ashland (M) highway in northeastern Kentucky must be located on and through natural slopes of the Kope and Crab Orchard Formations that consist mainly of shales. Numerous highway embankment and cut slope failures have occurred In these two geologic formations In past years. The shales of these formations have very poor and undesirable engineering properties. Many stability problems encountered with the Kope and Crab Orchard shales are caused primarily by the tendency of those shales to breakdown when exposed to water and produce clays and clayey silts of relatively low shear strengths. An investigation was made to determine the location along the centerline of the axle of the maximum strain energy density, or work, in the pavement as defined by classical physics. The location is under the inside edge of either dual tire. The most influential strain was the shear component. The distribution of shear strains and stresses with depth through the full-depth asphaltic concrete and into the subgrade was investigated. Using Simpson's rule for an even number of increments, or using the trapezoidal rule, allows the summation of strain energy density calculated at various depths. This sum multiplied by a unit …

The objective of the survey summarized in this report is to establish 1986 safety belt and child safety seat usage rates in Kentucky to compare to those determined from previous surveys. Also included in this report is an analysis of accident records evaluating the effectiveness of safety belts.
Statewide usage rages in the 19 cities previously surveyed in 1982, 1983, 1984, and 1985 showed that driver safety belt usage increased in 1986 while child safety seat and safety belt usage remained at the 1984 and 1985 levels. The research reported herein studies the ultimate strength behavior for square-shaped reinforced concrete short columns under combined biaxial bending and tension that is a common design problem. The present ACI building code (ACI 318-83) (1) and design hand book (2) do not offer an insight into the determination of strength and ductility behavior of biaxially loaded reinforced concrete columns. A design equation developed by Hsu (3,4,5 ) to study the ultimate strength behavior and failure surfaces for members under these combined action was used and the computed results were compared with the present analytical results and experimental results for square-shaped …

Investigation Of Water-Binding Properties Of Industrial Sludges Using Thermal Analysis As A Monitoring Tool, Ron Josephson

As part of a program to develop new and more cost-effective dewatering approaches for industrial hazardous wastes, sludges and synthetic "model" materials were analyzed by thermal methods in an attempt to comprehend their water-binding qualities and differentiate free and bound water. These thermal methods included Differential Thermal Analysis (DTA), Thermogravimetric Analysis (TG), and Differential Scanning Calorimetry (DSC). Industrial sludges and laboratory models were compared using both standard heating techniques and subambient cooling (to -60°C). This latter technique provides direct indication of the amount of free water. This information can be very useful in evaluating and improving dewatering techniques for industrial …

Design Of Automotive Structural Components Using High Strength Sheet Steels: Web Crippling Of Cold-Formed Steel Beams, Chiravut Santaputra, Wei-Wen Yu

The structural behavior of high strength cold-formed steel beams subjected primarily to web crippling was investigated analytically and experimentally. In this study hat sections and I-beams, formed from five different types of high strength sheet steels commonly used in the automobile industry, were investigated under various loading conditions. The yield strengths of these sheet steels vary from 58 to 165 ksi. In addition to the test data gathered in this phase of study, the experimental results obtained from the beam tests conducted at Inland Steel Company and Ford Motor Company were carefully evaluated. The primary objective of this work was to develop algorithms for directly determining design characteristics for effectively enhancing, modifying or adding to existing water distribution systems. This is accomplished by modifying the basic hydraulic network equations to explicitly determine required design parameters to just meet specified conditions. Initially work was completed on directly determining pipeline diameters and directly determining pipeline and network resistance characteristics. This work was published in technical journals and established the feasibility of the approach but did not demonstrate the scope and versitility of the proposed approach. A project on I 75 in Whitley and Laurel Counties during the 1986 construction season involved numerous lane closures associated with spot pavement replacement and joint sealing. Traffic congestion associated with heavy volumes and late merges resulted in the use of the following traffic control devices to supplement standard lane closure devices; 1) variable message signs, 2) supplemental lane closure warning signs, and 3) rumble strips placed in the lane to be closed in advance of the taper.

The need for improved traffic estimation procedures has been emphasized by several studies that demonstrated that previously available data were not adequate. Some data were not considered representative of actual traffic conditions because of overloaded trucks avoiding weighing scales and insufficient traffic sampling programs. In addition, previous forecasting procedures did not reflect the increases in legal load limits, the significant increase in the number of heavy trucks, or the shift toward larger vehicle types that has occurred in recent years.

A tieback wall was used to control an earth slide on KY 227 in Carroll County. Herein is contained a description of the wall construction and problems encountered during construction. Also included are descriptions of materials used and wall components.
The short-term wall performance indicates the tieback wall has controlled the earth slide and, to date, is a satisfactory solution. Long-term monitoring of the tieback wall will continue.

A generalized package of hydrologic and hydraulic models and programs is developed for the quantitative analysis of watersheds and drainage networks. The package is microcomputer based and is available to interested parties. Full documentation is included in the Appendix. The approach applies a lengthy historical rainfall record to the system in continuous simulation. One of the most powerful operational hydraulic routing models available is adopted into the package. Output takes the form of statistical predictions of flood stages, discharges, storage requirements, and rainfall analyses for various return-periods. Computer runs are completely summarized. The current procedure employed to design full scale activated carbon contacting systems is presented in detail and followed by a review of the more important process controls and operating parameters. Inherent limitations of the design procedure are identified, with the need to be able to accurately predict carbon sorption capacity from bench scale analysis determined to be the most important. Some of the more recent models developed to predict activated carbon sorption capacity were analyzed leading to the realization that even the most sophisticated dynamic models were based upon sorption capacities determined from classical isotherm procedures. A one dimensional, steady flow, unsteady temperature model is used to evaluate the effects of two U.S. Army Corps of Engineers (COE) dams and resulting reservoirs on hourly water temperatures of the mainstem McKenzie River from Delta Park (RM 62.1) to Leaburg Dam (RM 38.8). Both COE projects are on tributaries to the McKenzie River and at present have only bottom withdrawl capabilities.
Water temperatures were simulated using the equilibrium temperature approach with air temperature used to estimate equilibrium temperature and also using computed hourly equilibrium temperature. Results obtained using computed equilibrium temperatures were less satisfactory than results using air …

The conference chairman was University of Colorado School of Law professor Lawrence J. MacDonnell.
During the past ten years Congress has made the regulation of hazardous waste a priority. This conference focuses on the Resource Conservation and Recovery Act, as amended in 1984, and the Comprehensive Environmental Response, Compensation and Liability Act.
This conference attracted about 100 registrants from 16 states plus the District of Columbia. John G. Welles, Regional Director for EPA Region 8, presented a luncheon address.
