The high incidence of upper respiratory diseases, contamination of waterways due to pathogens and nutrients from human and animal wastes, unsustainable deforestation, gender disparities in burden of disease due to unequal exposure to indoor air pollutants, and carbon black emissions from the burning of solid fuels are interrelated problems in many developing countries. Small scale anaerobic digestion provides a means of alleviating these problems by treating livestock waste onsite to produce biogas (methane and carbon dioxide) in rural areas in developing countries. The main role of roadway lighting is to produce quick, accurate and comfortable visibility during nighttime conditions. It is commonly known that good lighting levels enable motorists, pedestrians and bicyclists to obtain necessary visual information in an effective and efficient manner. Many previous studies also proved that roadway lighting minimizes the likelihood of crashes by providing better visibility for roadway users.

Many independent studies have conclusively demonstrated that fiber reinforced polymers (FRP) slow down chloride-induced corrosion of steel in concrete. The mechanism for this slow down is not well understood but it has been hypothesized that FRP serves as a barrier to the ingress of chloride, moisture, and oxygen that sustain electrochemical corrosion of steel.
This dissertation presents results from an experimental study that determined the oxygen permeation rates of materials used in infrastructure repair. Soil-aquifer treatment (SAT) has been proposed as a method for reusing treated municipal wastewater. SAT is characterized by alternating cycles of aerobic and anaerobic conditions in the subsurface, in response to alternating cycles of flooding and drainage of a surface impoundment. It is not yet known how these alternating redox conditions affect the removal of potentially harmful endocrine-disrupting compounds (EDCs) from treated effluent.

The Reproducing Kernel Element Method is a numerical technique that combines finite element and meshless methods to construct shape functions of arbitrary order and continuity, yet retains the Kronecker-δ property. Central to constructing these shape functions is the construction of global partition polynomials on an element. This dissertation shows that asymmetric interpolations may arise due to such things as changes in the local to global node numbering and that may adversely affect the interpolation capability of the method. This research focuses primarily on the analysis of exit ramp performance related to safety and operations. The safety analysis focuses on the impacts of different exit ramp types for freeway diverge areas and different factors contributing to the crashes that occur on the exit ramp sections. The operational analysis is based mainly on simulations by TSIS-CORSIM. Different ramp effects and guidance for selecting optimal exit ramp type are concluded. It is well established that water quality is directly linked to health. In-line chlorination is one technology that can be used in the developing world to potentially inactivate pathogens and improve water quality. This dissertation presents findings from two disparate research projects relating to the cathodic protection (CP) of piles supporting bridge elements. The first was a proof of concept study for developing a new hybrid pile repair system incorporating embedded sacrificial zinc anodes within a fiber reinforced polymer (FRP) wrap. The second was to develop and remotely monitor the performance of magnesium anodes protecting steel Hpiles supporting two bridges in Florida.

Digital image based automated pavement crack detection and classification technology has seen vast improvements in the recent years. In spite of these developments, although pavement crack lengths and widths can be evaluated using state-of-the-art software with a reasonable accuracy, no reported evidence is found in extending this technology to evaluate crack depths. Hence a preliminary study was carried out to model the digital image formation of cracked concrete pavements based on the Bidirectional Reflection Distribution Function. This thesis has shown that the development of the instrumentation necessary to provide in-situ thermal imaging for the determination of homogeneity of concrete is theoretically sound.
Drilled shafts are large diameter underground cast-in-place columns that necessarily rely on sound integrity to properly withstand imposed loadings. As a by-product of the most common construction techniques, the entire process is often completely blind whereby the excavation and concreting processes are conducted beneath the surface of the water table (or slurry level). Roadside crashes account for a large portion of total fatal crashes that occur annually in the United States. About 30% of those fatalities are the result of single vehicle run-off-road crashes. A large proportion of these fatal crashes occur in rural roads when vehicles depart from the travel lane and collide with trees or other roadside safety hazards. Many of these run-off-road accidents occur in local roads that carry traffic volumes between 1,000 and 20,000 vehicles per day. Accurate characterization and evaluation of tire/pavement friction is critical in assuring runway and highway safety. Historically, Pavement Friction Measurement Devices (PFMDs) employing different measuring mechanisms have been used to evaluate tire/pavement friction. They yield significantly disparate friction coefficients under the same contact conditions. Currently, an empirically developed data harmonization method based on a reference device (Dynamic Friction Tester (DFT)) is used in an attempt to overcome the disparities between the measurements using various different PFMDs. The primary objective of this research is to evaluate the feasibility of several WMA mixtures as potential asphalt paving mixtures for Nebraska pavements. To that end, three well-known WMA additives (i.e., Sasobit, Evotherm, and Advera synthetic zeolite) were evaluated. For a more realistic evaluation of the WMA approaches, trial pavement sections of the WMA mixtures and their HMA counterparts were implemented in Antelope County, Nebraska. We demonstrated a seasonal water balance assessment using the Modified Thornthwaite-Mather (TM) model in the Nebraska Sandhills. We computed the water budget for a few representative weather monitoring stations located in the Sandhills using the high resolution soil moisture data to assess the storage. A general reliability-based methodology is proposed for developing capacity reduction and fire load factors for design of steel members exposed to fire. The effect of active fire protection systems (e.g., sprinklers, smoke and heat detectors, fire brigade, etc.) in reducing the probability of occurrence of a severe fire is included. Empirical relationships for correcting liquefaction resistance of partially saturated soil using longitudinal (P-) wave velocity (VP) and shear (S-) wave velocity (VS) are developed and evaluated in this thesis. The relationships are based on the laboratory test results for four different types of sands and one silt published by other investigators. The data used to develop the relationship with VP exhibit less scatter than the data used to develop the relationship with VP/VS. The Indiana Department of Transportation has conducted annual network inventory friction testing using the locked wheel trailer to reduce wet pavement crashes. However, issues have arisen concerning the data credibility and field operation safety on high-speed highway facilities. Some researchers have investigated the evaluation of pavement friction using macrotexture measurements and found the relationship between friction and macrotexture is extremely weak. Currently, macrotexture can be readily measured at highway speeds, but microtexture is evaluated using friction at low speeds from a surrogate device. Urban growth leads to new land-uses abutting arterials requiring driveways for their accessibility. Uncontrolled number and locations of such access points causes safety, mobility and accessibility problems. The solution to these problems is access management (AM) which controls the number and location of the access points. AM techniques are normally documented in the form of guidelines for engineers and planners to follow when implementing the techniques. However, AM guidelines may not cover every technique due to the fact that AM is still growing. This thesis identifies impacts of behaviors and technology on residential indoor water use and conservation efforts. We use pre-existing detailed end-use data collected before and after toilets, faucets, showerheads, and clothes washers were retrofitted in 96 owner-occupied, single-family households in Oakland, California; Seattle, Washington; and Tampa, Florida between 2000 and 2003.
Water volume, duration of use, and time of use were recorded and disaggregated by appliance for two weeks before and four weeks after appliances were retrofitted. For each appliance, we compare observed differences in water use before and after retrofits to water savings predicted by analytical engineering, semi-analytical engineering, …

Every day the dependence on transportation grows as local, regional, national, and international independence increases. Resilient transportation systems are needed to secure the highest possible level of service during disruptive events, including natural and man-made disasters. Because of limited resources, decision makers need guidance on how, when, and where to invest to improve resiliency of their networks. The research objective is to develop a method to assess and quantify resiliency, at pre-event conditions, using a fuzzy inference approach.
