The purpose of this study was to determine effectiveness of goal setting protocol procedures implemented by three school districts on teacher evaluation scores using the Texas Teacher Effectiveness Evaluation System (TESS). It determined which school’s teacher evaluation ratings increased and the effect goal setting had on the increased goals. The evaluation system uses formative and summative goals to support teachers. Texas Teacher Support System added the goal setting professional development process for all teachers to reflect on their practice and identify needs of improvement. The researcher reviewed literature related to the history of professional development, various professional development organizations, the standards of professional development used in Mississippi, and an overview of special education. This qualitative phenomenological study fills a void in the existing research on school choice by including the University-Model® school to the literature. Through purposeful sampling, seven parents of students enrolled in grades 3rd-6th at a University-Model® school in the North Texas area were selected. The study is guided by Simon’s (1955) satisficing theory to explore parents’ decision-making process in choosing a school for their child and their level of satisfaction with the UM school experience. This research study aimed to understand how successful Texas educators who grew up in poverty understood and improved the educational experience of economically disadvantaged students. This study utilized a structural ecological theory and three theories of social relationships (Social Identity, Standpoint, and Cultural Capital). This phenomenological and qualitative study used a cross-sectional, descriptive, online case study design rooted in narrative nonfiction. Numerous definitions, leadership roles, and methods of approaching teacher leadership are discussed in various areas of research; however, no efforts have been made to analyze the administrators who consciously cultivate it in their staff. Using a phenomenological design, this study identified twelve administrators—four elementary, four middle school, and four high school principals—who were found to cultivate teacher leadership, and explored both how these leaders defined teacher leadership, as well as examined how they worked to consciously cultivate it among their staff.
